To clear SSL state on Windows, open Internet Options, select the Content tab, and click Clear SSL State. This can help with stale TLS session state or a remembered client-certificate choice. It does not repair an invalid website certificate or make an unsafe connection safe.
What clearing SSL state does
SSL is the older name commonly used for the secure connection technology now handled by TLS. Clearing SSL state resets local session information associated with recent TLS negotiations. A Microsoft Q&A community response describes the action as clearing session state rather than deleting a certificate; treat that as forum guidance, not a formal Microsoft product specification. Microsoft Q&A
It may be worth trying when a browser appears to reuse stale connection state or an unwanted client-certificate selection. It is not a general certificate repair: clearing local state cannot turn an expired, mismatched, or otherwise invalid website certificate into a valid one. The Defense Counterintelligence and Security Agency lists Clear SSL State as one control in PKI troubleshooting, not a universal remedy. DCSA PKI Technical Troubleshooting Guide

This is a Windows control path; do not assume the same menu exists on macOS, Linux, Android, or iOS, or that the procedure applies identically to every browser.

If only one Windows device is affected
After clearing state and restarting the browser, check whether the same site works in another browser or on another device. If it works elsewhere, the cause may be local to the affected device, such as browser settings, an extension, cached state, or security software. Investigate those factors without disabling security protections as a routine fix.

If the problem follows the site across browsers and users
A certificate or other shared connection issue becomes more plausible when the same failure occurs for multiple users in multiple browsers. Zendesk recommends considering whether a newly generated certificate is needed if incorrect certificate details persist across browsers and users. That is a reason to investigate the site’s certificate and server configuration, not a guarantee that certificate replacement is the solution.
If the browser reports a certificate warning
Do not bypass the warning, remove trusted root certificates, or disable browser protections just to reach the site. Clearing SSL state does not validate the site’s identity. If the warning continues, the website owner or administrator should investigate the certificate and connection.
