Choose a software vendor by first defining the outcome you need and the requirements the product must meet. Then compare candidates on the same criteria: workflow fit, technical compatibility, implementation, support, security and data handling, whole-life cost, contract terms, and the ability to leave. Verify important claims with evidence and put essential commitments in the agreement.
1. Define what the software must accomplish
Start with the business problem, not a product shortlist. Describe the outcome you need, who will use the software, and which work it must support. This gives you a basis for judging proposals and prevents a polished demonstration from standing in for actual fit.
Write down the requirements that affect the decision:
- Users, roles, and essential workflows.
- Capabilities that are mandatory, separated from preferences.
- Current systems and required integrations or interfaces.
- Types of data the software will handle and any relevant constraints.
- Deployment, implementation, timing, and budget constraints.
- Acceptance criteria that would demonstrate the software works for your use case.
Make requirements specific enough to test. For example, instead of asking whether a product “supports reporting,” identify the reports or workflow the team needs to complete and how you will judge the result.

2. Build a shortlist that meets the minimum requirements
Screen vendors against essential requirements before doing a detailed comparison. Ask each candidate the same core questions and request evidence for claims that could materially affect your choice. A vendor that cannot meet a non-negotiable requirement should not score well merely because it excels in areas that matter less.
Keep the evidence alongside your notes: requirements mappings, product documentation, proposed implementation plans, security materials, and answers to your questions. This makes it easier to distinguish a demonstrated capability from an assertion.
3. Compare candidates using a pre-set rubric
Choose criteria and weights before reviewing proposals. Setting them in advance helps keep a memorable demo, a persuasive salesperson, or a low initial quote from changing what “good fit” means halfway through the process. Adapt the following comparison axes to the purchase; they are a practical framework, not a universal scoring rule.

For every scored item, record the evidence and any unresolved question. A high score based on an unverified promise should not be treated as equivalent to a demonstrated capability.

4. Calculate the cost beyond the starting price
Compare the expected cost of using the software over its lifecycle, not just the quoted license or subscription. The UK Government’s Digital, Data and Technology Playbook says whole-life cost includes capital, maintenance, management, operation, and exit costs, and can differ substantially from the initial price. That is public-sector procurement guidance, but the distinction is useful for private buyers too.
Ask vendors to itemize applicable costs, including implementation, migration, support, maintenance, operation, renewals, and data export or transition. Check what is recurring, what depends on usage, and what might change at renewal. A cheaper initial quote may not be the less costly option if it requires more integration work or makes future transition difficult.
5. Test the claims before committing
Use validation methods that match the importance and risk of the purchase. Combine demonstrations and documentation with technical review, reference checks, or a pilot when feasible.
Use realistic demonstrations
Give vendors the same representative workflows and ask them to show how the software handles them. Focus on required tasks, exceptions, integrations, and reporting—not only the vendor’s preferred tour of features.

Check references and technical details
Ask references about implementation, support, reliability, and issues that arose after adoption. Have the appropriate technical reviewers examine compatibility, architecture, integrations, and migration assumptions rather than relying only on sales materials.
Set pilot criteria in advance
If you run a pilot, make it time-bounded and agree on success criteria beforehand. Decide what will be tested, who will evaluate it, and what result would justify proceeding. A pilot without explicit criteria can produce activity without resolving the decision.
Do not treat a marketing claim or a certificate alone as proof that every requirement is satisfied. Match each important claim to evidence that addresses the actual requirement.
6. Assess security and data handling in proportion to risk
Software vendors may handle sensitive business or customer information. The FTC’s Cybersecurity for Small Business guidance recommends specifying security terms and how data may be used, shared, retained, and deleted, then verifying that the vendor follows those requirements. It identifies third-party assessment as one possible verification method.

For ICT suppliers, NIST’s SP 1326, published July 8, 2026, describes due diligence considerations including foreign ownership, control, or influence (FOCI); provenance; resilience; foundational cyber practices; and supply-chain tiers. It is an ICT supplier guide, not a universal commercial software scorecard. Consider how deeply to investigate based on the software’s role and the sensitivity of the data.
CISA’s Software Acquisition Guide for Government Enterprise Consumers offers security-focused questions covering development, supply chains, deployment, and vulnerability management. CISA says non-government procurers can also use the guide for evaluation insight. Adapt it to your organization’s legal and regulatory environment; government-specific requirements may not apply to private buyers.
The practical test is not whether a vendor says it is secure, but whether its evidence and commitments address the risks relevant to your organization. Revisit verification when the risk warrants it and as circumstances change.

Once you select a vendor, translate material requirements into contract terms rather than leaving them as informal assurances. The exact provisions depend on the product, data, and applicable rules, so involve qualified procurement, security, privacy, or legal reviewers where specialized requirements arise.

Review whether the agreement clearly addresses:
- Service scope and support commitments.
- Security requirements and how compliance may be verified.
- Permitted data use and sharing, retention, and deletion.
- Incident communication expectations.
- Renewal, price-change, and termination mechanics.
- Data export, transition assistance, and rights needed for your intended use.
CISA’s acquisition guidance notes that evaluation questions can inform procurement planning, criteria, and contract language. FTC guidance likewise recommends written security provisions, verification, and keeping controls current as threats change.
8. Plan for the relationship—and the possibility of leaving
Assign an internal owner after purchase to monitor service and support performance, manage renewals, and coordinate security reviews appropriate to the risk. Keep the evidence and decisions from selection accessible so the organization can check whether the vendor continues to meet its commitments.
Before renewal or replacement becomes urgent, know how data can be exported, what transition support is available, and what contract conditions apply at the end of service. Treating exit as part of selection helps reveal dependence on proprietary formats, difficult integrations, or terms that could make a future change costly.
