Choose payroll software only after confirming it supports every jurisdiction and tax year in which your employees are paid, then verify its calculations, filings, payment steps, corrections and records against the rules that apply to you. “Statutory contributions” can mean different tax, social-insurance and pension obligations in different places; there is no universal payroll setup. Government guidance explains employer duties and provides ways to check them, but it does not certify a commercial payroll product as reliable.
Start with the places and rules your payroll must cover
Before comparing features, map your compliance footprint. Record where each employee works, the employing entity, worker classification, pay frequency, applicable tax year and every required tax, social-insurance, pension or other statutory scheme. Include regional systems: a product’s support for a country does not necessarily establish support for every province, territory or other jurisdiction within it.
Canada illustrates why this matters. The Canada Revenue Agency directs employers to province-of-employment information, and Quebec has separate provincial pension, income-tax and parental-insurance responsibilities alongside federal deductions. Ask the vendor to identify the rules it supports for each location and their effective dates, rather than accepting a general claim of national coverage. See the CRA’s payroll guidance.
- List all employee work locations and the payroll entity responsible for each.
- Identify applicable schemes and any worker groups treated differently.
- State the tax year and pay frequencies you need supported.
- Ask the vendor to confirm coverage by jurisdiction, scheme and effective date in writing.
Test calculations against official references
A feature list cannot show whether a payroll system handles your actual pay cases correctly. Request a calculation breakdown for representative employees and compare the resulting employee deductions and employer liabilities with current official tables, formulas or calculators. Include ordinary pay as well as the cases that can expose setup errors: new starters, leavers, bonuses, commission, overtime, statutory pay, retroactive adjustments, changes in age or status, and cumulative thresholds where relevant.

Canada offers a useful example of an official validation path. The CRA’s T4127, 122nd Edition, effective January 1, 2026, is intended for payroll-software developers and in-house payroll solutions. It provides formulas for federal, provincial (except Quebec) and territorial income tax, CPP and EI calculations. The CRA says the formulas in that guide are approved for the specified federal laws and related regulations; that is not an endorsement or accuracy certification for any vendor. For commonly occurring situations, the CRA’s Payroll Deductions Online Calculator (PDOC) can be used to check deductions. Treat these as ways to validate applicable calculations, not as proof that a product has been independently tested.
Check employer-side amounts as well as what appears on an employee’s payslip. For CPP, the CRA says the employer contributes an amount equal to the employee CPP contributions deducted and remits both amounts. A system that displays the employee deduction but does not correctly track the matching employer liability is not giving you a complete view of the obligation. - Ask for a readable breakdown of each deduction and employer contribution, including the inputs and rule applied.
- Compare test results with current official references for the relevant jurisdiction and pay period.
- Include irregular pay and changes in employee circumstances, not just a standard salary example.
- Run a parallel payroll before relying on the system for live filings or payments, and investigate every difference.
Check reporting, corrections and acknowledgements
Payroll reliability includes getting required information to the right authority in the required format and by the applicable deadline. For each return or contribution file, map the filing authority, due date, submission method, acknowledgement, error process and correction procedure. Ask the vendor to demonstrate how you can see whether a filing was accepted, rejected or still needs action.
These processes vary by jurisdiction. In the UK, HMRC says a Full Payment Submission (FPS) should normally be sent on or before payday; an Employer Payment Summary (EPS) is used for certain reductions. The applicable workflow and deadlines are described in HMRC’s payroll reporting guidance. In the United States, the Social Security Administration publishes specifications for electronic W-2 and W-2C wage submissions, which developers must follow; see its W-2 and W-2C filing specifications. These are examples, not a substitute for mapping the equivalent requirements in every jurisdiction you use.

- Confirm which reports the product prepares and which it actually submits.
- Ask how rejected or late submissions are surfaced, corrected and resubmitted.
- Verify that submission receipts and correction history are available to your payroll team.
- Identify who monitors filing deadlines and unresolved authority notices.
Find out who moves the money—and who remains accountable
“Handles payroll taxes” can describe very different services. A product may calculate liabilities, prepare payment files, initiate payments or operate through a third-party payroll arrangement. Ask which of these it does, how payment acceptance is confirmed and who acts if a debit fails, a payment is late or an authority account does not reconcile.
Do not assume that outsourcing removes employer responsibility. The IRS says employers generally remain responsible for withheld federal income tax and both employer and employee portions of Social Security and Medicare taxes when using third-party payroll providers, subject to arrangement-specific exceptions. Review the IRS’s guidance on outsourcing payroll and third-party payers, and establish in your service agreement who submits, pays, reconciles and responds to failures.

- Distinguish calculated liability from a payment that has actually been sent and accepted.
- Confirm how failed debits, late notices, account mismatches and missing receipts are escalated.
- Assign a named internal owner to review liabilities and payment reconciliations.
Verify pension and statutory-pay handling
Where workplace pension duties apply, confirm that the product can be configured for your scheme and contribution basis. Check how it handles enrolment events, opt-outs, deductions, employer contributions and the contribution file sent to the pension provider. Ask which pay components are included in the calculation and how exceptions are handled.
The UK’s Pensions Regulator says payroll software set up for automatic enrolment may calculate pension contributions and make deductions. Its guidance identifies salary, wages, commission, bonuses, overtime and specified statutory pay—including statutory sick, maternity, paternity and adoption pay—as earnings to include in the relevant assessment. For UK automatic-enrolment contributions in the 2026/27 tax year, the regulator gives an annual qualifying-earnings range of £6,240 to £50,270, with monthly and weekly equivalents. That figure is specific to this UK scheme and tax year; it is not a general payroll threshold or a measure of software reliability. Check the regulator’s current information on making contributions to a pension scheme.

Compare products using evidence, not feature names
Use a scorecard for each candidate. Weight the criteria according to the complexity of your payroll: a business with employees in multiple jurisdictions may need to prioritize regional rule coverage and change handling, while another may place more weight on pension-provider integration or payment reconciliation. A vendor’s claim is a starting point, not validation; confirm it in a current demonstration, product documentation, contract and jurisdiction-specific implementation plan.

Use a controlled rollout before relying on live payroll
- Build the rule map. List locations, entities, worker types, schemes, pay frequencies and tax years, then get the vendor’s coverage confirmation for each.
- Prepare test cases. Include routine payroll, employer-side contributions, variable pay, statutory pay, employee changes and corrections that are relevant to your workforce.
- Run and explain calculations. Compare outputs with current official guidance or calculators and require explanations for any mismatch.
- Exercise operational workflows. Demonstrate submission, acknowledgement, correction, payment confirmation, failure alerting and reconciliation in a test or parallel run.
- Set review controls. Assign an internal reviewer for exceptions, unusual liabilities, filings and payment status; define who escalates unresolved issues.
- Recheck after rule changes. Confirm how updates are communicated and tested before their effective dates, and retain the resulting approvals and calculation records.
Keep calculation inputs, output breakdowns, approvals, submission receipts, correction history and reconciliation evidence in records your team can retrieve. Confirm access permissions and retention arrangements with the provider, and make sure your payroll owner knows how to reach support when a statutory deadline or payment is at risk.
