Check each EPD’s declared unit, global warming potential (GWP), geographic relevance, validity, and system boundary. A cement EPD may cover manufacturing only, so assess transport and other lifecycle stages separately when the project requires it. Confirm performance, local supply, codes, and procurement rules with the project team and suppliers.
Define what the cement must do
Start with the application: ready-mix concrete, precast, masonry, mortar, grout, or another use. Identify the governing cement and concrete standards, strength class, exposure conditions, durability requirements, curing and placement conditions, and schedule. Include owner requirements and any public-procurement rules before comparing carbon data.
A cement choice is part of the concrete mixture and structural design, not a standalone carbon decision. Avoid specifying more material or performance than the design requires where the project’s design and performance basis allows it. Ireland’s public procurement guidance, for example, recommends carbon-management design approaches that include avoiding over-specification; that guidance is jurisdiction-specific, not a universal rule. Request EPDs that can be compared
Ask suppliers for the EPD for the specific cement product under consideration, along with the Product Category Rules (PCR) used to prepare it. An EPD reports environmental impacts according to category-specific rules; it is not by itself a whole-project impact assessment. Check these details before comparing reported GWP:

- Product and scope: Confirm whether the declaration covers the cement product or a concrete mix, and whether it is product-specific or a category average.
- Declared unit: Make sure the unit is the same, or can be validly converted, across candidates.
- PCR and version: Verify that the PCRs and calculation methods are applicable and compatible.
- Geography: Check that the production location and declared market are relevant to the project.
- Date and status: Review publication and expiry dates, verification, and registration information. The American Cement Association says EPDs are valid for up to five years under the applicable standards, though they may be updated sooner. Its guidance reports that Smart EPD’s Part B PCR for Cements for Construction, Standard 1000-010 version 4.0, was published July 2, 2025. Confirm the status of each declaration rather than assuming it is current. American Cement Association guidance on cement EPDs.
Do not treat a product’s GWP as a meaningful ranking until the declared units, rules, and boundaries line up. If they do not, ask the supplier or EPD program operator to explain whether the figures can be compared on a common basis.
Compare GWP on the right basis
Global warming potential is one useful environmental indicator, but the comparison must match the decision being made. The Global Cement and Concrete Association’s Global Low Carbon Ratings guidance uses GWP per tonne of cement for cement ratings and GWP per cubic metre for concrete ratings, with strength also taken into account for concrete. Cement rating values are country-specific because each country selects a clinker-to-cement ratio for the calculation; the ratings are based on GWP reported in EPDs. There is no universal low-carbon threshold established for every project, and the available official sources do not provide a project-specific product GWP comparison for an unspecified job. Set the comparison basis through the applicable EPD rules, owner criteria, and project assessment method instead of assuming one cement type is always the lowest-carbon option.
Consider blended cement, then verify the product
Clinker content is an important lever: blended cements replace some clinker with other constituents. In the United States, Type IL portland-limestone cement is a blended hydraulic cement under ASTM C595/AASHTO M 240. The American Cement Association describes Type IL as containing 5%–15% ground limestone and reports a potential carbon-footprint reduction of up to 10% when it replaces portland cement in concrete mixtures. That is an association-reported potential, not a guaranteed reduction for a particular product or project.

Other blended cement categories include Types IP, IS, and IT, which can allow more non-clinker ingredients. Availability varies by location. Treat these types as candidates: check the applicable standard, obtain the product’s current EPD, and confirm local supply and technical suitability with the supplier. Confirm the mix performs under project conditions
A lower cement GWP figure does not establish that the concrete mixture meets the project’s requirements. When a mixture design changes, testing is needed to assess its fresh and hardened properties. Coordinate with the structural engineer, concrete producer, and cement supplier on:

- Strength development and the specified strength class.
- Durability and resilience for the exposure conditions.
- Curing, placement, and finishing conditions.
- Schedule effects, including when required strength must be reached.
- Cement dosage and compatibility with supplementary cementitious materials.
Test the proposed mixture under conditions representative of the project before relying on it for construction. The American Cement Association discusses mixture testing and performance considerations in its portland-limestone cement guidance.

The North American cement PCR described by the American Cement Association uses a cradle-to-gate boundary: it covers impacts through production at the factory gate, not every stage of a building or infrastructure project. Depending on the project’s assessment method, a lifecycle assessment may also need transport to site, construction processes, service life, maintenance and repair, and disposal or recycling. Use the boundary required by the owner, jurisdiction, and project methodology; do not present a manufacturing-only cement EPD as the whole-project result. Check local procurement requirements and supply
Codes, public procurement conditions, and product availability differ by jurisdiction. Ireland illustrates why project location matters: its June 28, 2024 guidance generally calls for a minimum 30% clinker replacement for concrete procured or publicly used on applicable projects commencing design from September 1, 2024, subject to technical justification. It says high-carbon CEM I should not be procured without that justification and requests an EN 15804 EPD or equivalent when public bodies directly procure cement or concrete. The guidance also sets whole-life greenhouse-gas assessment thresholds and effective dates for certain publicly funded building and infrastructure projects. These provisions apply to the specified Irish public projects, not automatically to projects elsewhere. Consult current rules in the project’s own jurisdiction and verify local product availability and dependable lead times with suppliers. Ireland’s procurement guidance.
Use a project-specific shortlist
For each candidate, record the technical, environmental, and delivery information in one place. This makes missing evidence visible before the material is specified.
