Choose cloud services by matching providers to your workloads, growth plans, security and compliance obligations, existing systems, and ability to operate the platform—not by picking a popularity winner. Compare service fit, total cost, support, migration effort, portability, and contract terms. For a business new to cloud, one strategic provider is a sensible starting point; add another only when a specific business need justifies the added complexity.
Start with the business requirements
Before comparing AWS, Microsoft Azure, Google Cloud, or another provider, describe what the business needs the cloud to do. Separate mandatory requirements from preferences so that a polished feature list or introductory price does not distract from a real constraint.
- Workloads and dependencies: List applications, databases, integrations, identity systems, APIs, and any hardware or software that must remain on-site.
- Growth and performance: Estimate expected and peak demand, response-time needs, availability expectations, and likely changes in the next few years.
- Data and obligations: Identify data sensitivity, retention needs, required locations, applicable regulations, and the evidence your organization must produce.
- People and operations: Record the technical skills available internally, the support you may need, and who will manage identity, monitoring, backups, and incidents.
- Existing commitments: Include licenses, tools, contracts, and systems that could affect integration, migration timing, or cost.
These requirements become the basis for comparing providers. If a requirement is mandatory, confirm it against the specific service and region proposed—not just the provider’s overall capabilities.
Check workload fit and integration
Confirm that each shortlisted provider can support the actual services your architecture needs: compute, storage, databases, networking, identity, backup, analytics, and management. Check compatibility with business-critical systems and any hybrid arrangements, as well as the service limits and performance characteristics relevant to your workload.

Google Cloud’s service comparison maps its generally available services to comparable AWS and Azure offerings. The table was last updated December 3, 2024; use it to discover possible analogues, then verify current features, limits, regional availability, and pricing with the providers. Similar service names do not mean that capabilities, operating models, or costs are identical.
Compare providers on the same questions
AWS, Azure, and Google Cloud all have broad service portfolios. The available official guidance does not establish a universal winner or a fixed strength that makes one provider best for every growing business. Use the same questions for each finalist and require answers for the proposed design.

Google Cloud’s provider-selection guidance also calls out cost, digital capabilities and processes, trust, an open ecosystem, and security. Treat these as comparison dimensions, not as evidence that a provider will satisfy your requirements without service-level verification.
Map security and compliance responsibilities
Cloud security is shared: providers operate some controls, while customers remain responsible for others. The boundary can vary by service and configuration, so do not assume that moving a workload to a certified provider makes the workload compliant by itself.

For each proposed service, document who is responsible for identity and access, configuration, data protection, backup, retention, monitoring, and incident response. Then confirm that the specific service and region provide the security evidence and data-location commitments your obligations require. General provider certifications do not establish that every service, workload, or customer configuration is covered.
Estimate total cost for your workload
Do not compare providers using a headline compute rate alone. Build a like-for-like estimate using expected usage, peak demand, and a plausible growth scenario. Include the costs that can change the economics of the whole design:

- Compute, storage, databases, networking, and other consumed services.
- Data transfer, including movement between services or out of the provider where relevant.
- Support, licenses, migration, integration, and any additional staffing or outside expertise.
- Costs of running existing systems during transition and retiring them afterward.
- Future migration or exit work if the business later changes providers or architecture.
Use each provider’s pricing tools with the same workload assumptions, then validate the estimate against current pricing and contract terms. Prices depend on the workload and can change; the available evidence does not identify a current price winner. A low service estimate may not produce the lowest overall cost if it requires substantial redesign or skills the business does not have.

A growing business needs to know not only whether a service exists, but also whether its team can run it reliably. Compare support models, documentation, training, escalation paths, and governance tools. Identify who will handle routine administration, access reviews, monitoring, backup checks, incident response, and cost oversight.

Include procurement, legal, finance, security, IT, and business leadership early in the decision. AWS procurement guidance recommends involving these groups, which helps surface budget, contract, security, and operational concerns before a provider is selected.
Plan migration, portability, and exit
Migration is part of provider selection because the target platform affects the work, risk, and cost of getting there. Before committing, assess application dependencies, data transfer, downtime, testing, rollback, continuity, and governance. Microsoft’s Azure cost-estimation guidance says the migration approach should align with business continuity, compliance, and service-level expectations. Google Cloud migration guidance warns that a poorly planned foundation can contribute to delay, confusion, downtime, and migration risk; regulated workloads may require attestations from both customer and provider.
Proprietary services can accelerate delivery or provide useful capabilities, but relying on them may increase the redesign and migration effort required to leave later. Choose them deliberately: weigh their business value against realistic exit costs and make data-export and workload-portability assumptions explicit.
Decide whether one provider or multicloud fits
For an organization new to cloud, AWS Prescriptive Guidance recommends starting with a single provider to learn and realize cloud benefits before deciding whether a multicloud strategy fits. A single strategic provider can also reduce early integration, skills, governance, billing, and contract complexity.
Multiple providers may be justified by a defined regulatory, resilience, acquisition, customer, or workload requirement. Before adopting multicloud, name the requirement and test whether its benefit outweighs the extra work of integrating services, training staff, governing environments, managing bills, and reconciling service-level agreements. Avoid treating multicloud as a goal in itself.
