Choose country groups to answer a specific reporting question, not simply because countries share a language, region, or familiar label. Keep results available by individual country, create only rollups that support a real decision, and document each group’s membership so readers can interpret it consistently.

What Search Console country data represents

Google Search Console’s country dimension groups results by the country where the search originated. In the Performance report, you can view and filter results by country and compare country performance. Google describes comparing two countries, though the interface may change. See Google’s Performance report guide and its documentation on dimensions and data groupings.

That makes country a useful starting point for international SEO reporting, but it does not make any particular set of country groups universally correct. Google’s tools provide country-level data; the choice to combine countries is a reporting decision for your organization.

Choose groups around the decision the report must support

1. State the question first

Write down what someone should be able to decide after reading the report. For example, are you checking whether search visibility for localized pages is improving, identifying markets that need attention, or reviewing results across a business-defined region? These are possible reporting goals, not categories prescribed by Google.

2. Keep individual-country results available

Use country-level rows as the diagnostic base. A regional total may show a change, but country-level results help reveal which markets account for it. Search Console supports country data and filtering in its Performance reporting; consult Google’s reporting documentation for the available dimensions and controls.

3. Add a rollup only when it earns its place

Combine countries when the aggregate answers the question you identified. Use a stable membership rule and document it. Shared language, geographic proximity, or a familiar geopolitical grouping does not automatically mean the countries behave alike for your business or are useful to compare as one SEO market.

4. Make comparisons consistent

Use the same date range and relevant filters when comparing groups. Search Console reports performance in Google Search, while Google Analytics reports activity on your site; they describe different parts of the journey. When comparing the two, Google recommends applying the same country and device filters. Its guidance is in Using Search Console and Google Analytics Data for SEO.

5. Label the group and show what it contains

Name each rollup, list its member countries or link to a maintained definition, and label whether a chart shows individual countries or an aggregate. If membership changes, make the change visible in the report rather than silently comparing unlike groupings over time.

6. Revisit the scheme when your needs change

Review groups when your reporting question, market footprint, localized site versions, or analysis needs change. This is a practical governance recommendation; the cited Google guidance does not set a required review schedule.

Evaluate candidate grouping schemes

If you are choosing between possible schemes, assess each against the same criteria:

  • Decision usefulness: Does the group answer a real reporting question?
  • Diagnostic detail: Can you still identify which country explains a change?
  • Consistency: Are membership rules explicit and stable enough for comparisons over time?
  • Cross-tool comparability: Can you apply matching country and device filters in Search Console and Analytics, as Google recommends?
  • Data limitations: Will readers understand what Search Console country and query data does—and does not—show?

Account for Search Console data limits

Search Console omits anonymized queries from tables to protect user privacy, although those queries remain included in chart totals unless a query filter is applied. Google also says internal data limits mean not all query rows appear; bulk data exports can provide the most complete query list. For these reasons, do not describe country-level totals or query tables as a complete list of searches. Details are in Google’s Performance report guidance.

Dates may also be delayed by a couple of days, according to Google’s reporting guide. Treat the latest available dates as potentially incomplete rather than assuming every recent day is fully reported. When reviewing short-term movement, note the date range and data freshness in the report.

Keep reporting geography separate from country targeting

A country grouping in a report is not a country-targeting setting. Google deprecated the Search Console International Targeting report and no longer supports using that feature to target search results to specific countries. Google says it continues to support hreflang tags, which help indicate language and regional page versions; hreflang does not define a reporting taxonomy. Use the API’s country-code format carefully

For API-based reporting, the Search Analytics API country filter uses three-letter ISO 3166-1 country codes. Before joining these values to another reporting system, check that system’s documentation rather than assuming its code format matches.
