Choose a shared-CPU cloud server when CPU demand is intermittent and occasional variation in performance is acceptable. Choose a dedicated-CPU server when the workload needs sustained CPU access and more predictable execution. The right choice depends on the provider’s actual CPU guarantee and burst rules—not just the vCPU count—along with your workload measurements, memory, storage, networking, region, and total cost.
What is the difference between shared CPU and dedicated CPU?
A cloud server runs virtual machines on physical hardware through a hypervisor. A vCPU commonly represents a hardware thread, but providers define resource allocation and guarantees differently. For example, DigitalOcean’s Droplet documentation says shared CPU Droplets can share a hardware thread with other Droplets. The hypervisor may make more thread capacity available as demand rises, but the amount depends on other tenants’ activity; full-thread access is possible, not assured.
DigitalOcean says its dedicated CPU Droplets have guaranteed access to the full hardware thread. It also says RAM, disk storage, and network bandwidth are dedicated for its Droplets whether the CPU is shared or dedicated. Those are DigitalOcean’s product terms, not guarantees that every provider uses the same definitions or resource model.
In practice, the distinction is the assurance attached to CPU capacity. A shared plan may perform well when the host is lightly loaded, but that does not guarantee sustained access to a full thread. Dedicated CPU reduces uncertainty caused by CPU sharing; it does not, on its own, guarantee application latency, disk speed, network performance, or end-to-end reliability.

Which workloads fit each type of server?
Shared CPU: variable or bursty demand
Shared CPU is often a cost-conscious starting point for workloads that spend much of their time idle or lightly loaded, with occasional bursts. DigitalOcean lists examples including low-traffic web servers, blogs, forums, content-management systems, small databases, development and test servers, microservices, and repository hosting. Its newer shared v5 examples also include bursty data pipelines, background workers, CPU preprocessing alongside GPU workloads, and AI/ML orchestration. These are provider examples, not performance guarantees for every application.
Dedicated CPU: sustained or consistency-sensitive demand
Dedicated CPU is more relevant when CPU-heavy work runs for long periods or when consistent execution matters. DigitalOcean’s examples include production APIs and application servers, CPU-bound batch jobs, video and image transcoding, large-scale data processing, high-throughput proxies, streaming origins, relational databases, in-memory caches, and game servers.

“Production” alone does not determine the choice. A low-duty-cycle production service can be a reasonable shared-CPU candidate if its measured performance meets requirements and variation is acceptable. A non-production build farm may justify dedicated CPU if it runs sustained CPU-heavy jobs and completion time matters.
How do burstable plans and CPU credits work?
Some shared or burstable products specify a baseline CPU level and use credits to manage bursts. The rules are provider- and product-specific, so do not assume that every shared server has credits or behaves the same way.

Amazon EC2 burstable instances
AWS’s EC2 documentation defines one CPU credit as one vCPU running at 100% utilization for one minute. An instance earns credits when it runs below its baseline and spends them when it runs above baseline; the baseline and credit earn rate depend on the instance type. For the listed T3 types, AWS specifies a 30% per-vCPU baseline for t3.large and 40% for t3.xlarge and t3.2xlarge. These figures apply to those instance types, not to cloud CPUs generally.
AWS says T3, T3a, and T4g instances launch in Unlimited mode by default, subject to a documented Dedicated Host exception for T3. In Unlimited mode, the hourly price covers CPU spikes if average utilization stays at or below baseline over the relevant rolling 24-hour period or the instance lifetime, whichever is shorter. Prolonged average use above baseline can incur an additional flat charge per vCPU-hour. Check the specific instance’s mode, credit behavior, baseline, charges, and monitoring metrics before treating a short burst test as evidence of sustained capacity.

Amazon Lightsail burstable instances
AWS Lightsail’s documentation lists per-vCPU performance baselines for its plans. Across the listed dual-stack plans, the documented baselines vary by plan from 5% to 40%; some larger plans burst automatically and do not use burst capacity. For instances with more than one vCPU, the Lightsail console averages utilization and baseline across vCPUs, so an instance-wide average can hide uneven load across cores. Verify current plan terms and prices when comparing offers.

- CPU guarantee: Find out whether CPU time is shared, dedicated, or governed by another mechanism. Identify what the provider guarantees and what can vary.
- Duty cycle and burst rules: Determine whether your workload is mostly idle with occasional spikes or CPU-heavy for extended periods. Check for baselines, credits, throttling, and charges after credits are used.
- Representative workload measurements: Measure peak and sustained CPU use, response time or job completion time, and any CPU-related throttling. If practical, compare plans with the same repeatable workload.
- Memory relative to CPU: A CPU-heavy service with modest memory needs may suit a compute-oriented configuration; a database or cache may need more RAM per vCPU. DigitalOcean offers different vCPU-to-memory ratios across its plan families, which illustrates why plan shape matters alongside CPU allocation.
- Storage and networking: Check disk type, capacity and throughput, plus relevant network bandwidth limits. DigitalOcean’s v5 documentation describes different network throughput ranges for shared and dedicated configurations.
- Total cost at expected use: Include hourly or monthly billing, usage caps, burst charges, storage, data transfer, backups, and any applicable commitment or licensing costs. DigitalOcean says v5 Droplets use hourly billing without a monthly usage cap, while bundled Droplets have a monthly usage cap. AWS Unlimited burst usage can add a vCPU-hour charge when average use stays above baseline for a prolonged period.
- Region and migration: Confirm that the exact plan is available in your required region and check what resizing paths it supports. DigitalOcean notes that v5 configurations are limited to supported datacenters and that v5 Droplets can resize only to other v5 configurations, not bundled plans.
As an illustration of why configuration matters, DigitalOcean’s pricing page displayed a selected 2-vCPU, 4-GB shared v5 Droplet at $0.052 per hour and a selected 4-vCPU, 16-GB dedicated General Purpose v5 Droplet at $0.181 per hour when accessed on October 4, 2026. These are different configurations with different listed workloads, not like-for-like prices or a market-wide comparison. Check the provider’s current pricing and calculator before choosing.
When should you upgrade to dedicated CPU?
Consider moving from shared to dedicated CPU when representative measurements show that CPU variation or sustained CPU demand is affecting a requirement you care about—for example, response-time targets, throughput, or job completion time. Before changing plans, verify that CPU is the bottleneck rather than memory pressure, storage, networking, or application behavior. If the shared plan has a documented baseline or credit system, inspect its relevant utilization and credit metrics as well as any excess-use charges.
There is no universal vCPU-count threshold that separates suitable shared workloads from dedicated ones. Make the decision using the provider’s guarantee and burst policy, workload behavior under representative conditions, and the requirements the server must meet.
