Choose an AI agent for the workflow it must complete, not for its label. Industry-specific agents are a stronger starting point for repeatable processes governed by specialized rules and connected systems; general-purpose agents are worth considering when work varies and your organization can provide the right context safely. Neither category guarantees reliable results or a return on investment. Compare candidates on the same real workflow, with human review and measurable success criteria.

What separates industry-specific and general-purpose agents?

An industry-specific agent is designed or configured for a particular sector, process, or set of domain rules. It may be valuable when the work depends on specialized terminology, established procedures, or close integration with industry systems. “Vertical agent” is another term for this approach.

A general-purpose agent is intended to handle a wider range of tasks. It may suit organizations that need flexible delegation across different kinds of work and can supply accurate, current context and carefully controlled access. “Horizontal agent” is sometimes used as an alternative label.

The distinction is not a guarantee of capability. Gartner warns that “agent washing”—presenting a basic assistant as an agent—can inflate expectations. Assess what a product actually does: whether it can use tools and systems, take permitted actions, handle exceptions, and leave an auditable record.

Compare the options against your workflow

Use these tendencies to shape a shortlist, not as a universal ranking. The comparison synthesizes criteria in Capgemini Research Institute’s 2025 report and the 2025 AI Agent Index; the index is based on public information, not experimental testing.

Economics Automation could reduce a measurable workflow cost or delay at scale. A flexible system could serve several use cases, if the total cost supports it. Licenses, usage, integration, maintenance, and human review per successful outcome.
Flexibility and lock-in Domain depth outweighs dependence on a particular vendor or system. Reuse and portability across use cases are priorities. Data portability, substitution options, customization limits, and exit costs.

Decide in five steps

  1. Define one workflow. Write down its trigger, inputs, decisions, actions, exceptions, and intended outcome. Start with specialist candidates if the process is stable and rule-heavy; include general-purpose options if tasks vary substantially.
  2. Check the foundations. Verify data quality, system access, APIs, identity and permissions, privacy controls, logging, and ownership of failures. Gartner identifies weak data and architecture foundations as barriers; Capgemini highlights interoperability, data readiness, privacy, and security.
  3. Set autonomy to match risk. Specify which actions may run automatically, which require approval, and how a person can intervene. Gartner cautions that removing human oversight can lead to context loss, goal drift, and compounding mistakes.
  4. Test candidates on the same cases where feasible. Use realistic inputs, edge cases, and known failure conditions. Compare task completion, accuracy against a human-checked reference, severity-weighted errors, escalations, end-to-end time, total cost, audit-trail quality, and human-review effort. These are recommended evaluation measures, not results from a published head-to-head benchmark.
  5. Expand only what the pilot demonstrates. Monitor usage costs, changing data, process drift, and unmanaged agent sprawl as deployment grows. Gartner identifies agent sprawl and API or token costs as pitfalls.

What the available evidence does—and does not—show

Gartner analyzed 107 agentic AI deployments and forecasts that 80% of tangible agentic AI ROI will come from specialized, domain-specific agents by 2028. That is a Gartner forecast, not observed universal ROI or a prediction of what an individual organization will earn. Gartner also describes use cases such as parts replenishment, manufacturing analysis, equipment diagnostics, healthcare claims, workers’ compensation claims, and prior authorization, where agents can act within enterprise workflows rather than only suggest next steps. Evidence for general-purpose agents in enterprise production remains early. In a 2026 company-reported BPO talent-acquisition pilot, IBM Research said its generalist CUGA agent approached specialized-agent accuracy in preliminary evaluations and described possible development-time and cost reductions. The BPO-TA benchmark covered 26 tasks across 13 analytics endpoints; that describes the benchmark, not the number of organizations or proof of broad production performance. IBM notes that evidence for generalist agents in production enterprise settings remains limited. The pilot is not an independent head-to-head field trial and does not establish general parity. Governance and trust deserve their own checks. In Capgemini Research Institute’s 2025 survey, 897 executives from corporate and data/AI functions who did not trust AI agents were asked what could improve trust. Demonstrated accuracy and reliability ranked first at 52%, followed by explanations and transparency at 45%. These are survey responses, not evidence that a particular agent is accurate. The 2025 AI Agent Index, published by its MIT research team in 2026, annotated 45 fields per system using public information. It did not experimentally test systems or run benchmarks, so it can help document reported technical and safety features but cannot establish how well agents behave in your workflow. When should you choose each approach?

Start with industry-specific options when

  • The process is repeatable and governed by specialized rules.
  • Domain systems or data are essential to completing the work.
  • Actions can be bounded, audited, and measured against an operational outcome.
  • The expected domain fit justifies the integration effort and vendor dependence.

Include general-purpose options when

  • Work spans varied tasks that are difficult to capture in one fixed workflow.
  • Your organization can supply current context and enforce appropriate data and tool permissions.
  • Reuse across teams or processes matters, and you can measure the full cost of that flexibility.
  • The tasks can be limited to an acceptable level of risk, with human review where needed.

For either approach, make the decision at workflow level. There is no universal accuracy or ROI winner established by the cited evidence; a controlled pilot on your own process is the practical way to find the better fit.
