Buy AI software when an available product meets your needs and its full cost, controls, and exit terms are acceptable. Build or customize when a specific requirement or workflow genuinely differentiates your business and you can sustain the technical ownership. In many cases, the practical choice is a hybrid: use an existing AI service for general capabilities and build the integration or experience that makes it fit your operation.

Start with the task, not the technology

Before comparing vendors with an internal build, describe the business problem in terms that can be tested. Identify the users, the task the AI should perform, the outcome you expect, the data it needs, and the consequences of an incorrect result. Then list non-negotiable security, privacy, and compliance requirements.

This makes the decision specific. A generic capability with acceptable results may be well served by a prebuilt product. Business-specific data, unusual requirements, or a distinctive customer workflow may justify customization or custom development. Microsoft’s AI workloads guidance treats SaaS, platform services, and custom AI as options to evaluate against fit, upkeep, security, and compliance—not as a universal ranking.

Compare buying, customizing, and building

The choice is not limited to an unchanged product or a wholly internal system. You can buy a general-purpose model or platform, customize it for your needs, and build only the workflow or user experience that sets your business apart. Microsoft describes these as different choices for different AI capabilities in its AI strategy guidance. AWS calls the middle course “tailor”: adapt available technology rather than treating every need as a build-or-buy binary.

Approach Most suitable when Main responsibility or trade-off
Buy An existing offering meets functional, data, security, and compliance requirements with acceptable configuration. Assess licensing, implementation and integration costs, vendor support, roadmap dependence, and contract and data exit terms.
Customize A capable model or platform exists, but needs targeted adaptation or integration to fit the business. Balance the additional control and fit against the engineering, testing, and continuing upkeep customization requires.
Build Requirements are distinctive enough that available offerings do not meet them, and the organization can own the result over time. Provide engineering and specialist skills, infrastructure, testing, security, operations, support, and maintenance.

These are decision tendencies, not guarantees of lower cost, better performance, or greater security. Microsoft’s provider-rate guidance identifies cost, control, deployment time, expertise, support, and maintenance as factors to weigh; AWS’s tailor discussion adds opportunity cost and time to value.

Calculate the full lifecycle cost

A subscription price is not the total cost of buying, and developer salaries are not the total cost of building. Estimate the costs of getting each option into use and keeping it useful. Microsoft’s cost optimization principles call attention to indirect costs such as training, operations, automation, and change management.

  • For a purchase: include licensing or subscription, implementation, integration, configuration, support plans, training, and ongoing administration.
  • For customization or a build: include engineering and specialist time, model or infrastructure charges, testing, deployment, security work, monitoring, updates, support, and maintenance.
  • For either option: count the time of people diverted from other priorities and the cost of waiting for the capability to be available.

Do not assume an internal solution will be cheaper because the organization already employs developers, or that a purchased tool will be cheaper because it launches quickly. Compare estimates over the period you expect to use the capability, and state the assumptions behind them. The available guidance does not establish a universal break-even formula.

Judge fit, differentiation, and control

Ask whether owning the AI capability would materially distinguish your product, service, or customer experience—or whether it is supporting infrastructure that a suitable existing service can provide. Microsoft’s AI strategy guidance recommends buying established general-purpose models, customizing many AI-enhanced features, and building differentiated workflow or user-experience elements. That is a useful starting framework, not a rule that fits every organization.

  • Buying becomes more attractive when standard functionality is sufficient and the provider’s roadmap, support, and controls are acceptable.
  • Customization becomes more attractive when a proven general capability needs targeted adaptation to your data or process.
  • Building becomes more attractive when requirements cannot be met by available products or the workflow itself is a meaningful source of differentiation.

More control does not automatically mean more strategic value: it also means your organization is responsible for the choices and upkeep that a provider might otherwise handle.

Check security, compliance, skills, and ownership

Evaluate an actual offering against your actual requirements. A purchased service may meet an organization’s security and compliance needs; an internally built system does not automatically do so. If a constraint rules out an available product, confirm that the organization can implement and operate a compliant alternative rather than treating “build” as the answer by default.

For every option, assign an owner for reliability, updates, security, support, and future development. A custom solution requires the technical expertise to create it and the continuing capacity to maintain it. If that ownership is unavailable, include the cost and feasibility of acquiring it in the decision.

Plan for switching costs on both sides

Buying can make a change difficult if contract terms, data portability, or dependence on a provider’s interfaces constrain the exit. Building can also create switching costs: undocumented systems, hard-to-replace expertise, or architecture tied to a particular model or platform can make an internal solution difficult to change. AWS frames vendor lock-in as a problem of switching costs and recommends anticipating possible future changes in its guidance on vendor lock-in.

For a purchase, review contract and data-exit terms before committing. For an internal system, consider whether it can be documented, maintained by more than one person, and migrated if its underlying technology changes. In-house status alone does not guarantee portability.

Use this decision sequence

  1. Define the use case: record the users, task, expected outcome, required data, and mandatory security and compliance constraints.
  2. Test the buy option: check whether an available offering meets those requirements without extensive customization. Estimate its license, implementation, integration, support, and operating costs.
  3. Estimate a build: account for engineering, infrastructure or model costs, testing, deployment, security, operations, maintenance, and opportunity cost.
  4. Assess differentiation: decide whether owning the capability would materially distinguish the product or experience, or whether it is a general-purpose need.
  5. Check time and capacity: compare time to deployment, the value of getting the capability sooner, and the skills and team needed to operate each option.
  6. Compare exit plans: assess contract and data portability for a purchase, and documentation, maintainability, key-person dependence, and migration for a build.
  7. Consider a staged path: pilot an existing capability, build only the integration or workflow that proves distinctive, and set review points before expanding or replacing components.

This sequence synthesizes criteria in Microsoft and AWS guidance; it is a framework for a specific organization’s decision, not an empirical formula or endorsement of a provider.

Where to look if you decide to buy

AWS Marketplace is one example of a catalog for finding, buying, deploying, and managing third-party software, including machine-learning listings.
