Choose an electricity plan by modeling the full bill against your facility’s expected load—not by picking the lowest advertised cents-per-kilowatt-hour rate. The right offer depends on the site, the ASIC fleet and cooling system, when the facility runs, and the contract’s demand, delivery, pricing, and curtailment terms. There is no universally cheapest plan.
Start with the complete tariff, not the energy rate
A quoted energy price is only one part of the cost of running a mining site. Depending on the utility, market, and contract, the bill may also include demand charges, transmission and distribution, capacity or other pass-through charges, fixed fees, taxes, and minimum-use terms. A low energy rate can therefore produce a higher total bill than a competing offer.
Compare each offer using the same expected hourly and seasonal load, and separate charges that vary with energy use from those based on peak demand, service capacity, or fixed fees. Check whether prices are fixed, indexed, time-of-use, or subject to seasonal adjustments, caps, and pass-through clauses. Electricity prices vary by location and over time; retail plans may pass through wholesale price changes, use time-based rates, or smooth costs into other pricing structures. The U.S. Energy Information Administration’s overview of electricity prices explains these broad factors, but it is not a substitute for a site-specific offer.
For context, EIA reported a 2025 U.S. industrial average of 8.62¢ per kWh, based on preliminary data reported in February 2026. That is an average—not a quote, a forecast for a particular site, or an all-in mining cost. EIA says it does not publish individual utility rates, tariffs, or demand charges; its FAQ on utility rate data points readers to the DOE-sponsored Utility Rate Database/OpenEI and individual utilities’ schedules.

Estimate the facility’s real load and operating schedule
Electricity runs the mining machines and the systems that keep them operating, including cooling and other auxiliary equipment. EIA identifies electricity as a primary mining operating expense and notes that machine efficiency is measured in joules per terahash. Efficiency gains do not guarantee lower total costs if mining difficulty rises, so base the comparison on the equipment and operating profile you actually expect. Build a load estimate from equipment specifications and, for an existing site, interval-meter data. Include the ASIC fleet, cooling, ventilation, networking, lighting, pumps, and other site loads. A basic energy estimate is:
Energy (kWh) = average load (kW) × operating hours

Use the facility’s actual schedule rather than assuming it runs at full capacity every hour. Separately identify the highest demand expected during each tariff billing interval: a plan may bill for peak demand even if that peak occurs briefly. Confirm how the tariff defines the interval, how it measures demand, and whether a peak in one period can affect charges in later periods.

Read the tariff and contract for the terms that change the result
Obtain the full utility tariff and supplier contract for the proposed service address. A sales summary may not include the provisions that determine actual costs or operating obligations. Review these items before comparing offers:
- Energy and price structure: fixed versus indexed pricing, time-of-use periods, seasonal rates, price caps, adjustment clauses, and pass-through charges.
- Demand and delivery: how peak demand is measured and billed, plus transmission, distribution, capacity, and other delivery charges.
- Fixed and minimum charges: monthly fees, minimum usage or payment obligations, and what happens when the facility operates below forecast.
- Contract exposure: term, renewal, termination and exit fees, credit or security requirements, and force majeure language.
- Service fit: available capacity, service voltage, interconnection or transmission constraints, and local reliability.
- Power-sourcing claims: what “renewable,” direct supply, or co-location means in the contract and in actual operations. A marketing claim alone does not establish continuous physical delivery from a particular source.
Market structure matters too. Confirm the utility service territory, whether retail choice is available, which grid operator serves the site, and which entities may sell or deliver electricity there. U.S. tariff arrangements vary by jurisdiction and are not a template for other countries.

Compare offers under ordinary and stressed conditions
Run every offer against the same load shape and time interval, then compare both the total bill and its components. Do not rank plans using energy-only cents per kWh. Model ordinary operations and plausible stress cases, including seasonal peaks, high-price periods, reduced uptime, equipment outages, and weaker mining revenue. This helps distinguish electricity-price risk from the separate risk that the site may not be able to operate when needed.

EIA has described the “dynamic nature of the crypto market, where mining assets can be moved rapidly to areas with lower electricity prices.” That observation is not a guarantee that relocation will be feasible or worthwhile: the new site still needs suitable service capacity, workable local rules, and acceptable reliability.

Evaluate an interruptible rate against the cost of stopping
An interruptible or curtailable rate may offer a lower price in exchange for reducing demand on short notice or accepting a temporary interruption under specified conditions. EIA’s glossary entry for interruptible load and rates describes this basic trade-off. Whether it is worthwhile depends on the discount or other program value and the operational cost of each event—not simply on whether the machines can be switched off.
Before accepting, establish the terms in writing and model the consequences for the facility:
- How much notice does the operator provide, and who has authority to call an event?
- How many events can occur, how long can each last, and are there seasonal or annual limits?
- How are compliance and baseline load measured? What penalties, payments, or other consequences apply?
- How quickly can the site shut down and restart, and what operational constraints or costs follow an interruption?
- What mining contribution is foregone during an event, under the operation’s own assumptions?
Compare the expected value of the discount or program payments with the modeled cost and risk of curtailment. Do not assume a historical demand-response example guarantees current eligibility. In a February 2024 article, EIA described miners participating in demand-response programs and cited ERCOT’s Large Flexible Load program, which had enlisted up to 1,530 MW of large industrial consumers to curtail use at that time. The figure is a dated program snapshot, not a current participation or eligibility promise; confirm current requirements with the relevant utility and grid operator.
Consider storage or onsite generation only with site-specific economics
A battery may shift consumption away from expensive periods or help reduce billed demand peaks, but those potential uses do not establish a project payback. Model the site’s interval load, tariff, battery costs, operating life, and dispatch assumptions before treating storage as a saving. EIA describes these potential grid and customer uses in its overview of electricity storage.
Apply the same discipline to onsite generation: assess its technical fit, costs, operating constraints, and contractual treatment at the actual site. Neither a battery nor a generator makes an otherwise unsuitable tariff or service arrangement economical by default.

Use a site-specific decision process
- Confirm the location and market. Identify the service territory, retail-choice rules, grid operator, and permitted electricity sellers or deliverers.
- Build the load forecast. Use the proposed ASIC fleet, cooling and auxiliary loads, facility capacity, expected uptime, seasonal conditions, and interval data where available.
- Collect the governing documents. Get the full utility tariff and supplier offer, including attachments and interruption provisions.
- Model every offer on the same basis. Include energy, demand, delivery, capacity, fixed, tax, and pass-through charges, using the same hourly and seasonal operating profile.
- Stress-test the decision. Examine high-price periods, peaks, reduced revenue, downtime, and any proposed curtailment schedule.
- Review the commitments before signing. Check the service arrangement and contract with the utility or a qualified commercial energy adviser familiar with the local market.
