Choose an AI coding assistant by how well it fits your developers’ workflow, your organization’s data and governance rules, and the cost of expected usage—not by feature lists or seat price alone. Shortlist tools that meet your requirements, then pilot them on the same representative work before deciding.

Start with the work your team actually does

List the repositories, editors, terminals, languages, frameworks, and recurring tasks the team uses. Then decide which kind of assistance you want: inline code completion, conversational help, or an agent that can work across files or use a terminal. Those are different workflows, not interchangeable features.

For example, GitHub describes Copilot Business around the coding environment, including IDE, CLI, and GitHub Mobile; Claude Code is terminal-based, with supported IDE access for eligible Team or Enterprise seats; Cursor is an AI code editor. Compare each product in the context where your developers will use it, not just in a vendor demo. See GitHub’s plan documentation, Claude Code’s overview, and Cursor’s feature overview.

  • Record the editors, terminals, repository hosts, and languages in use.
  • Identify the tasks that matter most, such as explaining unfamiliar code, writing tests, or handling multi-file changes.
  • Check whether the product supports those tasks in the team’s actual development environment and plan.

Set data and compliance boundaries before a trial

Establish what source code and prompts developers may submit, which model providers are allowed, and what retention or contractual restrictions apply. Code context and prompts may be sent away from a developer’s machine for processing: GitHub describes Copilot’s use of code context and prompts, while Cursor and Anthropic make their own data-handling statements. Verify the current terms and configuration rather than treating a product label as a guarantee.

Cursor says its no-training and zero-data-retention protections depend on organization-wide Privacy Mode and agreements with its model providers. Anthropic’s Enterprise page says enterprise data is not used to train Claude. Its HIPAA documentation also describes specific boundaries for BAA coverage and IDE extensions. These are vendor statements; confirm that the exact plan, settings, and contract meet your requirements. Check team administration and identity controls

At team scale, assess how the organization will provision users, set policy, assign roles, review activity, and monitor usage. Map the controls to your existing identity and security processes rather than assuming that an enterprise plan automatically includes every control you need.

  • Can administrators centrally manage access and product policies?
  • Does the plan support your identity and provisioning requirements, such as SSO or SCIM?
  • Are audit information, usage monitoring, and support sufficient for your operations?
  • Can permissions restrict access to tools, files, or other sensitive resources as required?

GitHub documents centralized management and policy controls for organizational plans. Anthropic lists server-managed settings, permissions, roles, SSO, SCIM, audit trails, and OpenTelemetry metrics for Enterprise. Cursor lists centralized controls, SSO/SCIM, and organization analytics. Check the applicable plan and configuration in GitHub’s organization management documentation, Anthropic’s Enterprise page, and Cursor’s Enterprise page.

Confirm deployment and integration fit

Check the hosting and network model against organizational requirements before investing in a pilot. Anthropic documents deployment through its cloud service and cloud-provider offerings. Cursor says it runs on AWS and does not offer on-premises deployment. GitHub says Copilot is not currently available for GitHub Enterprise Server. These distinctions can eliminate an option before feature comparisons begin.

Model the cost at expected usage

Seat price is only one part of the bill. Compare what is included, whether usage is pooled, how premium-model access is limited, what overages cost, and how many people are likely to use the tool actively. Set an expected-use scenario and ask vendors to show how it would be billed under current terms.

GitHub says organizational Copilot usage is measured in AI credits, with each license contributing to a shared enterprise pool and usage beyond that pool charged at $0.01 USD per AI credit in its current plan documentation accessed in 2026. Anthropic lists usage limits for Team. Cursor says Enterprise seats include an allotment and organizations can set configurable usage limits. Reconfirm prices and allowances before procurement because they can change. Relevant details are in GitHub’s plan documentation, Anthropic’s Enterprise page, and Cursor’s Enterprise page.

Run a controlled pilot on representative work

A pilot should answer whether a tool helps this team on its own code and processes. Give shortlisted tools the same tasks, repositories, time window, and review expectations. Include ordinary work as well as tasks that test the workflows most important to the team.

  1. Choose representative tasks. Use realistic work drawn from the team’s codebase, with a clear definition of completion.
  2. Apply the same evaluation conditions. Keep task scope, review standards, and measurement period comparable across tools.
  3. Track useful outcomes. Measure task completion, rework, code-review findings, latency, developer experience, policy exceptions, and actual usage.
  4. Record costs and friction. Note usage against included allowances, administrative effort, integration problems, and any extra review the work requires.
  5. Separate evidence from promotion. Vendor case studies and productivity claims are vendor-supplied evidence; they do not establish that your team will achieve the same result. No comparable independent head-to-head productivity result is established by the cited vendor materials.

Make rollout conditional on review and monitoring

Before broad access, publish acceptable-use guidance, set code-review and testing expectations, define security escalation, and decide who monitors adoption and actual costs. Treat generated code as a contribution that must pass the team’s ordinary tests, review, and release process. A pilot can establish whether a product fits; it does not remove the need for those controls.
