Choose an AI API by estimating what your workload will cost and checking whether the provider’s controls can manage the risk you actually have. A spending alert only notifies you; a hard spend limit may reject requests after a threshold, but it may not stop charges at that exact amount. Compare control scope, enforcement timing, and usage visibility—not just model prices.
Separate the controls before comparing providers
Several different mechanisms are often described as “usage limits,” but they do not do the same job:
- Pricing determines how charges accrue, commonly from input and output tokens plus optional features or tools.
- Rate limits restrict request or token throughput. They are not a monthly budget ceiling.
- Provider-assigned usage limits govern an account’s permitted usage and may differ from limits you configure yourself.
- Spend alerts notify you that spending has reached a threshold; an alert does not itself stop API traffic.
- Hard spend limits can cause requests to be rejected after tracked spend reaches a threshold, subject to the provider’s enforcement and reporting behavior.
When a request fails, identify which control triggered it before changing settings. A configured spend limit, an approved usage limit, rate limiting, and exhausted prepaid credits are different causes.
Estimate the cost of your real workload
Start with an estimate of monthly volume, then calculate input and output usage separately for the models you expect to call. Include paid tools and other feature charges where applicable. A model’s headline token price alone may not represent the bill for a workload that uses tools, caching, or batch processing. Anthropic’s pricing documentation describes token- and feature-based charges, while OpenAI’s API pricing page lists model and feature rates.

- List expected requests and the typical input and output size for each workload.
- Map each workload to the model and any paid features it will use.
- Estimate input, output, and feature charges separately using current provider rates.
- Include uncertainty: unusually long prompts, variable output lengths, retries, and traffic spikes can push real spend above a typical-month estimate.
- Choose a budget threshold and alert point based on the cost your organization can tolerate, then verify what happens when each threshold is reached.
Rates, model catalogs, and account terms can change. Recheck current pricing for your region and account before committing to a budget.

Choose controls by scope and failure behavior
Organization or billing-account budgets
A higher-level cap can help contain aggregate spend across projects or teams. Confirm exactly which projects, services, or keys count toward it. Google’s billing-account cap, for example, aggregates across linked projects with the Gemini API enabled; a project cap serves a different allocation purpose.

Project budgets
Project-level controls make it easier to allocate limits to a product, environment, or team. Check whether the feature is generally available, whether a parent organization limit also applies, and how quickly the provider processes charges. A project budget is not a guarantee that requests stop at the entered value.
Alerts versus rejected requests
Use alerts for visibility and escalation, not as traffic controls. If the requirement is to stop or reject requests after a budget threshold, verify that the provider offers a hard limit at the needed scope and understand its status codes and overage behavior. OpenAI documents 429 responses for affected requests after a hard limit is reached; actual recorded spend can still slightly exceed the threshold because enforcement is not instantaneous.

Operational checks before launch
- Confirm who can change budgets, alerts, project membership, and billing settings.
- Decide what your application should do when a provider rejects requests: degrade gracefully, queue work, switch models, or return an error.
- Monitor usage in the provider dashboard and compare it with your own workload-level accounting.
- Test alert routing and request-failure handling in a controlled way; do not assume an alert, cap, or rate limit behaves identically across providers.
- Review the effect of retries and long-running tasks, which can continue to generate cost even when a cap or reporting process is involved.
When a multi-provider gateway may help
A gateway can sit between your application and multiple model providers, offering a centralized place for authentication, usage tracking, budgets, rate limits, audit logs, or model routing. This can be useful when native dashboards and controls are fragmented across providers. It is a separate software layer, not a provider-native feature or an automatic guarantee of cost containment.
Anthropic’s documentation names LiteLLM as an example of a third-party proxy and explicitly says Anthropic does not endorse, maintain, or audit it. Evaluate any gateway’s security model, operational requirements, data handling, and terms before routing production traffic through it. Anthropic gateway documentation

Make the decision
- Estimate your workload bill using current model and feature pricing.
- Set an acceptable cost threshold and decide whether an alert is sufficient or requests must be rejected.
- Compare control scope: organization, project, or billing account—and check whether scopes stack.
- Check delays, documented overages, eligibility, and what the application receives when a limit is reached.
- Choose native controls if one provider meets the need; assess a gateway only if centralized multi-provider management justifies the added layer.
