Choose an AI agent platform for Jira and Confluence by matching it to a specific workflow, then checking what data it can access, which actions it can take, how it fits your deployment and compliance requirements, and what it will cost to operate. For work that stays inside Atlassian, evaluate native Rovo agents first; if your team already uses an external assistant, assess Atlassian’s Rovo MCP connection; for specialized integrations, consider a custom or remote agent and account for ongoing technical ownership. There is no evidence-based universal winner, so test the options on representative work before expanding.

Start with the workflow, not the platform

Write down the task the agent should handle before comparing products. “Help with Jira” is too broad to evaluate. Specify, for example, whether the agent should answer questions about an issue, draft or review a Confluence page, or take a particular action on a Jira work item. Note where the work begins, what information it needs, and what a successful result looks like.

  • Point of use: Identify the Jira project, issue, automation, Confluence page, or editing task involved.
  • Knowledge needed: Decide whether it needs Jira data alone, Confluence content too, or connected third-party sources.
  • Actions allowed: Separate answering and drafting from creating or changing records. Specify when a person must review or confirm an action.
  • Success measure: Choose a practical measure such as accuracy, useful citations, time saved, safe actions, or task completion rate.

This definition makes it easier to tell whether a configurable agent is enough or whether the workflow calls for an external connection or custom integration.

Compare the three operating models

These are different architectures, not a performance ranking. Atlassian’s documentation describes capabilities and integration patterns, but does not provide a neutral, independently tested comparison of agent quality across platforms.

Evaluate native Rovo agents for Atlassian work

Rovo agents can be invoked from Chat, automation rules, Jira and Confluence editing, and Studio. Depending on the agent and its permissions, they can answer questions, help generate or review content, and perform certain specialized actions on Jira work items or Confluence pages. Atlassian describes them as “configurable AI teammates that can be called on or created by any team member to collaborate and move work forward.” Atlassian Support’s overview of Rovo agents explains the product model.

Confirm that the exact action your workflow requires is supported, and test it with the permissions of the people who will use it. An agent that can draft a useful response may not be authorized—or appropriate—to make the corresponding change in Jira or Confluence.

Check the data boundary and permissions

Rovo search and chat can use connected Atlassian and third-party sources while respecting the user’s permissions. That is distinct from assuming every agent can see every connected system. Atlassian says app-based Forge agents do not automatically gain access to data across all Atlassian apps; multi-app access needs configuration. Review the relevant Forge agent documentation and Rovo data-use information for the design you plan to use.

During a pilot, test with users who have different access to projects and pages. Check both what the agent can retrieve and what it can change. Verify connector availability and configuration in your own tenant rather than inferring coverage from a product description.

Assess an external assistant’s Atlassian connection

Atlassian’s remote Rovo MCP server lets an external AI assistant connect to Atlassian through OAuth and granular permissions. Administrators can control trusted AI domains. Before adopting this route, verify the assistant’s authentication setup, the permissions it requests, and whether your administrators can apply the necessary domain policy. The Rovo MCP server documentation also lists rate limits by plan.

Atlassian states that Rovo MCP does not currently support FedRAMP or HIPAA requirements. If either requirement applies to your organization, treat that as a deployment constraint and confirm whether the proposed connection is acceptable before piloting it.

Plan for custom or remote-agent ownership

A custom integration can make sense when a workflow needs a specialized external-system action or a more tailored Jira interaction. Atlassian documents both Forge agents and remote-agent integration patterns for Jira. A native configurable agent, an externally hosted agent, and a custom Forge app are not interchangeable: they differ in where they run and what must be built and operated.

Confirm deployment and compliance fit

Rovo’s full search, chat, agents, and Studio capabilities require eligible Cloud subscriptions. Data Center connectors can synchronize data to Cloud, but connecting Data Center data does not by itself provide the full Rovo feature set. If your organization cannot use the required Cloud setup, rule out that route before investing in a broad pilot. Atlassian’s Rovo product information describes the Cloud offering; check the MCP documentation for its specific compliance limitation.

Estimate licensing, usage, and operating costs

Atlassian says Rovo is included with eligible Jira and Confluence Standard, Premium, and Enterprise Cloud subscriptions. Its licensing page, accessed October 7, 2026, lists these monthly Rovo credit allowances per user; included credits are pooled across the organization and refresh monthly.

These are vendor-published plan allowances, not measures of value or productivity. Usage is measured in credits and depends on billable interactions. Check the current Rovo licensing page for plan rules and estimate the target workflow’s likely usage. Include any external AI subscription, development and maintenance, and administrator effort in the total; included credits do not establish that every workload will be cost-free.

Run a representative pilot before expanding

  1. Select real tasks: Choose representative Jira and Confluence work, including cases that need different sources or permissions.
  2. Set the guardrails: Decide which data the agent may use, which actions it may take, and where a person must review or confirm.
  3. Test with real user roles: Include users with different access levels and verify both information retrieval and action boundaries.
  4. Measure the agreed outcome: Assess accuracy, useful citations, time saved, safe actions, or completion rate against the success measure you chose.
  5. Recheck operational fit: Confirm plan eligibility, credit use, rate limits where applicable, administrator controls, and who handles failures or maintenance.

Expand only if the approach performs adequately on the team’s actual task and its permissions, compliance, and operating costs are acceptable. The reviewed official documentation establishes what Atlassian describes as available; it does not establish expected savings or comparative quality for your tenant.
