The label is a useful guide to both hazards and play complexity—not a guarantee that every child of that age is ready for the toy.
What an age label tells you—and what it doesn’t
Age recommendations can flag safety concerns, including small parts that may pose a choking risk, and help caregivers judge whether a child is likely to understand and enjoy the play. The U.S. Consumer Product Safety Commission (CPSC) describes age determination as matching product characteristics to children’s skills, play behaviors, and interests in its staff guidance. An age label is a starting point, not an individual assessment: children of the same age can have different abilities, interests, and safety needs.
Use the package’s age range and warnings as meaningful constraints, then consider the specific child and the way the toy is likely to be used. A child may need more help than the label suggests, or may be ready for a different kind of challenge. If the product’s suitability is unclear, follow its instructions and consult the child’s caregiver or relevant clinician.
A practical way to choose
- Read the age label, warnings, and instructions. Note any age restriction, small-parts warning, assembly requirement, or supervision direction before buying or offering the toy.
- Match the play to the child. Consider what the child can do now, what holds their interest, and whether the toy offers a manageable next challenge. The American Academy of Pediatrics (AAP) recommends selecting toys that match developmental skills and abilities while encouraging new skills.
- Check how the toy is built and used. Look for detachable pieces, accessible batteries or magnets, projectiles, loud sounds, fragile parts, and other features that could create risks in foreseeable play.
- Decide what supervision or support is realistic. If using the toy safely requires an adult’s help, consider whether that help will be available during play.
- Choose the play experience the child enjoys. Pretend play, building, movement, and shared games offer different kinds of play. An “educational” label alone does not establish that a toy is useful or necessary.
- Check current recall information. The AAP advises families to consult recall resources and remove recalled toys from use.
Compare toys on the factors that matter

| Individual access | Would a different size, grip, activation method, or adaptation make the toy easier to use? |
These factors help compare options; they do not make one type of toy best for every child. For example, building blocks can invite open-ended play, but check the particular set’s age grading, component size, warnings, and supervision requirements. No specific toy is necessary to achieve a developmental milestone.

Safety checks to give special attention
Small parts and choking hazards
Follow age restrictions and keep small pieces away from children who may mouth them. The AAP advises choosing toys and parts larger than a young child’s mouth to reduce choking risk. Consider not only the main toy, but also detachable accessories and pieces that could break off during ordinary use.
Batteries and powerful magnets
The AAP specifically cautions caregivers about button batteries and high-powered magnets. Check whether batteries or magnets are accessible, and follow the product’s instructions and warnings rather than assuming a toy is safe because of its age label.

Noise, projectiles, and durability
Consider how loud the toy is, whether it launches anything, and whether its parts are sturdy enough for the child’s likely play. The AAP’s buying guidance calls attention to these kinds of design and use concerns; the product’s own instructions provide the relevant directions for that item.
When a child’s needs call for an individual fit
For a child with a disability or a substantial difference between chronological age and current abilities, consider developmental age alongside physical and behavioral needs. Watch for the child’s individual choking risks, and consider whether the toy’s size, grip, or way of activating it needs adapting. The AAP suggests asking the child’s therapist for ideas when useful. These general considerations are not a substitute for an individualized developmental or medical assessment.

What U.S. toy-safety standards do—and don’t—mean
For U.S. regulatory context, the CPSC says toys intended or designed primarily for children 12 years and younger must be third-party tested and certified for applicable children’s product safety requirements. The CPSC identifies ASTM F963-23 as the version incorporated by 16 C.F.R. part 1250, effective April 20, 2024. Applicability depends on the product and requirements involved; the existence of a standard does not replace checking the toy’s label, instructions, and recall information.
The CPSC’s staff age-determination guidance explains how product characteristics are considered in relation to children’s skills, play behavior, and interests. It supports age labeling as a selection aid, but it cannot tell you whether a particular child will use a particular toy safely or enjoyably.
