Start with the AI app and model you want to use, then check which hardware it supports. For Microsoft’s Copilot+ PC experiences, Microsoft’s current baseline is a compatible processor with an NPU rated at 40+ TOPS, 16 GB of DDR5 or LPDDR5 memory, and 256 GB of SSD or UFS storage. But Copilot+ is not required for every kind of local AI: compatible apps can also use a GPU or CPU, depending on their software support.

Decide what you want to run before comparing laptops

“On-device AI” covers different workloads: Windows features such as summarizing or rewriting text, third-party AI apps, and models you download and run yourself. Their hardware needs and supported processors can differ. Make a shortlist of the specific apps and models you expect to use, and check each one’s supported Windows versions, processor architectures, accelerators, memory, and any graphics-memory requirements.

This matters because a laptop’s NPU specification does not guarantee that an app will use it. Microsoft says software must be specifically programmed to take advantage of an NPU. Windows AI software may instead use a supported GPU or fall back to the CPU. The available path depends on the framework and app, not just the laptop’s hardware. Microsoft’s Windows AI FAQ describes the options for Foundry Local; it does not establish that every AI app supports every accelerator.

Do you need a Copilot+ PC?

Only if you want access to the Copilot+ PC class of Windows experiences or otherwise need its hardware baseline. Copilot+ is a defined Microsoft qualification, not a general term for any laptop marketed as an AI PC. Microsoft’s current requirements include a compatible processor or system-on-chip, an NPU capable of 40+ TOPS, 16 GB of DDR5 or LPDDR5 memory, and 256 GB of SSD or UFS storage, in addition to Windows 11 requirements. Microsoft’s Windows 11 specifications list AMD Ryzen AI 300 and 400 series, Intel Core Ultra 200V and 300V series, and Snapdragon X series as compatible processor families. Check the exact processor and configuration: the family name alone does not establish that a particular laptop meets every requirement.

Microsoft says some Windows 11 PCs that do not qualify as Copilot+ PCs can still run compatible local AI workloads. A machine with a 40+ TOPS NPU but less than the required memory or storage does not qualify for Copilot+ features, though compatible local apps may still work. Microsoft also cautions that individual features and apps can have additional hardware or software requirements, and that its requirements may change. Check Microsoft’s current NPU and Copilot+ requirements before buying if a particular Windows feature is the reason for your purchase.

Compare the hardware that affects your workload

NPU: useful when the app supports it

TOPS is a measure of an accelerator’s theoretical processing capability; it is not a direct prediction of how quickly a particular model will run. A 40+ TOPS NPU is relevant to Copilot+ eligibility, but does not by itself certify the whole laptop or guarantee that a chosen app will use the NPU. Microsoft’s Copilot+ PCs developer guide notes that software must be designed to target the NPU. For a specific workload, look for explicit app support and workload-specific testing rather than choosing by TOPS alone.

GPU and CPU: alternative execution paths

Some local AI software can use a GPU, while other workloads may run on the CPU. For example, Microsoft says Foundry Local can select a Qualcomm NPU through QNN, a DirectX 12-capable GPU through WinML or DirectML, an NVIDIA GPU through CUDA, or a CPU fallback. It can also provide a hardware-optimized model variant for the device. These are Foundry Local capabilities, not a guarantee that other apps offer the same choices. Microsoft’s Foundry Local FAQ documents that framework’s execution options.

If your intended software calls for a discrete GPU, check the exact GPU model and the app’s memory requirements; also consider the laptop’s weight, battery life, cooling, and noise. Intel’s Windows ML support guidance, for example, recommends 16 GB of system memory for its listed GPU and NPU acceleration categories and specifies memory recommendations for certain Arc GPU categories. Those are Intel’s recommendations for its Windows ML support—not universal minimums or a cross-vendor comparison. System memory and storage

Use the target app’s requirements as the deciding factor for memory and storage. Microsoft’s 16 GB memory and 256 GB storage figures are part of the Copilot+ baseline, not a universal sizing guide for every local model. Models and related files also consume storage, so a larger drive may be useful if you expect to keep several models alongside your usual files and apps. If the software specifies GPU memory, check that requirement separately from system RAM.

Processor architecture and whole-laptop fit

Confirm that the exact processor architecture works with your applications, drivers, and peripherals. Then compare the ordinary laptop features that shape daily use: screen, keyboard, ports, weight, battery life, fan noise, and price. An accelerator advantage is less useful if the machine is inconvenient for the rest of your work.

Will local AI work without an internet connection?

It depends on the app and whether the model is already on the device. Microsoft says Foundry Local can perform inference offline after a model has been downloaded and cached; the initial model download requires internet. A catalog refresh is optional for inference with a cached model. Other Windows AI features may require downloads, accounts, or additional conditions, so check the requirements for the specific feature rather than assuming that all AI on Windows works offline. Microsoft’s Windows AI FAQ scopes its offline explanation to Foundry Local and its documented APIs.

Windows also includes local AI capabilities for supported tasks. Microsoft identifies Phi Silica as a small language model designed for local NPU execution on Copilot+ PCs, for tasks such as text understanding, summarization, rewriting, and short-form generation. That example does not mean every Copilot+ laptop can run arbitrary large language models with similar speed or capability. A practical laptop-selection checklist

  1. Name the workload. Identify the app, model, and tasks you care about, then confirm Windows and processor compatibility.
  2. Check accelerator support. Find out whether the app uses an NPU, an integrated or discrete GPU, or the CPU. Do not assume the NPU is used just because the laptop has one.
  3. Decide whether Copilot+ matters. If you want Copilot+ experiences, verify the exact processor, 40+ TOPS NPU, 16 GB DDR5 or LPDDR5 memory, and 256 GB SSD or UFS requirements against Microsoft’s current list.
  4. Match memory and storage to the app. Check system-memory and any GPU-memory requirements, and leave enough storage for downloaded models and other files.
  5. Check the full configuration. Read the product listing for the exact processor, RAM type and capacity, storage, GPU, ports, and included drivers or software. Do not rely on a marketing label or processor-family name alone.
  6. Compare real-world fit. Use independent tests of the workload you care about where available, then weigh screen, keyboard, portability, battery, noise, and price.

Official requirements establish eligibility and supported software paths, not which laptop will be fastest for a particular model. Microsoft’s Windows AI documentation and Intel’s Windows ML guidance do not provide a controlled, cross-vendor laptop benchmark or a universal model-to-memory chart. For performance decisions, seek tests of the exact app or a closely matching workload.
