Choose a secrets management platform by first eliminating credentials your workloads do not need, then evaluating how well each candidate fits your cloud and runtime environments. For the secrets that remain, prioritize workload-based identity, narrowly scoped access, safe rotation and recovery, useful audit records, and required data residency. A cloud provider’s native service is a sensible first candidate for workloads concentrated in that provider; teams with mixed infrastructure should weigh cross-platform consistency against the extra integration and operating work. No single option is best for every environment.
Start by reducing the number of secrets
A secrets manager stores and controls credentials that workloads still need; it does not make every credential necessary or safe. AWS Well-Architected recommends the sequence “remove, replace, and rotate.” Microsoft Azure similarly advises: “If possible, avoid creating secrets.”
- Inventory consumers. List applications, environments, cloud providers, Kubernetes clusters, databases, third-party APIs, and CI/CD systems that use credentials.
- Separate secrets from configuration. Identify which values actually grant access or prove identity, rather than treating every application setting as a secret.
- Remove unused credentials. Revoke credentials that no active workload requires.
- Replace long-lived cloud credentials where possible. Use workload roles, managed identities, or federation when the cloud and workload support them. This avoids storing a static key just to authenticate to cloud services or a secrets API.
- Store the remainder. Put credentials that cannot be eliminated or replaced—such as required passwords, API tokens, certificates, or keys—under controlled storage and access.
Choose a deployment model that fits your environment
For workloads mostly contained in one cloud, evaluate that provider’s native secret service and identity model first. If workloads span providers or include other infrastructure, test whether one platform can consistently support the identities, policies, integrations, and administration you need. Centralizing secrets may reduce fragmentation, but it is not automatically better: it can add integration and operational work, and the provider guidance below does not establish that centralization always wins.

Check how workloads authenticate and how access is isolated
Evaluate identity before comparing convenience features. A workload should be able to authenticate without keeping a separate static credential just to retrieve its secrets. Google recommends workload identity or federation and minimal IAM roles; Microsoft recommends managed identities. Then check whether authorization can be scoped to the workload, individual secret, consumer, and environment.
- Can each workload receive only the secrets it needs?
- Can production and nonproduction access be separated clearly?
- Can distinct consumers use separate keys or credentials instead of sharing one?
- Can policies use secret-level bindings or conditions where appropriate?
Microsoft specifically recommends different keys for distinct consumers and different keys across preproduction and production. These controls help limit the scope of a mistake or compromise; they do not replace reviewing how the application receives and handles a secret.

Evaluate rotation as a change-and-recovery process
“Automatic rotation” is not enough to determine whether rotation will be safe. The application and the system it authenticates to must both handle the change. Identify which credential types the candidate can rotate automatically and which require custom automation, then walk through the full cutover.
- Determine how the workload learns that a credential has changed.
- Confirm whether the old and new credentials can overlap long enough to update consumers without an outage.
- Validate the new version against the target service before relying on it.
- Plan retries and rollback if deployment or validation fails.
- Route the update through an established release process. Google recommends pinning a secret to a version rather than using a moving “latest” alias; its guidance says to reference secrets by version number.
Microsoft recommends automation and redundancy and cautions that rotation should not disrupt reliability or performance. Treat rotation as an operational workflow with owners and recovery steps, not simply a product checkbox.

Make audit records usable—and available
Confirm that the platform records secret access and administrative changes, that records can be exported to monitoring and retention systems, and that responders can use them to detect suspicious activity. Google recommends enabling data-access logs for secret-version access.
For Vault, HashiCorp says audit logging is disabled by default on new clusters. Its guidance recommends at least two audit devices of different types and forwarding at least one to a remote system. It also warns that “Vault does not respond to client requests it cannot log.” In that operating model, audit-device health is part of service availability, not merely a reporting concern.

Review how secrets reach applications and Kubernetes
Secret storage is only one stage of delivery. Consider whether an application should call a secrets API or use a client library, CSI driver, sidecar, file, or environment variable. Each pattern has different implications for access, lifecycle, and exposure; choose based on the workload rather than assuming that putting a value in a manager controls every later copy.
If a workflow synchronizes secrets into Kubernetes Secrets or another destination datastore, review that destination separately. Google advises checking whether the datastore expands who can access a secret, supports auditing, and meets encryption and regionalization requirements. Include the destination’s controls in your decision, not just the source manager’s.

Include residency, scale, and service ownership
Check where secrets are stored and processed against your organization’s location requirements. Google recommends regional secrets where strict residency is required. Also estimate request demand during concurrent deployments and autoscaling: Google advises planning quota for peak surges, not only routine traffic.
Finally, distinguish a managed service from a deployment your team operates. For self-managed Vault, include responsibility for securing configuration, high availability, backups and recovery, upgrades, audit retention, monitoring, and on-call coverage. Compare that workload with your team’s skills and the operating responsibilities of the alternatives. The official guidance covered here does not provide a like-for-like price or availability comparison.

Start with the provider-native option when the workload and identity model are concentrated in one cloud, and assess cross-platform candidates when real infrastructure needs span environments. Compare the shortlisted services against your actual credential types, delivery paths, audit and residency obligations, rotation workflows, and ownership capacity. Confirm current pricing, feature availability, and regional support directly with the provider before making a purchase decision; those details are not established by the guidance summarized here.
