Choose a managed database’s high-availability (HA) setup by first deciding which failure it must survive, then matching the design to your recovery time objective (RTO), recovery point objective (RPO), workload, and application behavior. Regional HA can help you recover from an instance, host, or zone failure; it does not automatically protect against an outage of the entire region. Backups and cross-region disaster recovery (DR) are separate decisions.
Start with the failure you need to survive
“High availability” is not a single protection level. A standby in another zone can help keep a database available after a local failure, but it is not the same as a copy in another region or a tested restore plan. Write down the failure scope before comparing services.
- Instance or host failure: another instance or standby takes over when the active database fails.
- Zone outage: the service activates a database instance in a different availability zone in the same region. Confirm that the selected tier and configuration actually span zones.
- Regional outage: recovery requires a cross-region design, such as a replica, failover group, or backup-and-restore process. A same-region HA pair does not, by itself, provide this protection.
- Accidental deletion or data corruption: HA may replicate an unwanted change. Retained backups and point-in-time restore address a different risk and should be evaluated independently.
Google Cloud’s Cloud SQL documentation explicitly says regional HA does not protect against failure of the hosting region. Microsoft likewise treats regional recovery as a separate disaster-recovery task from zone redundancy. AWS Multi-AZ deployments are regional configurations; AWS describes cross-region read replicas separately for regional recovery.
Set your RTO and RPO before choosing a configuration
RTO is the maximum time the service can be unavailable before the business impact is unacceptable. RPO is the maximum amount of committed data, expressed as time, that the business can afford to lose. They are targets to design and test against, not values that can be inferred from a provider’s headline SLA or typical failover time.

- Set targets with the people responsible for the application and its users, not only the database team.
- Decide whether recovery must happen automatically or whether an operator can approve and trigger it.
- Specify the failure scope for each target. A service may have one RTO for an instance failure and another for a regional disaster.
- For asynchronous replicas, determine how much replication lag the RPO permits and how lag will be monitored. A replica that is behind can mean recent writes are missing after promotion.
- Include application reconnection, health checks, connection-pool recovery, and any required transaction replay in the RTO. A database promotion is not the same as a fully recovered application.
Compare what the services actually provide
The following are documented product behaviors and vendor-reported timings, not a cross-provider benchmark. Availability, feature eligibility, and behavior depend on the database engine, edition or service tier, region, and configuration.

For Cloud SQL, Google Cloud’s March 3, 2025 article reports an Enterprise edition SLA figure of 99.95%, excluding maintenance, and an Enterprise Plus figure of 99.99%, including maintenance. These dated vendor-reported figures have different maintenance treatment; verify current contractual terms for the engine, edition, region, and configuration you intend to deploy before comparing them with another SLA.
Google Cloud also states that a HA-configured Cloud SQL instance costs twice as much as a standalone instance. That is Google’s documented pricing statement, not a general rule for other database providers; check current pricing for your chosen configuration.

Understand the trade-offs behind the failover numbers
Failover time is not an application recovery guarantee
A provider’s typical failover time describes a database mechanism under the provider’s conditions. It does not establish how long your application will be unable to serve requests. Google Cloud says Cloud SQL HA connections are interrupted during failover; it says the same connection string or IP can be used afterward, but clients still need working retry and reconnection behavior. Existing connections close, and Google says reestablishing them takes about 60 seconds.

For a Multi-AZ DB cluster, the documented typical figure is conditional on resolving outstanding transactions. Treat each figure as a planning input to validate, not as an end-to-end RTO.
Replication affects both data loss and performance
Replication mode matters as much as the presence of a replica. Google documents synchronous writes across Cloud SQL HA zones before a transaction is reported committed. AWS describes its Multi-AZ DB instance standby as synchronous, and its Multi-AZ DB cluster replication as semisynchronous. AWS also notes that synchronous Multi-AZ replication can increase write and commit latency compared with Single-AZ. Measure the impact with your workload rather than assuming HA is free of performance trade-offs.

Cross-region read replicas are a distinct recovery mechanism. AWS describes these replicas as asynchronously copied; replica lag and promotion behavior therefore belong in the RPO plan. Google recommends a cross-region read replica for faster regional recovery. A backup/restore or export/import path can take longer, especially for large databases.
Read capacity must be explicit
A standby is not necessarily a usable read replica. AWS’s Multi-AZ DB instance standby does not handle reads, while the readers in a Multi-AZ DB cluster can. If read scaling is a requirement, confirm that the chosen replica accepts application reads and determine whether it is also expected to serve as a failover target.

For a single host or zone failure
Evaluate the provider’s regional or zone-redundant HA mode, then confirm support for your exact engine, version, tier, and region. Check the replication mode, write-latency implications, client endpoint behavior, and whether the standby is dedicated to failover or can serve reads.

For read scaling as well as failover
Select an architecture with replicas that are documented to serve reads; do not count a non-readable standby as read capacity. Decide how read traffic will be routed and what the application should do if a reader is unavailable or lagging.
For a regional outage
Design cross-region recovery separately. Choose between a replica or failover group and a restore-based plan according to the RTO, RPO, recovery automation, and operating effort you can support. Azure’s DR guidance describes failover groups for groups of databases as well as active geo-replication and geo-restore. For every asynchronous option, decide how much lag is acceptable and who can initiate promotion.
For corruption, deletion, or other bad writes
Verify backup retention and point-in-time restore independently of HA, then rehearse restoring a database. A highly available system can keep serving after data has been changed or deleted incorrectly; availability alone does not provide a clean recovery point.

Check the application and operations, not just the database topology
Before approving an HA configuration, work through these checks with the application and operations teams:
- Connections: determine whether clients use a stable endpoint, how DNS caching behaves, and whether pools discard broken connections and create new ones promptly.
- Retries and transaction outcomes: configure bounded retries for transient failures. For a write interrupted during failover, establish whether it committed before replaying it; use idempotency or transaction-status checks where needed to prevent duplicate effects.
- Workload fit: confirm engine and version compatibility, write latency, storage and I/O needs, connection limits, and maintenance-window behavior.
- Monitoring: alert on failover events, replica lag, failed connections, and recovery objectives that are being exceeded. Know who receives and acts on each alert.
- Backup and restore: check retention, point-in-time recovery, and restore duration using a representative database size. Keep restore testing distinct from failover testing.
- Cost and operations: include standby or replica compute, storage, cross-region replication and transfer, backups, monitoring, and planned failover exercises in the estimate.
- Eligibility and contract: verify SLA terms, exclusions, maintenance treatment, and feature availability for the exact engine, tier, purchasing model, region, and deployment.
Prove the recovery path with a planned failover
Do not approve production HA based only on configuration screens or a vendor’s typical timing. Microsoft recommends testing application fault resiliency by manually triggering failover. In a controlled test, measure the result from the application’s point of view.

- Record the starting topology, database engine and tier, application configuration, and the RTO and RPO targets the test is meant to validate.
- Trigger a planned failover using the supported procedure for the selected service. Use a controlled environment or an approved maintenance window.
- Observe the time until the application can successfully read and write again, not only until the provider reports a database role change.
- Check connection resets, DNS or endpoint updates, pool recovery, retry behavior, and the outcome of transactions that were in flight when failover began.
- For a replica-based recovery path, measure replication lag and verify the promotion procedure, including any operator approval or application endpoint changes.
- Test a restore separately if backup recovery is part of the DR plan. Confirm that the restored data and recovery time meet the intended targets.
- Document the measured RTO and RPO, alerting gaps, and runbook changes, then repeat the exercise after significant configuration or application changes.
A practical selection checklist
- Which failure must be covered: instance, zone, or region?
- What are the business-approved RTO and RPO for each failure scope?
- Does the replication mode and observed lag fit the data-loss target?
- Does the standby serve reads, or is read scaling a separate requirement?
- Can the application reconnect safely and determine the outcome of interrupted writes?
- Are backups, point-in-time restore, and restoration exercises in place for deletion or corruption?
- Are SLA eligibility, maintenance terms, and feature support confirmed for the exact deployment?
- Has a planned failover demonstrated the application’s actual recovery time?
