There is no established, universally lowest-carbon cloud provider for every business workload. Choose by measuring the same workload, in the same period, with each provider’s customer-level reporting where available—and then compare what each estimate includes, how it is calculated, and whether it is useful for your reporting. A lower emissions figure is meaningful only when the workload, boundaries, and accounting methods are comparable.

Why a cloud provider’s broad sustainability claim is not enough

Cloud emissions depend on what you run, where it runs, which services it uses, how efficiently those services are utilized, and how emissions are allocated to customers. The reported result also depends on the provider’s system boundary, accounting method, source data, and reporting period. A corporate footprint or renewable-energy percentage therefore cannot answer which provider has lower emissions for your particular workload.

The reviewed AWS, Google Cloud, and Microsoft Azure documentation describes provider-specific methods and customer reporting, but does not establish a harmonized independent ranking across the three. Treat their customer-level results as estimates produced under different methodologies—not as directly interchangeable scores.

What to compare before you compare emissions totals

First define one representative workload and one measurement period. Then evaluate the reporting method behind each result alongside the number itself.

  • Boundary and included scopes: Check whether the estimate covers facility operations, purchased electricity, energy-related activity, hardware embodied emissions, and customer-site or outsourced deployments. A service may omit emissions from infrastructure that is not provider-operated.
  • Accounting view: Location-based emissions reflect the electricity grid where consumption occurs. Market-based emissions account for qualifying energy contracts or supplier attributes under a different accounting method. They answer related but distinct questions, so compare like with like and retain both when available.
  • Allocation and detail: Find out how the provider assigns shared infrastructure emissions to customers and whether you can break results down by region, service, project, account, and time period.
  • Data quality and change history: Check whether results are independently assured, what source data and assumptions are used, whether prior periods may be recalculated, and which methodology version produced the estimate.
  • Operational usability: Look for export or API access, reporting history, and an update cadence that fits your measurement and disclosure process.
  • Workload fit: Carbon is one decision input. Also assess latency, availability, data residency, security, resilience, service availability, migration effort, and cost.

How AWS, Google Cloud, and Azure report customer emissions

The table summarizes what the providers’ reviewed documentation says about customer-level emissions estimates. These are methodology and reporting differences, not a ranking of provider performance. Source pages were accessed on 7 October 2026; where the reviewed documentation does not establish a point, that is noted rather than inferred.

Google Cloud Allocates emissions from infrastructure supporting Google’s internal services to products, then to customers based on use. Monthly results are described by product, customer-defined project, and region. Provides location-based and market-based views. The market-based scaling factor is updated annually using renewable activity from the previous year. The methodology uses hourly grid-intensity factors where available and country-specific annual IEA factors where data is missing. Carbon Footprint data can be exported to BigQuery. Google says customer-specific report data has not been third-party verified or assured. Methodology or source-data changes may materially adjust current and prior values. Market-based figures are not a real-time view of current energy purchases.
AWS Estimates impacts associated with AWS service use on AWS-operated infrastructure. Its described Scope 1 includes fuel, refrigerant, and natural-gas impacts; Scope 2 includes location-based and market-based emissions for AWS-owned or controlled facilities; Scope 3 includes fuel- and energy-related activity and embodied emissions for specified IT hardware and data-center buildings. Console filters include region, service, account, and Scope 1–3. AWS advertises monthly, quarterly, or yearly views, API/SDK access, carbon history back to 2022, and water-withdrawal history back to 2023. AWS says its methods are based on industry standards, independently third-party verified, and updated over time; historical data is recalculated when methodology versions change. The stated boundary excludes some impacts, including AWS Outposts/customer-facility sites. Third-party Marketplace software development and maintenance are excluded.
Microsoft Azure Microsoft’s methodology covers Scope 1, 2, and 3 cloud emissions for Azure and Microsoft 365. Azure emissions are allocated by each customer’s relative Azure use in a given data-center region. Scope 3 includes lifecycle information about hardware materials and components; the equipment lifetime default is six years. The reviewed methodology page does not establish customer-reporting granularity, export/API access, reporting cadence, or history. The methodology says critical data-center infrastructure is not currently included. The reviewed page does not establish third-party assurance or historical recalculation practices.

How to read the differences

Different scopes and allocation choices can change a customer’s reported total even when the underlying workload is similar. For example, an estimate that includes specified embodied hardware emissions is not directly comparable to one that does not disclose equivalent coverage. Likewise, a regional result and a company-wide total do not have the same granularity.

Google’s market-based view has an additional timing limitation: the annual scaling factor reflects the previous year’s renewable activity, so it should not be read as a live measure of current electricity purchasing. Microsoft’s page also describes a plan to reach 100% renewable energy and eliminate fossil fuels from backup power by 2025; the reviewed source does not confirm that the dated goal was achieved, so it is not evidence of current customer-level emissions performance.

A practical process for choosing a provider

  1. Define the comparison workload. Record the services and usage volume, regions the business can use, geographic or regulatory restrictions, and the measurement period. Keep this definition consistent across providers.
  2. Capture each provider’s customer-level baseline. Use the provider’s reporting tool where it covers the workload. Record the report date, methodology version if available, included boundary and scopes, and whether the figure is location-based or market-based.
  3. Compare at the finest common level. Align periods, workload scope, and accounting views. If the providers expose different levels of detail, compare only what is genuinely common and document the gaps; do not substitute corporate-wide claims for workload estimates.
  4. Find the largest contributors. Use regional, service, and project or account breakdowns where available to identify hotspots. Test practical efficiency changes such as removing idle resources or right-sizing, then measure again using the same reporting approach.
  5. Judge data quality against your purpose. Decide whether the estimate’s assurance, source data, scope coverage, revision history, export options, and granularity are sufficient for internal optimization, external reporting, or both.
  6. Check the operational trade-offs. Validate that a proposed region or service meets latency, compliance and data-residency, security, availability, and resilience needs. Include migration burden and cost in the decision rather than treating carbon as the sole criterion.

Use carbon data alongside engineering and cost data

Google’s architecture guidance recommends establishing a baseline, analyzing hotspots, and validating optimization assumptions against both location-based and market-based metrics. It also recommends correlating emissions with cost, while cautioning that cost is only an initial indicator: spending and emissions can diverge. A cheaper configuration is not automatically a lower-carbon one, and a lower reported total is not useful if the workload no longer meets its requirements.

For a defensible business decision, retain the workload definition and measurement period with the results, and document material differences in boundaries, accounting, assurance, and data availability. That makes the comparison auditable within its limits without implying that provider estimates are a single standardized score.
