Choose a converter that supports the exact formats and settings you need, then verify where it processes files and how it handles the output. For sensitive files, favor trusted offline software or a browser tool that demonstrably converts on your device. For quality, keep the original, avoid unnecessary rescaling and repeated lossy conversions, and check the result in the app or service that will use it.
Start with the file and the job
There is no universally best file converter. The right choice depends on the source format, the destination format, the file’s contents, and what matters most: privacy, fidelity, compatibility, or a smaller file.
- Confirm that the tool supports both the exact input and output formats you need.
- Check whether it offers relevant controls, such as image quality, resolution, color handling, or transparency.
- Consider the destination: a file must work in the app, device, or service that will receive it.
- Review file-size or batch limits if you have many files or large files to convert.
Use a checklist rather than a product ranking: available evidence does not establish that any one converter is best across formats, privacy, and output quality.

Prefer processing that stays on your device
Offline software avoids sending files to a conversion website. Some browser-based tools also process files on-device, but a web app’s ability to read a file after you select or drop it does not prove that the file stays there. The MDN File API documentation explains how web apps can access user-selected files; it does not establish what a particular converter does with them.

Look for a clear explanation of whether conversion happens locally or on a server. Encrypted transfer can protect a file in transit, but it is not the same as local processing.
Read the policy for more than file contents
Check what the converter says it collects about file contents, filenames, metadata, retention, deletion, analytics, subprocessors, and accounts. “Files stay local” does not necessarily mean the service collects nothing. For example, LocalConvert says files are processed locally but that conversion history containing filenames, sizes, and timestamps is stored in IndexedDB (LocalConvert privacy policy). OfflineFileConverter’s policy, last updated 31 July 2026, says files, names, and metadata are not transmitted and describes Google Analytics 4 usage analytics (OfflineFileConverter privacy policy). These are the vendors’ statements, not independent audits, and both policies and implementations can change.

Check a browser tool’s network activity
- Choose a harmless test file that contains no private information.
- Open your browser’s developer tools and select the Network panel.
- Run a conversion and look for file uploads or requests to third parties while it runs.
- Compare what you observe with the tool’s privacy policy, including any local history or analytics it describes.
This practical check can reveal activity during that conversion, but it cannot guarantee that a tool has no other behavior or replace reviewing its code. A browser tool may also download its code or conversion engine from a server even when the file itself is processed on-device.
Use approved tools for sensitive material
If a file contains regulated, confidential, or highly sensitive information, use a converter approved for that information by your organization. Do not rely on a generic website’s marketing claim or a policy statement alone.

How to preserve quality during conversion
Keep the original and avoid unnecessary changes
Retain an untouched copy until you have opened and checked the converted file. Avoid repeated conversions through lossy formats: each lossy encode can discard more information. Do not reduce resolution or bit depth unless the destination or a file-size limit calls for it.
Choose image formats for the content
For photographs, JPEG is lossy and is often useful when compact files and broad compatibility matter. PNG is lossless and can be a better fit when precise reproduction or transparency matters, including for screenshots, diagrams, and line art. The format names alone do not guarantee a particular result: converter settings affect output. See MDN’s image format guide.

For example, the browser Canvas API accepts a quality parameter for lossy image formats, and may use PNG if an unsupported or unspecified format is requested. That describes this specific API, not how every converter behaves; see MDN’s toBlob documentation.

If color profiles or other metadata are part of the deliverable, check that the converter preserves them. If privacy is more important—for example, you want to remove location data—strip personal metadata deliberately and understand that this changes the file.

For digital photographs intended for faithful preservation, the Library of Congress’s 2025–2026 Recommended Formats Statement advises using the highest available resolution and bit depth, the relevant embedded color profile or specified color space, and uncompressed or losslessly compressed data for preferred faithful photographic representations. It also identifies descriptive and technical metadata, including camera EXIF where available. These are archival recommendations, not requirements for every everyday conversion.

- Open the output in the app or service that will use it.
- Inspect important details, such as image dimensions, transparency, color appearance, and any required metadata.
- Confirm that the file behaves as expected at its intended destination.
- Keep the original if the converted copy has missing details, unexpected rendering, or compatibility problems.
Different apps may support formats or render them differently, so checking the file in a generic preview alone may not be enough.
