OFAC says sanctions obligations apply to digital currency transactions as they do to traditional fiat currency for U.S. persons and others subject to its jurisdiction, and that no single compliance solution suits every business.
Start with the sanctions obligations and your risk assessment
Virtual currency does not remove applicable sanctions obligations. The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) says U.S. persons and others subject to its jurisdiction must treat digital currency transactions under the same sanctions obligations that apply to traditional fiat currency. Businesses that facilitate or process digital currency transactions are responsible for avoiding unauthorized transactions. OFAC FAQ 560.
OFAC recommends a sanctions compliance program tailored to the organization’s circumstances and risk. As FAQ 560 puts it: “There is no single compliance program or solution suitable for every circumstance.” The software decision should therefore follow an assessment of your business model, customers, services, transaction flows, and relevant jurisdictions. A tool can support controls; it does not decide your legal obligations or replace a compliance program.
Turn OFAC guidance into software requirements
OFAC’s virtual currency industry brochure identifies screening practices that can form a baseline for requirements. Translate them into demonstrable workflows rather than accepting a general claim that a product “supports sanctions compliance.”

Coverage: chains, assets, and transaction types
List the chains, assets, transaction types, jurisdictions, and services your business handles or plans to handle. Ask each vendor for a written coverage matrix that states what is supported and any material limitations. The public product information reviewed here does not establish current coverage for either example vendor, so verify it directly and test the specific scenarios relevant to your business.
Data and potential-match handling
Ask what wallet, customer, and transaction data the product can use in your workflows, how the data is processed, and how potential matches are presented for review. Have the vendor demonstrate fuzzy matching against realistic spelling and formatting variations. Clarify which details analysts need to assess an alert and whether the system distinguishes a potential match from a confirmed determination.

Evaluate vendor examples without treating them as a ranking
Public product pages can identify services to investigate, but vendor descriptions are claims by the vendors. They do not independently establish detection accuracy, completeness, or suitability for your organization.
| Vendor | Publicly described offering | What to verify |
|---|---|---|
| Chainalysis | Its pages describe KYT transaction monitoring, Address Screening for pre-transaction address checks, and investigation products. Transaction monitoring; Address Screening. | Confirm current product names, chain and asset coverage, integration options, and functionality for your intended workflow. |
| Elliptic | Its sanctions screening page describes real-time screening against OFAC and global sanctions lists. Sanctions screening. | Validate list coverage, update behavior, geographic scope, and performance for the workflow you intend to use. |
The available public descriptions do not support a head-to-head accuracy comparison, a recommendation for a particular buyer, or a current pricing comparison. Treat both as possible candidates to evaluate—not as endorsements or proof of fit.

- Request written evidence: Obtain a current coverage matrix and documentation for integrations, data updates, alert handling, availability, support, service commitments, pricing, and contract terms.
- Test representative scenarios: Ask vendors to demonstrate lawful test cases relevant to your business, including known designated addresses and plausible near matches. Use scenarios that exercise the chains, assets, and workflows you expect to support.
- Record what happens: Document detected cases, misses, false alerts, analyst review effort, evidence available to reviewers, and escalation paths. Agree in advance how your team will judge results.
- Make a risk-based decision: Compare documented and tested capabilities with your requirements. A vendor label or alert is not legal advice and is not, by itself, a complete sanctions determination.
Keep the evaluation tied to the intended deployment. A demonstration that does not exercise your actual data, coverage needs, and review process cannot establish that the product is suitable for your business.
