Before you enter your UPI PIN, check the payment app’s confirmation screen for the recipient, funding source, total amount and any separately listed fee. Then compare a displayed charge with the app or bank’s current fee terms and the merchant’s written terms or receipt. A merchant-side MDR is not the same as a fee charged to you.
Check the payment before authorizing it
- Identify the payment type. Is it person-to-person (P2P), or are you paying a merchant (P2M)? The applicable rules can differ.
- Check the funding source. Note whether the payment uses a bank account, an eligible prepaid payment instrument (PPI) or wallet, or another source. Select the intended source before reviewing fees.
- Check the amount and merchant category. For a merchant payment, note the amount and whether the business falls into a category with a specific MDR rule. Small-merchant eligibility can also matter.
- Review the confirmation screen. Before entering your UPI PIN, verify the recipient details, total payable and any separately stated charge. If the final amount is more than the amount you agreed to pay, do not authorize the payment.
- Verify any charge. Compare it with the payment app or bank’s current fee schedule and the merchant’s written terms or receipt. Ask the merchant to identify the charge in writing and clarify whether it is part of the product or service price, or a payment surcharge.
Keep the transaction details and any written explanation. A label such as “UPI charge” does not by itself establish that the fee is a customer charge: the official framework distinguishes merchant-side MDR from charges to customers.
What the announced MDR rules mean on 7 October 2026
The Ministry of Finance announced a revised MDR framework on 15 September 2026. It is scheduled to take effect on 15 October 2026, so it is not yet in force as of 7 October 2026. The Ministry’s announcement says P2P UPI remains free regardless of amount, and P2M transactions up to ₹2,000 remain free of MDR. Qualifying small merchants receiving up to ₹1 lakh per month through UPI QR under P2PM also remain at zero MDR. For qualifying P2M payments above ₹2,000, the announced framework specifies the following merchant-side MDR rates:

These are MDR rules within the merchant payment ecosystem, not a customer fee schedule. The Ministry says MDR is not a charge on customers and says banks have been advised to ensure merchants do not pass it on. It also says UPI applications may not impose platform fees or hidden charges under the announced framework. Check whether the effective date has passed and whether provider terms have changed before relying on these upcoming rules for a later payment.
Why the funding source and merchant terms still matter
For PPI-based merchant payments, HDFC describes certain interchange fees as ecosystem fees rather than customer charges, and NPCI’s FAQ says customers do not pay charges for PPI-on-UPI transactions. That does not establish identical pricing for every wallet, account product, biller or ancillary service. Check the selected funding source’s actual terms. NPCI’s UPI FAQ.

Merchant terms can also describe charges on the merchant side. India Post Payments Bank, for example, permits merchant service charges in its merchant terms and lists 0% UPI MDR in its merchant table. - Ask the merchant to identify the charge and provide the relevant written term or receipt entry.
- Check the payment app or bank’s fee schedule for the selected funding source and transaction type.
- Compare the final amount on the confirmation screen with the amount the merchant agreed to charge.
- If you cannot verify the charge or the amount differs from what you agreed to pay, do not authorize the payment.
