A label that says nothing about PFAS does not prove they are absent, and a “PFAS-free” claim is only as useful as its stated scope and supporting evidence.
How do I know whether a product contains PFAS?
Start with the exact model, shade or formulation, and the market where it is sold. Product formulations and disclosure rules can differ by version and location, so a statement about one item may not cover another.
- Check the package and product page. Read the ingredient list, materials information, and any chemical or product-stewardship disclosures published by the manufacturer.
- Search the manufacturer’s own site. Look for PFAS, chemical management, or product stewardship information tied to the product or product line.
- Ask about the specific item and its components. Request a current answer that identifies the model and market, rather than relying on a general company statement.
- Assess any claim or test in context. Find out whether the evidence concerns intentionally added PFAS, named compounds, or only a broad screening result.
- Check rules that apply where the product is sold. Disclosure requirements vary by category and jurisdiction; they are not a universal inventory of every product’s chemistry.
What should I look for on the label?
Cosmetics: check ingredient names
Cosmetics are a useful case because FDA requires ingredient declaration on retail cosmetic labels. FDA lists these PFAS ingredients as commonly found in cosmetics: PTFE, perfluorononyl dimethicone, trifluoroacetyl tripeptide-2, tetradecyl aminobutyroylvalylaminobutyric urea trifluoroacetate, perfluorohexylethyl triethoxysilane, methyl perfluorobutyl ether, and methyl perfluoroisobutyl ether. Compare the package with FDA’s cosmetics and PFAS information.
This is a category-specific list, not a complete list of PFAS names for every kind of product. In other product categories, a label may not disclose every chemical or component, so no mention of PFAS is not proof of absence.

Other products: inspect materials and components
For products without a full ingredient list, look for material disclosures and ask whether the product or any component intentionally uses PFAS, including fluoropolymers. A company may know what it specifies in its formulation but have less complete information about every supplier or component; ask what the answer actually covers.
What to ask the manufacturer
Use a direct question and request a response tied to the exact item:

Does this exact product or any of its components intentionally contain PFAS, including fluoropolymers? If you claim it is PFAS-free, what substances and components does that cover, and what test method or supplier documentation supports the claim?
If the company says “no intentionally added PFAS,” ask whether that statement applies to the product’s components and whether it is current for your market. This describes formulation intent; it does not necessarily establish that no trace PFAS could be present.

How to interpret “PFAS-free” claims
There is no single scope implied by every “PFAS-free” statement. Ask whether it covers the entire product or only selected ingredients or components, whether it means no intentional addition or also addresses trace contamination, and what evidence supports it.
The Federal Trade Commission’s Green Guides state: “It is deceptive to misrepresent, directly or by implication, that a product, package, or service is free of, or does not contain or use, a substance.” See 16 CFR § 260.9. The rule does not give every claim one standardized definition; the company’s wording and substantiation matter.

What can testing tell me?
A test result is only meaningful in relation to the question asked, the material tested, the substances the method can detect, and its detection limits. A test targeting selected PFAS may not address other compounds. Screening methods can indicate a need for further analysis without identifying which substance caused the result.
Total-fluorine analysis is not a definitive PFAS test. FDA explains that “certain general detection methods, such as total fluorine analysis, only analyze for fluorine in a product and cannot discern between the presence of PFAS or the presence of other non-concerning fluorine containing substances.” A fluorine result by itself therefore neither identifies PFAS nor proves they are absent. If the answer matters and labels or the manufacturer’s response do not resolve it, ask a qualified laboratory which method fits the material and question. There is no single consumer test that can establish whether an arbitrary product uses PFAS.

What does the Safer Choice label mean for PFAS?
Safer Choice is a voluntary EPA program that reviews ingredients and other criteria, including product performance, pH, and packaging. EPA says PFAS no longer meet its Safer Choice Standard. The Safer Choice product directory can help locate products meeting the program’s criteria, but it is not a complete PFAS-free database or a certificate of absolute absence. Which disclosure rules apply?
Rules depend on the place and product category. For example, New Mexico’s published PFAS product rules address covered products with intentionally added PFAS and are scheduled to phase in beginning in 2027. That is a state-specific timetable, not a nationwide disclosure mandate. Consult the New Mexico Environment Department’s PFAS information for applicable state details.
As an indication of why product-specific checking matters, FDA’s 2025 report counted 51 PFAS intentionally added across 1,744 U.S. cosmetic product formulations, based on cosmetic product listing data submitted to FDA as of August 30, 2024. Those figures describe that dataset and cutoff date, not all products or the current market in 2026. See FDA’s report on PFAS in cosmetics.
