1. Get the installer from a source you can verify
Start at the developer’s official website or the operating system’s recognized app store. Confirm that the product name, publisher, platform, and version match the developer’s release information. Avoid sponsored lookalike buttons and third-party installer wrappers, which can make it harder to know what software you are actually installing.
For Mac apps, Apple identifies the App Store as the safest source and explains how it checks apps distributed outside the store. Its guidance on opening apps safely on a Mac describes Developer ID signatures and notarization as useful checks. Notarization means Apple checked for malicious software and found none known at that check; it is not a guarantee that an app is harmless in every respect.
2. Take operating-system warnings seriously
On macOS
macOS Gatekeeper checks Developer ID signatures and notarization for apps installed outside the App Store. Apple says Catalina and later require notarization by default for software from outside the App Store. If macOS says the developer cannot be verified or warns that an app may harm your Mac, stop and verify the download and publisher rather than dismissing the warning.
Apple warns that running software without signing and notarization can expose your computer and personal information to malware or privacy harm. An “Open Anyway” option is an override, not a safety certificate. Use it only if you have independently established that the source is trustworthy and have a reason to accept the risk. For other operating systems, consult the vendor’s current security documentation; Mac-specific controls do not apply everywhere.

Check release integrity when the publisher provides a checksum
A checksum lets you compare the downloaded file with a reference published by the developer. Calculate the checksum locally using the algorithm and instructions the publisher specifies, then compare the result character for character. A match shows that your file matches that particular published checksum; it does not independently prove the publisher’s identity or that the publisher’s build is benign.
For example, the PDF Editor Offline project publishes checksum instructions alongside a disclosure that its preview is not signed or notarized on some platforms. That is the project’s own release information, not an independent audit or certification.
3. Find out what “offline” means for this app
Offline processing can reduce the need to upload document contents, but it does not establish that the installer, updater, or app never connects to the internet. An editor might process a PDF locally yet make network requests for updates or other functions. Look for a specific privacy policy and technical documentation, and distinguish document transfers from other network activity.
Check what happens when you open and save a PDF, convert it, run OCR, redact it, or send a crash report. Also find out whether an account is required, whether telemetry can be disabled, and whether the app downloads features or updates. Treat broad promises such as “100% private” as claims unless the product explains how its data handling supports them.
Adobe’s Acrobat Desktop Application Security Guide provides product-specific information about Adobe’s security and content handling. Vendor documentation describes that vendor’s products; it is not evidence about another editor or an independent audit of every data path.

4. Check that the app is maintained
Look for a dated release history, clear update instructions, and a security contact or vulnerability-reporting process. These details help you judge whether a developer communicates about maintenance and how security issues can be reported. A quiet release history or missing security contact does not prove an app is malicious, but it leaves you with less evidence about its maintenance.
5. Match the editor to the job you need
“PDF editing” can mean several different things. Check the feature list for the exact task, rather than assuming a free app includes every editing function.

- Viewing and annotation: reading, highlighting, comments, or drawing on a page.
- Form filling and signing: entering information into fields or adding a signature mark.
- Text and image editing: making permanent changes to existing PDF content.
- Redaction: removing sensitive content from the saved file, not merely covering it on screen.
- Signature validation: checking a certificate-based digital signature and its validation status.
Adobe says its free desktop Reader can view, sign, print, and annotate PDFs, but cannot make permanent changes to PDF text or images; those edits require Acrobat. See Adobe’s Reader FAQs. This is a vendor description of Adobe’s products, not a feature assessment of other editors.
For redaction, look for an explanation that the underlying content is removed from the saved file. A visual black box may only conceal text while leaving it recoverable. Do not treat a product’s marketing claim as a verified result without evidence about its redaction output.
6. Protect PDFs that already have digital signatures
A typed or drawn signature image is not the same as a certificate-based digital signature. NIST’s FIPS 186-5, Digital Signature Standard, published February 3, 2023, describes digital signatures as a means to detect unauthorized modifications to data and authenticate the signatory. NIST posted a planning note on May 12, 2025, saying issues had been identified for correction in a future revision or update.

A digital signature is useful only when it is properly validated. Use software that checks the signature’s certificate and validation status; the existence of a signature graphic alone does not authenticate the signer or show that the document has not changed.

The U.S. Government Publishing Office explains that its certified PDF signatures provide evidence of authenticity and integrity, and that altering certified content invalidates certification. Its authentication guidance concerns GPO documents and its validation workflow. Before annotating or editing a signed PDF, keep an untouched original and check whether the change will invalidate its certification.

Compare products on the criteria that matter to your documents and device:
- Provenance: official store or publisher download, identifiable publisher, and platform signature or notarization where applicable.
- Data flow: local processing, uploads, telemetry, account requirements, external OCR or conversion, and update traffic.
- Maintenance: dated releases, security contact, update delivery, and published checksum or signature information.
- Task fit: annotation, form filling, permanent text or image changes, true redaction, and signature validation as separate capabilities.
- Document integrity: how edits affect existing digital signatures and whether the app explains the result.
- Platform fit: supported operating systems, accessibility, and whether security controls remain enabled.
No broad market-wide safety certification establishes that a free offline PDF editor is safe. Make the decision from verifiable information about the specific app, the way you plan to use it, and the sensitivity of your documents.
