Check the exact crypto service’s current agreement, prohibited-use rules, deposit and withdrawal guidance, and account-restriction or source-of-funds pages. Search for “mixer,” “mixing service,” “tumbler,” “blocked address,” and “source of funds,” then confirm the policy applies to your product, legal entity, and location. If the wording is unclear, ask the provider through its official support channel about your specific circumstances; a general policy cannot guarantee how it will handle an individual transaction.

First, distinguish a service restriction from a legal sanctions block

“Mixer-linked” and “sanctioned” do not mean the same thing. A provider may contractually restrict activity involving mixers even when the facts do not establish that an asset is legally blocked under sanctions rules. Conversely, sanctions requirements apply when the relevant legal criteria are met, regardless of whether a service’s public policy names mixers.

OFAC FAQ 646 addresses virtual currency that a U.S. person determines must be blocked under OFAC regulations. For such property, the person must deny access, maintain applicable controls, and meet reporting obligations. The FAQ does not say that any past interaction with any mixer automatically makes funds legally blocked. The applicable rules and the facts about the property determine its status. Separately, providers can set broader contractual rules. For example, Circle’s EEA account agreement names mixing services among high-illicit-finance-risk activities and reserves rights to block certain addresses and freeze associated Circle-custodied currency in specified circumstances. Gemini’s EU agreement prohibits use involving a mixing service and allows investigation of fund sources and account restrictions when it suspects prohibited activity. How to check a provider’s policy

  1. Identify the exact service, entity, and location

    Determine whether you are checking an exchange, hosted wallet, payment service, or stablecoin account. Find the legal entity named in the agreement and confirm which customer jurisdiction and product the terms cover. Providers may publish different rules across entities, services, and regions. OFAC’s guidance likewise says a sanctions compliance program should be tailored to a company’s business, products, customers, counterparties, and geographic reach. OFAC virtual currency guidance.

  2. Search the current policy pages

    Review the terms of service, acceptable-use or prohibited-activity policy, deposit and withdrawal rules, account-restriction help pages, and source-of-funds information. Search within each page for “mixer,” “mixing service,” “tumbler,” “blocked address,” “source of funds,” and “suspicious activity.” Check the page’s date or version where available and save a copy of the wording you relied on.

    Some services address mixers directly: the cited Circle and Gemini agreements do. Kraken’s restriction support page explains restrictions and review without setting out a mixer-specific rule on that page. Not finding the word “mixer” on one help page does not establish that the provider accepts all mixer-linked funds. Kraken account-restriction guidance.

  3. Work out what action the terms permit

    Do not treat every restriction as the same outcome. Look for whether the service may reject a deposit, review a transaction, limit funding or withdrawals, suspend an account, block an address, freeze assets, or close an account. Note whether those powers apply to direct use of a mixing service, incoming funds linked to one, or both. For example, Kraken says a funding restriction can prevent deposits and withdrawals during a review; the cited Circle and Gemini agreements describe other possible restrictions or freezes under their stated conditions.

  4. Ask about your specific circumstances

    Contact support or compliance using the website or app’s official contact path. Ask whether the relevant rule covers a proposed deposit or funds already held, whether it distinguishes direct from indirect exposure, and what source-of-funds records may be requested. A provider may not disclose its internal screening criteria or pre-approve a particular transaction. Kraken’s guidance tells restricted users to check for and respond to support requests for additional information.

  5. Keep records and follow official instructions

    Save the applicable agreement and any written answer from the provider with the date and product or region it concerns. If the provider restricts an account, use its official support channel and respond to its document requests. Avoid relying on unsolicited messages or unofficial contacts claiming they can release funds.

What official sanctions guidance does—and does not—tell you

OFAC encourages virtual currency businesses to use a risk-based sanctions compliance program, including appropriate sanctions-list and geographic screening and tools adequate to identify and block transactions associated with blocked persons. It also says there is no single compliance program suitable for every business. That guidance describes company compliance; it does not reveal a particular service’s private mixer-risk score, set a universal acceptance threshold, or predict whether an individual deposit will be accepted. FAQ 646 says that when a U.S. person determines it holds virtual currency required to be blocked, it must deny access and meet applicable controls and reporting requirements. It specifies reporting within 10 business days and annually while the virtual currency remains blocked. The FAQ is dated October 15, 2021; check current OFAC rules and guidance for requirements that apply to a situation today. It also says blocked virtual currency can be unblocked and returned only pursuant to OFAC authorization or when the legal prohibition ceases to apply. OFAC FAQ 646.

A consistent way to compare services

If you are checking more than one provider, use the same questions for each rather than trying to infer an acceptance score. The cited public pages do not provide comparable numeric screening thresholds.

  • Does the policy explicitly name mixers or tumblers?
  • Does it address use of a mixer, receipt of funds linked to one, or both?
  • What actions does it allow: rejection, review, funding or withdrawal limits, account suspension, address blocking, freezing, or closure?
  • Does the wording vary by product, legal entity, or customer jurisdiction?
  • Does it say what source-of-funds information or documents may be requested?
  • Is the page describing legal sanctions screening, a broader contractual risk policy, or both?

Record the answers with the exact agreement or help page and its date. A general policy can clarify the provider’s stated powers, but it cannot establish the outcome of a case whose facts and review criteria are not public.
