To check what backs a stablecoin, start with the issuer’s official reserve or transparency page and its latest independent attestation. Compare the reserve assets with the number of tokens outstanding, note the report’s date and scope, trace disclosed custodians and custody locations, and read the issuer’s redemption terms. A stable price alone does not verify reserves or guarantee that every holder can redeem directly at par.
1. Identify the exact token and issuer
Use the issuer’s official site, not a search result or a similarly named token’s page. Confirm the token name, network or version, issuing legal entity, and jurisdiction. Wrapped tokens and tokens with similar names may have different issuers and reserves. Circle says regulated affiliates issue USDC, so the relevant entity and jurisdiction matter when interpreting its disclosures: Circle transparency.
2. Find the newest reserve disclosure and its date
Open the issuer’s reserve or transparency page and locate the latest reserve report or assurance statement. Record the “as of” date, period covered, and publication date, if shown. Reserve balances and circulating supply change; a reported balance is a dated snapshot, not a live guarantee. Circle’s page presents USDC reserve information with an as-of date and monthly assurance information: Circle transparency.
For example, Circle’s USDC page displayed $74.1 billion in circulation and $74.3 billion in reserves as of October 5, 2026: Circle USDC. A separate Circle transparency-page snapshot showed $75.2 billion in circulation and $75.5 billion in total reserves as of September 24, 2026: Circle transparency. These are different dated snapshots, not figures to combine or treat as current beyond their stated dates.

3. Compare outstanding tokens with reserve value
Look for both the amount of tokens outstanding or in circulation and the value of the corresponding reserves. Check that the figures use comparable dates and units, and read any exclusions, reconciliation items, or qualifications. The basic question is whether disclosed reserve value covers the stated liabilities; a headline reserve total without a matching token count is not enough to assess that comparison.
Rules vary by jurisdiction. For stablecoins issued under its supervision, the New York Department of Financial Services (NYDFS) says reserve market value must be at least equal to nominal outstanding units at the end of each business day. Its guidance also calls for monthly CPA attestations addressing reserve value, outstanding units, and adequacy: NYDFS guidance on U.S. dollar-backed stablecoins. This standard applies to issuers under NYDFS supervision, not automatically to every stablecoin.

4. Read the asset mix, not just the reserve total
Identify how much is held in cash or deposits, government securities, money-market funds, repurchase agreements (repos), and any other categories. Where provided, check maturity or average tenor, concentration, and liquidity. These assets differ in liquidity, credit exposure, and custody arrangements; a single total can conceal meaningful differences.
NYDFS guidance for covered issuers describes eligible categories including short-dated Treasury bills, eligible repo, government money-market funds, and deposit accounts. Federal law’s disclosure language for permitted payment stablecoin issuers includes reserve amount and composition and average tenor. 5. Trace where reserves are held
“Where held” can mean the type of asset, the institution or fund holding it, the legal entity that owns or safeguards it, or the geographic location of custody. Check each reserve category for any disclosed custodian, bank, fund, issuer entity, segregation arrangement, and location. Do not assume that a fund manager is the custodian, or that the issuer itself is the bank holding cash.
Circle says the Circle Reserve Fund portfolio is custodied at BNY and managed by BlackRock. It describes the fund as potentially holding cash, short-dated U.S. Treasuries, and overnight U.S. Treasury repurchase agreements; it also says cash reserves are held at regulated financial institutions. Treasury and overnight reverse repo holdings may be held in custodial accounts, a separately managed account, or the Circle Reserve Fund. These disclosures identify arrangements and counterparties, but do not amount to a complete account-by-account inventory: Circle USDC reserve information and Circle transparency.

Federal statutory text specifies disclosure of geographic custody location by reserve category for permitted payment stablecoin issuers. Public disclosures may still name institutions or categories without listing every account or facility. The relevant statutory scope is defined by the law, not by the fact that a token is marketed as a stablecoin: federal statutory text.
6. Understand what an attestation does—and does not—establish
Read the accountant’s name, the assurance standard, the date or dates tested, and the specific assertions examined. An attestation has a defined scope; it should not be casually described as a full audit of every risk, a guarantee of uninterrupted redemption, or proof that assets will remain available in the future.

NYDFS guidance calls for a monthly independent CPA attestation covering end-of-period and at least one randomly selected day during the period. Its specified areas include reserve market value by asset class, outstanding units, adequacy, and whether reserve conditions were met. Those requirements apply to stablecoins under NYDFS supervision: NYDFS guidance.
Token supply visible on a blockchain does not independently prove off-chain bank balances or custody. The evidence chain depends on issuer reporting that connects token liabilities to reserve records, and on the accountant’s examination of the defined assertions. The SEC has discussed “proof of reserves” in the context of covered stablecoins; that context does not make every issuer’s proof-of-reserves presentation equivalent to a comprehensive audit: SEC statement on covered stablecoins.

A reserve may appear sufficient while an individual holder has no direct route to redeem with the issuer. Read the applicable redemption policy and check who may redeem directly, the timing, any fees, and eligibility or onboarding conditions. Buying or selling a token on a secondary market is not the same thing as having a direct issuer redemption right.
NYDFS guidance calls for clear redemption policies and describes par redemption for lawful holders subject to reasonable conditions. Its rules apply to issuers under its supervision; do not assume they govern a different issuer or jurisdiction: NYDFS guidance.

Use disclosures for the same general period where possible, and keep each figure attached to its date and definition. The Federal Reserve’s April 8, 2026 note reported, based on issuer attestations, approximately 1.04x total reserves per USDT in circulation, with approximately 0.74x in the note’s higher-quality categories; for USDC, it reported 1.0x backing in higher-quality reserves.
