To assess a crypto exchange’s sanctions policy, check which legal entity and jurisdictions it covers, who and what it screens, whether screening continues after signup, and how it investigates and resolves alerts. Look for details about governance, testing, training, and reporting. A public policy can show what an exchange says it does; it cannot by itself prove that the controls work or that the exchange complies with every applicable law.
What a sanctions policy can—and cannot—tell you
Sanctions obligations can apply to cryptocurrency transactions as well as fiat. The U.S. Treasury’s Office of Foreign Assets Control (OFAC) says virtual currency does not change the basic obligations for U.S. persons and others subject to OFAC jurisdiction. Under the applicable rules, property of a person on the Specially Designated Nationals and Blocked Persons List (SDN List), and of an entity owned 50 percent or more in aggregate by blocked persons, may need to be blocked. The details depend on the sanctions program and the facts. See OFAC FAQ 560.
Sanctions rules differ by jurisdiction, the exchange’s business model, and the specific service or customer involved. OFAC’s guidance is relevant to U.S. jurisdiction; the UK financial authorities’ joint statement describes the UK perspective. Neither should be treated as a universal legal opinion.
Think of a policy page as a description of claimed controls, not an effectiveness audit. A detailed disclosure is more useful than a bare assurance, but it does not establish that screening is current, configured correctly, consistently applied, or effective in practice.

Start with the exchange entity, service, and jurisdiction
An exchange brand may serve customers through different legal entities and products. Before evaluating its sanctions language, identify the entity named in the terms or disclosures, the country where your account is served, and the product you plan to use. Do not assume a statement published for one regional service applies to every customer worldwide.
Next, look for the legal regimes or sanctions lists the entity says it considers. A named list is a useful starting point, but it does not explain how often data is updated, whether existing customers are screened again, or how potential matches are investigated. Lists, laws, corporate entities, and exchange disclosures change; verify the latest official material for the relevant jurisdiction.
Check who and what the exchange screens
A meaningful disclosure should say more than “we screen users.” Check whether it describes screening across the customer relationship and relevant transaction activity.

- Customers and owners: Does the exchange screen account holders and, where relevant, beneficial owners or controlling parties?
- Counterparties and transactions: Does it explain whether it checks counterparties, transaction details, or other relevant activity?
- Wallet addresses: Does it describe screening digital or physical addresses when relevant to the service and risk?
- Location: Does it discuss geolocation or other measures for identifying access from prohibited or higher-risk places?
- Match quality: Does it address spelling variations, fuzzy matching, and the handling of false positives?
These are review questions, not a universal checklist of controls every provider must use in precisely the same way. OFAC says a compliance program should be risk-based and tailored to the business’s products, customers, counterparties, size, sophistication, and geographic footprint. Its virtual-currency industry guidance describes screening examples including customer data, transactions, addresses, geolocation, fuzzy logic, and rescreening.

Look for screening beyond onboarding
Sanctions lists and customer circumstances can change after account opening. Check whether the policy explains ongoing rescreening, how the exchange responds to list updates, and whether it reviews earlier activity when a new risk or listing warrants it. Also look for controls that respond to changes in customer information, transaction patterns, or geographic risk.
A policy that only describes onboarding checks leaves an important question unanswered: what happens after signup? The exact frequency and scope of ongoing screening should fit the exchange’s risk profile; a disclosure need not publish sensitive detection rules to explain its general approach.

Read for operational detail and accountability
Look for an explanation of how the exchange handles a potential match, rather than a general statement that it takes compliance seriously. Useful disclosures identify who owns the process, what happens to an affected transaction or account while a match is reviewed, and how decisions are documented and escalated.
- Alert handling: Does the exchange explain how staff investigate hits and distinguish likely matches from false positives?
- Disposition: Does it describe when activity may be rejected, blocked, or otherwise restricted, subject to applicable law?
- Escalation and reporting: Does it state when matters go to senior compliance staff or authorities, and how required reports are handled? Duties depend on the law and circumstances.
- Records: Does it explain recordkeeping at a useful level?
- Governance: Is responsibility assigned to senior leadership and appropriately empowered compliance staff?
- Testing and training: Does it describe how controls are tested, problems remedied, and relevant staff trained?
OFAC identifies five core elements of an effective sanctions compliance program: management commitment, risk assessment, internal controls, testing or auditing, and training. It also says there is no single program suitable for every business. As OFAC puts it, “OFAC strongly encourages a risk-based approach to sanctions compliance because there is no single compliance program or solution suitable to every circumstance or business.” This statement appears in the U.S. Department of the Treasury’s Office of Foreign Assets Control, Sanctions Compliance Guidance for the Virtual Currency Industry (2021), p. 11.

Consider geographic and transaction risk indicators in context
The UK authorities identify possible indicators such as links to sanctioned or higher-risk jurisdictions, wallets associated with sanctioned or high-risk entities, risky exchanges or custodians, and tools that obscure location or the source of funds. They caution that indicators should be considered in context; a single signal is not by itself proof of a violation.
When reading a policy, look for how the exchange evaluates such indicators, including attempts to obscure location and the use of third-party services. A statement that the firm blocks a country may not explain how it detects access from that location or addresses evasion concerns.

An exchange may use internal systems, outside screening providers, blockchain analytics, or a combination. The important questions are whether the exchange explains its oversight of those tools, whether their coverage and limitations are understood, how rules are configured for the business’s risks, and how alerts lead to decisions by responsible staff.

OFAC does not require a particular in-house or third-party software product; tools can support an effective program. The FCA says it cannot recommend or endorse a specific anti-money-laundering tool. A vendor name or software claim is therefore not proof that a provider’s controls are adequate.
Use company disclosures as examples, not verification
For example, OKX Europe’s risk and compliance disclosure says it screens customers, including beneficial owners, against Hong Kong, OFAC, UN, and other government lists, and describes ongoing monitoring. That illustrates the kind of information an exchange may publish. It does not independently verify the coverage, configuration, or effectiveness of those controls.
Compare exchanges on the same evidence
If you are comparing providers, use the same questions for each one. This compares the quality and specificity of public disclosures; it does not certify legal compliance or safety.

What to make of newer, jurisdiction-specific rules
Sanctions requirements can change, and a rule aimed at a particular country or type of institution should not be generalized to all crypto exchanges. For example, OFAC FAQ 1250, released May 1, 2026, says Iranian digital asset exchanges meet the regulatory definition of Iranian financial institutions for the cited Iran rules and discusses blocking and reporting property within U.S. jurisdiction or in U.S. persons’ possession or control. This is a specific Iran-related example, not a general rule about foreign exchanges. See OFAC FAQ 1250.
