Win + E opens File Explorer by default in Windows 10 and Windows 11. To make it trigger a different action, use Microsoft PowerToys Keyboard Manager to remap the shortcut; the exact output you want must be supported by your installed version of PowerToys.
What Win + E does by default
Windows assigns Windows key + E to open File Explorer. Microsoft lists this shortcut for both Windows 10 and Windows 11 in its Windows keyboard-shortcut reference. If that is the action you want, no change is needed.
Remap Win + E with PowerToys Keyboard Manager
Microsoft documents PowerToys Keyboard Manager as a utility for remapping shortcuts. The general process is to assign Win + E as the input shortcut and select the output action you want. The available output choices and the way to specify them can depend on the installed PowerToys version, so check its interface and test the result.
- Install and open Microsoft PowerToys. Use a version that includes Keyboard Manager.
- Open Keyboard Manager. In PowerToys, select Keyboard Manager from the sidebar, then open the shortcut-remapping settings.
- Start a shortcut remap. Choose the option to remap a shortcut and set the input to Windows + E.
- Choose the output. Select or enter the action available for your intended result. If you want to launch a folder, app, or command and the interface offers a command-capable output, verify the required syntax for your PowerToys version rather than assuming one command format works for every target.
- Choose where it applies. Leave the optional target-app field empty for a global remap, or specify an application if the remap should apply only there. Microsoft describes Keyboard Manager remaps as supporting both global use and application targeting.
- Save and test. Try Win + E in the intended context. If it does not trigger the chosen action, check the mapping, output syntax, and target-app setting in PowerToys.

Choose between the default and a remap

Why changing a shortcut’s Target field is different
Win + E is a Windows shell shortcut, not simply a desktop shortcut whose Target field you can edit. Changing the Target field on a separate File Explorer shortcut does not, by itself, change what the Windows key + E combination does. Use Keyboard Manager for a shortcut remap instead of relying on desktop-shortcut edits or an unverified registry change.
