To change who can use an RDS collection, edit its User groups list in Server Manager. To grant access on just one server, change that host’s RDP-Tcp permissions or Remote Desktop Users group instead. These are separate access layers: a user may be listed in one and still be denied if a required logon right is missing or a deny policy applies.
Choose the right access scope
Remote Desktop Services access can be controlled at the collection level or on an individual host. Change the setting that matches the access you intend to grant or revoke.
| Setting | What it controls | Where to change it |
|---|---|---|
| Collection User groups | Access to the selected RDS collection | Server Manager on the RD Connection Broker |
| RDP-Tcp permissions or host-level Remote Desktop Users membership | Permission to connect to an individual server | Remote Desktop Services Configuration or the host’s local group settings |
Active Directory Domain Services (AD DS) is the source for domain users and groups used in an RDS deployment. Create or update the required domain identity there before adding it to a collection.

-
Confirm the user belongs to the intended collection group or the host’s Remote Desktop Users group, as appropriate.
-
Confirm the user or group has the Allow log on through Remote Desktop Services right. Microsoft states that successful RDS logon requires membership in Remote Desktop Users or Administrators and this allow right: Microsoft RDS authorization guidance.
-
Check whether Deny log on through Remote Desktop Services applies to the user or a group they belong to; a deny assignment can override the apparent allow.
-
Verify Remote Desktop is enabled on the host.
-
If collection membership is correct, inspect host-level group membership and user-rights assignments rather than changing unrelated collection settings.
