Windows 11 has no system-wide setting for choosing the default format of downloads. The website or application providing a download determines its format; Windows lets you choose which app opens files with an existing extension, while your browser controls options such as the download folder and PDF behavior.
If you want a file in a different format, use the website or source application to download or export that format, or convert the file afterward. Changing a Windows default app does not convert files.
What Windows 11 can change
Windows 11 can associate an existing extension with an application. For example, you can choose whether .pdf files open in Microsoft Edge, Google Chrome, Adobe Acrobat, or another installed PDF reader.
That association does not convert files or affect the format a website sends. If a website provides a JPEG image, changing the Windows .jpg association cannot make the site send a PNG file instead.

Change the default app for a downloaded file type
Use this when you want to change what happens after downloading—for example, opening PDFs in Adobe Acrobat instead of Edge. Windows 11 supports ordinary per-user default-app changes in Home, Pro, Enterprise, and Education editions.
- Open Settings with Windows + I.
- Go to Apps > Default apps.
- Enter the complete extension, including the period, in the search box. Examples include .pdf, .jpg, .zip, and .docx.
- Select the matching file-type result.
- Choose the application you want to use, then confirm the change if Windows asks.
This changes the association for that extension. It does not change the file’s contents, rename it, or alter the format of future downloads.
Change defaults by choosing an application
You can also start with the application rather than the extension:
- Open Settings > Apps > Default apps.
- Under Set defaults for applications, search for and select an application.
- Review the file types and link types listed for that application.
- Select a file type, choose the replacement application, and confirm.
To make Chrome your default browser, select Google Chrome in Default apps and choose Set default. Review the listed file types and link types if you want to change only particular associations.
Change the association from File Explorer
If you already have a file with the extension you want to configure, File Explorer provides a quicker route:
- Open File Explorer and locate a file, such as report.pdf.
- Right-click the file and select Open with.
- Choose another application. If the option is shown, enable Always use this app to open .[extension] files.
- Select OK.
This changes the association for that extension. It still does not change the file’s contents or make non-PDF downloads become PDFs.

Set the download folder in Google Chrome
If “download type” actually means where files are downloaded, change Chrome’s download location:
- Open Chrome.
- Select More ⋮ > Settings > Downloads.
- Next to the download location, select Change.
- Choose a folder and select Select Folder.
Chrome’s default Windows location, if unchanged, is \Users\<username>\Downloads. You can instead enable Ask where to save each file before downloading to choose a folder for every download.
Changing this location affects only where Chrome saves files. It does not affect whether a download is PDF, JPG, ZIP, or another format.
Make Chrome download PDFs instead of opening them
A PDF can open in Chrome without being saved as a downloaded file. Chrome has a separate PDF behavior setting:
- Open Chrome and select More ⋮ > Settings.
- Go to Privacy and security > Site Settings.
- Select Additional content settings > PDF documents.
- Choose Download PDFs.
Choose Open PDFs in Chrome if you prefer Chrome’s built-in viewer. This setting is independent of the Windows .pdf default app. You can configure Chrome to download a PDF and then have Windows open the saved PDF in Adobe Acrobat.
Stop Chrome from opening downloaded files automatically
Chrome can remember that a particular file type should open immediately after downloading. This is separate from Windows Default apps.

- Download a file of the affected type.
- Select Recent download history in Chrome.
- Right-click the downloaded file.
- If Always open files of this type is checked, select it to clear the checkmark.
Changing the Windows default application may not stop Chrome’s automatic post-download action. If Chrome continues opening a file immediately, check this setting as well.
How to actually change a file’s format
To create a different format, use the program that understands the original file:
- In an image editor, use Save as or Export to create PNG, JPG, WebP, or another image format.
- In Microsoft Word, use File > Save As or File > Export to create DOCX or PDF.
- For documents, use a reputable conversion tool that supports both the source and destination formats.
- For archives, use an archive utility to extract the files and create the required archive type.
Do not simply rename a suffix. Renaming image.jpg to image.png changes the filename, not the image encoding, and may make the file fail to open correctly.
For administrators: default-association deployment
Organizations can centrally configure which applications open file types, but this still does not control the format produced by browser downloads. DISM export and import commands are for associations used in Windows image deployment.

To import associations into a mounted Windows image:
Dism.exe /Image:C:\test\offline /Import-DefaultAppAssociations:F:\AppAssociations.xml

Other useful commands for a mounted image are:
- Dism.exe /Image:C:\test\offline /Get-DefaultAppAssociations
- Dism.exe /Image:C:\test\offline /Remove-DefaultAppAssociations
For managed devices, Group Policy uses Computer Configuration > Administrative Templates > Windows Components > File Explorer > Set a default associations configuration file. MDM uses ./Device/Vendor/MSFT/Policy/Config/ApplicationDefaults/DefaultAssociationsConfiguration. Microsoft lists Pro, Enterprise, Education, IoT Enterprise, and IoT Enterprise LTSC for this administrative policy; Windows 11 Home is not listed.
MDM takes precedence over Group Policy for this setting. Starting with Windows 11, version 22H2, the XML supports the Version attribute on DefaultAssociations and the Suggested attribute on individual Association elements. These control whether associations are reapplied at sign-in or only when the association version changes.
Association XML files should be refreshed for each major Windows version. Multiple imported XML files are not cumulative; merge the required associations into one file before importing. An association Windows infers because only one compatible application is installed might not appear in an exported file until you explicitly select it.

- Setting PDF to Acrobat and expecting every download to become a PDF: Acrobat opens existing PDFs; it does not convert other downloads.
- Changing the Downloads folder: This changes location only.
- Using Control Panel instructions: The primary Windows 11 path is Settings > Apps > Default apps.
- Using DISM for browser formats: DISM manages default application associations for deployment, not the format selected by a website.

How do I make downloaded PDFs open in Adobe Acrobat?
Go to Settings > Apps > Default apps, search for .pdf, select the result, and choose Adobe Acrobat. This affects PDF files, not other downloads.
How do I make Chrome download PDFs instead of opening them?
In Chrome, open More ⋮ > Settings > Privacy and security > Site Settings > Additional content settings > PDF documents, then select Download PDFs.
Why does Chrome still open a file after I changed the Windows default app?
Chrome may have its independent Always open files of this type option enabled. Open Recent download history, right-click the downloaded file, and clear that option.
Can renaming a file change its format?
No. Renaming a suffix changes the name only. Use an application’s Export or Save as function, or a suitable converter, to create a valid file in another format.
