You can change the icon for a Windows 11 app shortcut, an individual folder, or standard desktop icons such as This PC and Recycle Bin. Changing a shortcut changes only that shortcut—not the app’s embedded icon—so Start or a running taskbar button may continue to show the original icon.
This guide explains how to customize desktop shortcuts, folders, standard desktop icons, Start entries, and taskbar pins, plus how to use custom icons and troubleshoot common problems.
What you can and cannot change

Changing a shortcut changes its icon location, not the application executable. Windows may use the application’s embedded or registered icon for Start, File Explorer, or a running taskbar button.
Before you start: get a real icon file
The safest custom format is .ico. Do not rename a PNG or JPG file to .ico; changing the extension does not convert the image.

For a sharp result at different sizes, use a multi-resolution icon containing at least:
- 16 × 16 pixels
- 32 × 32 pixels
- 48 × 48 pixels
- 256 × 256 pixels
Windows can select an appropriate embedded size. If the icon contains only a small image, Windows may enlarge it and make it look blurry.
Keep the icon in a permanent location. If you move, rename, or delete the .ico file, the shortcut may display a blank or default icon. A folder such as C:\Users\YourName\Pictures\Icons is more reliable than a temporary Downloads folder.
Change an app icon on a desktop shortcut
Use these steps for a traditional Win32 program such as a desktop browser, utility, or game.

- Right-click the shortcut and select Properties.
- Open the Shortcut tab.
- Select Change Icon….
- Choose an icon from the list, or select Browse… to locate an
.icofile, executable with icon resources, or DLL with icon resources. - Select OK.
- Select Apply, then OK.
The shortcut should now show the new icon. If it does not refresh, see the icon-cache instructions later in this guide.
Use an icon stored in Windows
In the Change Icon window, enter one of these paths in Look for icons in this file:
%SystemRoot%\System32\imageres.dll
or:
%SystemRoot%\System32\shell32.dll
Press Enter, select an icon, and then select OK > Apply > OK. Available icons and their positions can differ between Windows builds, so choose by preview rather than relying on an icon number.
Create a shortcut if you do not have one
Drag an app from Start to the desktop
- Open Start.
- Select All or All apps, depending on the Start layout shown on your PC.
- Find the application.
- Drag the application from the list onto the desktop.
- Right-click the new shortcut and select Properties.
- Open Shortcut > Change Icon… and choose the replacement icon.
Use the New Shortcut wizard
- Right-click an empty area of the desktop.
- Select New > Shortcut.
- Enter the path to the application, file, folder, or webpage.
- Select Next.
- Enter a name for the shortcut and select Finish.
- Right-click the new shortcut and select Properties.
- Use Shortcut > Change Icon….
If you need the path to a desktop application, right-click its existing shortcut, select Properties, and copy the path from the Target box. Do not modify the target just to change the icon.

Change the icon of a folder
Windows 11 supports custom icons for individual file-system folders.
- Right-click the folder.
- Select Properties.
- Open the Customize tab.
- Select Change Icon….
- Select an icon from the list, or choose Browse… and select a valid
.icofile. - Select OK, then Apply and OK.
This changes only the selected folder. It does not replace the default folder icon for every folder in File Explorer. Windows stores folder customizations through folder metadata, commonly including a hidden desktop.ini file.
Why the Customize tab may be missing
Customize is a folder feature, not a universal icon editor. It may not appear for an application, document, shortcut, protected system location, or another object that Windows does not expose as a normal customizable folder.
Folder customizations can behave differently on redirected, synchronized, removable, or restricted locations. Reapply the setting through Properties > Customize > Change Icon… first. Avoid deleting desktop.ini unless you intentionally want to remove or rebuild the folder customization.
Change This PC, Recycle Bin, and other standard desktop icons
Use this method for This PC, Recycle Bin, Network, User’s Files, and Control Panel.
- Right-click an empty area of the desktop and select Personalize.
- Select Themes.
- Select Desktop icon settings.
- Select the desktop icon you want to edit.
- Select Change Icon….
- Choose an icon or select Browse… for a custom
.icofile. - Select OK, then Apply.
The same window lets you show or hide these standard icons. Clear Allow themes to change desktop icons if you do not want a Windows theme to replace your choices.
Put a custom icon on the taskbar
Windows 11 does not provide Change Icon directly on an existing taskbar pin. For a classic desktop application, try creating and customizing a shortcut first.
- Create a desktop shortcut for the application.
- Change its icon through Properties > Shortcut > Change Icon….
- Select Apply and close the Properties window.
- If the application is already pinned, right-click its taskbar icon and select Unpin from taskbar.
- Drag the customized desktop shortcut onto the taskbar.
This can change the icon shown for the pinned shortcut when the application is not running. It is not guaranteed to change the icon shown by the running application.

Why the taskbar icon can change back
A running Win32 program may identify itself through its executable or an AppUserModelID rather than through the .lnk shortcut used to launch it. Windows can therefore show:
- Your custom icon on the desktop shortcut.
- Your custom icon on the pinned shortcut while the app is closed.
- The application’s original registered or embedded icon after the app starts.
There is no supported Windows setting that forces every running Win32 taskbar button to use a different shortcut icon. Packaged Microsoft Store apps and applications with explicit AppUserModelIDs may not follow the shortcut icon consistently.
Use a custom icon in Start
Windows 11 does not include a normal Start-menu command for editing the icon of an existing installed-app entry.
For a classic desktop application, create or modify a .lnk shortcut and use that shortcut as the Start or taskbar entry where Windows permits it. A shortcut has its own icon location and can display a custom image.
Packaged applications generally obtain their Start icon from registered package assets. A custom desktop shortcut may work as a separate launcher, but it does not rewrite the package’s registered icon. The built-in Start areas—Pinned, All, and Recommended—do not provide a general icon-editing control.
Microsoft Store and packaged apps
Store apps do not always behave like ordinary programs installed as accessible .exe files. Their executables may be protected, stored in restricted package locations, or replaced during updates. Their icons normally come from the package’s registered assets.
You can try creating a separate desktop shortcut and assigning it a custom icon, but Windows may still use the package identity and original registered icon in Start or on the running taskbar button. Do not replace files inside a Store app’s installation directory. Permissions may block the change, and an update or repair operation can undo it.
Can you replace the icon inside an EXE?
Not with a built-in Windows 11 command. Replacing an application’s embedded icon requires modifying the executable with a third-party resource editor or rebuilding the application.

That approach has several risks:
- Modifying the file can break its digital signature.
- Windows SmartScreen or security software may treat the changed file differently.
- An application update or repair installation can restore the original file.
- Protected or packaged applications may not be editable.
- A damaged resource can prevent the application from launching correctly.
For normal personalization, change the shortcut instead. This leaves the installed program untouched.
Troubleshooting custom icons
“Change Icon…” is missing
Check the item you selected:
- Application shortcut: open Properties > Shortcut.
- Folder: open Properties > Customize.
- Original EXE or document: create a shortcut and edit that shortcut.
- Taskbar button: unpin it and customize a shortcut before pinning it again.
- Packaged app: Windows may not expose a supported icon-editing option.
The new icon does not appear
Windows may be showing a cached copy. Save your work before clearing the cache, because Windows Explorer will be stopped and restarted.
- Press Ctrl + Shift + Esc to open Task Manager.
- In Processes, right-click Windows Explorer and select End task.
- In Task Manager, select File > Run new task.
- Enter
cmd.exe. - Enable the option to create the task with administrative privileges, then run it.
- Enter these commands:
CD /d %userprofile%\AppData\Local
DEL IconCache.db /a
- In Task Manager, select File > Run new task again.
- Enter
explorer.exeand press Enter.
Windows Explorer will rebuild the icon cache as needed. If the icon is still missing, verify that the shortcut points to an existing icon resource and that the file is a genuine .ico if you selected one.

Blank icons can result from a damaged icon cache or an IconHandler registration problem. First repeat the cache-clearing procedure above. Then open the shortcut’s Properties and select the icon again, making sure the icon file has not been moved or deleted.
The folder icon keeps disappearing
Folder appearance depends on folder metadata and desktop.ini. Reapply the icon through Properties > Customize > Change Icon…. If the folder is synchronized, removable, redirected, or subject to permission restrictions, test the procedure on a normal local folder to see whether the location is the cause.
The taskbar icon reverts after launching
This usually indicates an application-identity limitation, not a failed shortcut edit. The running process is supplying its own registered icon or AppUserModelID. Windows does not offer a supported way to force that running button to use a different .lnk icon.
Common mistakes to avoid

FAQ
Can I change an app icon without changing the program?
Yes. Create or use a shortcut, then open Properties > Shortcut > Change Icon…. This changes the shortcut while leaving the installed application untouched.
Why is Change Icon missing in Windows 11?
You may have selected the original EXE, a document, a taskbar button, or a packaged app instead of a shortcut. Create a shortcut and open its Properties > Shortcut tab.
Can I change the icon for every folder in Windows 11?
Not through supported Windows 11 settings. You can customize individual folders through Properties > Customize > Change Icon….
Why does my custom taskbar icon revert when the app opens?
The running application can use its executable’s registered icon or AppUserModelID rather than the shortcut’s icon. Windows does not provide a supported setting to force the running taskbar button to use the shortcut image.
