Runs with the same group key compete: the newer run can cancel the active one, so choose a key that groups only work you intend to supersede.
Configure a concurrency group for the workflow
For CI that should keep only the latest run for each workflow and ref, add this block at the top level of your workflow file:

- run: ./run-tests.shThe group combines the workflow name with the ref. A later run in that same group can cancel the in-progress run, while runs for other workflows or refs use different groups. See GitHub’s concurrency documentation for the configuration syntax and behavior.
Choose the right grouping boundary
The group key defines what GitHub treats as interchangeable. Concurrency groups are case-insensitive, and workflows or jobs that use the same group can interact even if they are defined in different workflow files. Avoid a broad fixed key such as ci unless you deliberately want every matching run in the repository to compete.

- Per workflow and ref:
${{ github.workflow }}-${{ github.ref }}keeps separate workflows and refs apart. - Per pull-request head branch: use
github.head_refwhen runs should compete based on the source branch rather than the pull-request merge ref. - For events without a head branch: provide a fallback, for example
${{ github.head_ref || github.run_id }}. The unique run ID prevents events with nohead_reffrom sharing an unintended empty group.
Use a key matching the resource being protected: a workflow, branch, pull request, or shared job. GitHub’s examples and context guidance explain the event-dependent values.
Decide whether to cancel, replace pending work, or queue it
Concurrency without cancel-in-progress: true still limits a group to one active workflow or job, but a newly queued run replaces the group’s existing pending run by default; the active run continues. Adding cancel-in-progress: true allows a new run entering the group to cancel the active one as well.

The 100-pending-run limit is documented in GitHub’s Actions limits page; GitHub notes that limits can change. queue: max cannot be combined with cancel-in-progress: true; using both causes workflow validation to fail. Queue order is based on when runs start waiting, and GitHub does not guarantee strict ordering.
Choose workflow-level or job-level concurrency
A top-level concurrency block governs whole workflow runs. Use jobs.<job_id>.concurrency when only one job needs to be serialized or canceled. Job-level concurrency is useful when unrelated jobs in the same workflow should continue while that specific job waits or is superseded.

When cancellation is a poor fit
Canceling is useful for disposable checks whose results are outdated by later commits. It can be unsafe for work with side effects that must finish, including deployments, database migrations, and releases. For those tasks, choose queueing when every run must execute, and do not assume the queued runs will start in strict FIFO order.
