It is not guaranteed to connect, however. If it does not connect promptly, use another working phone or a landline rather than spending time troubleshooting billing. If the call connects, give the call taker your exact location right away; a call from a phone without active service may not send location information, and the center may not be able to call you back.
What to do in an emergency

Call 911 from the available wireless phone. A suspended account does not necessarily prevent an emergency call, but the handset still needs power and a usable compatible cellular signal.

If it does not connect promptly, switch to another option. If it is safe, you can move to a place with better signal; otherwise, use another person’s working phone or a landline immediately. Do not delay getting help to resolve an account or billing issue.

Give your exact location as soon as the call is answered. State the address, apartment or room number, and useful nearby landmarks. Do not assume the 911 center received your location automatically.

Explain what happened and what help is needed. Answer the call taker’s questions, provide a callback number if you have one, stay on the line, and follow instructions.
Can a cell phone with no active service call 911?
According to the National 911 Program, wireless phones can call 911 even if they are not subscribed to or supported by a particular carrier. That is general guidance, not a guarantee for every suspended account, handset, carrier, or location. The phone needs power and access to a compatible cellular network with usable signal. Federal rules require covered wireless providers to transmit 911 calls to emergency call centers, but those requirements cannot make an unavailable network signal or an inoperable phone work. See the National 911 Program’s FAQ and 47 CFR § 9.10.

Why location and call-back details matter
The National 911 Program warns that calls from phones without active service do not deliver the caller’s location to the 911 center, and the center cannot call those phones back to find the caller’s location or learn more about the emergency. Tell the call taker where you are before giving other details whenever possible. If the call drops, try 911 again or reach emergency services from another working phone.
Can you text 911 without phone service?
Do not assume text-to-911 will work. Availability depends on the local 911 center, and the National 911 Program advises using text only when voice calling is not possible and the local center accepts texts. If you receive an automatic notice that texting is unavailable, contact emergency services another way. The FAQ reports that more than half of public safety answering points (PSAPs) supported text-to-911 based on 2021 data; that is a dated figure, not a current nationwide rate. Availability varies substantially by location.

What if you use internet or VoIP phone service?
Interconnected VoIP service has its own 911 requirements and limitations. A provider may rely on a registered physical address to locate you, so update that address if the device moves. A VoIP call can also be affected by broadband failure, power loss, non-native phone numbers, or delays in updating location records. The Federal Communications Commission’s rules address these issues in 47 CFR § 9.11; the National 911 Program also explains VoIP location registration in its FAQ. Do not treat an unspecified app or Wi-Fi calling service as a universal substitute for a working emergency call.
Do not test a suspended phone by calling 911
If there is no emergency and you want to check a phone’s emergency-calling capability, do not dial 911 as a test. The National 911 Program says to contact your local 911 center using its non-emergency number to arrange a test call.

What national guidance cannot tell you
National guidance does not establish what every carrier means by a suspended account, whether a particular phone is compatible with a nearby network, or whether a particular local center accepts texts. For account-specific questions, contact your carrier when it is safe to do so. In an urgent situation, call 911 or use another available working phone instead of waiting for carrier support.
