A winning development and test team is organized around a shared product outcome, not a handoff from developers to a separate testing queue. Give the team the skills and authority to build, verify, and improve a usable increment; make quality a shared responsibility; and shorten the time between a change and useful feedback. The right staffing pattern depends on the product and its constraints—there is no universally proven tester-to-developer ratio or team chart.
Start with an outcome and a complete slice of work
Define the user or business outcome the team is responsible for, then organize its work so it can deliver a small, coherent increment and learn from the result. A team that can implement only one layer of a feature, but must wait on several other groups to test or release it, has responsibility without enough control to deliver the outcome.
This is consistent with the November 2020 Scrum Guide: a Scrum Team is cross-functional and self-managing, with collective accountability for creating a valuable, useful increment. Scrum describes one Product Owner, one Scrum Master, and Developers, with no sub-teams or hierarchies. “Developers” is the Guide’s inclusive term for people who create any aspect of a usable increment; it does not exclude testing or other specialist skills.
Scrum Teams are typically 10 or fewer people, according to the Guide. Treat that as framework guidance, not a universal ideal size. Choose a team small enough to collaborate directly but with the skills and capacity to complete its product work; the appropriate composition depends on the domain, system boundaries, and work involved.

Make accountability explicit without making testing someone else’s queue
Clear accountability prevents quality work from falling between roles. In Scrum, the Product Owner is accountable for maximizing product value and effective Product Backlog management. Developers create the Sprint plan, uphold quality through a Definition of Done, adapt their work toward the Sprint Goal, and hold one another accountable. The Scrum Master is accountable for Scrum being understood and used and for improving the team’s effectiveness.
These accountabilities do not make the Product Owner the sole decider of every implementation detail, or make a tester solely responsible for quality. Keep specialist testing expertise available, but involve it while work is being shaped and built: review risks, clarify examples and acceptance expectations, design useful checks, and explore the working product. The whole team remains responsible for a useful increment.
Build quality into the delivery workflow
Use fast automated checks for frequent feedback
Automate repeatable checks and run them in the delivery pipeline so a developer can see failures while the change is still fresh. Unit tests can check isolated code; acceptance tests can exercise a running application or service. Keep suites reliable and maintain them as the product changes. DORA recommends feedback in less than ten minutes on local workstations and in CI; use that as a feedback-time target, not as proof that a short suite covers every important risk.
Make failures easy for developers and testers to investigate together. If a separate group owns test automation but is distant from the code and cannot readily fix failures, automation can become another handoff rather than a source of fast feedback. Treat the ability to create, understand, and maintain useful automated checks as a team capability.

Keep exploratory, usability, and acceptance evaluation in the process
Automation is not a replacement for exploratory or usability testing. Use those approaches throughout delivery to investigate behavior, discover risks the scripted checks do not cover, and assess whether the product works for people. Do not defer all testing until a feature is “finished”: late, separate regression cycles lengthen feedback and can make quality feel like a downstream responsibility.
Agree what “done” means
Make the Definition of Done concrete enough to guide implementation and review. It should explain the quality conditions the team expects before calling an increment complete, including relevant verification. Revisit it when the product’s risks or delivery practices change. A Definition of Done is useful only if the team can meet it consistently and failures lead to investigation and improvement, not pressure to waive the checks.
Choose a structure by how work actually flows
A centralized test group, embedded test specialists, and a cross-functional product team can all exist in different organizations. The sources do not establish one staffing pattern as universally best. Compare structures by the delays, dependencies, and quality work they create:

| Can work be validated without a shared test environment? | Identify how much validation depends on an integrated environment and whether that need creates a queue. |
| Can the team complete a product outcome? | Trace dependencies on other teams for design approval, implementation, testing, and release. |
Use the answers to improve the flow, not to rank teams without context. A specialist tester can be valuable in any structure; the key is whether testing knowledge reaches the work early enough and whether responsibility for quality remains connected to implementation.

Improve autonomy by addressing architecture and organization together
A team is more autonomous when it can make design changes without external permission, complete work without fine-grained coordination, and test and deploy independently of other services. Organizational boundaries alone cannot produce that autonomy if the system requires synchronized releases or a shared integrated test environment. Likewise, a microservices or service-oriented label does not prove that teams can independently test and deploy.
Look for concrete signs of dependency: the share of design changes requiring outside approval; the share of releases coordinated with other services; how much validation requires a shared environment; coordination hours and handoff counts; review and approval wait times; and whether teams can test and deploy independently. Use these measures to locate constraints and guide changes to both the system and the team boundaries.
DORA’s continuous-delivery page attributes a finding to its 2021 report: elite teams meeting reliability targets were three times more likely than low-performing teams to have adopted loosely coupled architecture. That is a reported association between those populations, not proof that architecture alone causes better performance.
Give teams context and room to learn from users
Start with the user problem or business outcome rather than only handing developers a pre-written story. Leaders should provide the goal, useful outcome measures, and constraints; teams need room to test ideas, revise specifications as they learn, and change stories without unnecessary outside permission. Autonomy is not absence of goals or accountability.

A practical learning loop is to agree on the outcome, make a small change or prototype, observe how users respond, and incorporate what the team learns into the next decision. Treat this as an application of the guidance, not as a required ceremony. It helps teams distinguish activity—such as completing a fixed list of tickets—from progress toward a useful result.
Support the workflow with the right engineering practices
Continuous delivery is a socio-technical capability, not a tool purchase. Version control, CI, continuous testing, test-data management, monitoring and observability, security in design and testing, and close collaboration all contribute. Increasing release frequency without improving architecture and process can raise failure rates and burnout rather than create sustainable delivery.
Microsoft’s overview of software development teams also discusses agile and DevOps practices, CI/CD, version control, automated tests, peer review, collaboration standards, built-in security, and continuous learning; it names GitHub and Azure DevOps as examples of workflow resources. Those examples are Microsoft’s, not an independent comparison or endorsement. Choose tools based on the workflow and constraints your team needs to address.

Common team problems and what to change
- Testing begins after implementation. Bring testing expertise into planning and implementation, add fast automated feedback, and schedule exploratory and usability work during delivery.
- The test suite is slow or unreliable. Identify which checks create the delay or false alarms, improve them, and keep feedback fast enough to guide the person making the change.
- Automation failures become someone else’s ticket. Put diagnosis and maintenance closer to the code and make it practical for developers and testers to fix checks together.
- Releases wait on another service or group. Track approvals, coordination, handoffs, and shared-environment dependencies; address the system and organizational constraints behind the waiting.
- The team completes tickets but misses the user need. Reconnect work to an outcome, observe user response, and allow the team to revise the plan as evidence changes.
- More frequent releases create stress or failures. Do not increase release frequency in isolation; improve architecture, testing, security, observability, and delivery practices as part of the change.
A practical way to begin
- Name the outcome. State which user or business problem the team is accountable for improving and what constraints leaders set.
- Map one increment end to end. Follow a representative change from shaping through implementation, verification, release, and user learning. Mark every queue, handoff, approval, and shared dependency.
- Agree on quality expectations. Define what must be true for the increment to be done, including relevant automated and human evaluation.
- Shorten the feedback loop. Prioritize fast, reliable checks and make failures understandable and fixable by the people doing the work.
- Choose one constraint to improve. Use waiting time, coordination, test-environment dependence, or deployment coupling to identify a specific bottleneck rather than reorganizing by instinct.
- Review the result with users and the team. Use what was learned to adjust both the product and the workflow.
The goal is not to maximize a particular role count, test volume, or release frequency. It is to give a team clear outcomes, enough cross-functional skill, timely quality feedback, and boundaries that let it deliver and learn without avoidable queues.
