Build a self-service developer platform as an internal product: start with a high-friction developer journey, make one common task easier to complete independently, then improve and expand the platform using feedback and outcome measures. A portal can provide a useful interface, but the platform is the capabilities and workflows behind it.

What a self-service developer platform is—and what it is not

Platform engineering combines technical capabilities with the way teams work. DORA describes it as a sociotechnical discipline concerned with team interactions as well as automation, self-service, and repeatability. Its purpose is to help application teams build, test, and deploy securely, reliably, and compliantly.

An internal developer portal is one possible interface for discovering and accessing platform capabilities; it is not the whole platform. The platform also includes the services, workflows, integrations, and operational support that make a task possible. A CNCF-hosted practitioner article presents a five-plane architecture as one reference model, with developer-facing control, security, and resource concerns connected through orchestration. Treat that as an example, not a universal standard: the components depend on your existing systems and constraints.

For transformation leaders, this distinction matters: the aim is not standardization for its own sake. Gartner’s public abstract frames the goal as a compelling self-service, platform-as-product experience that reduces friction and cognitive load. The full report is access restricted, so that distinction should not be taken as evidence for further Gartner recommendations.

Start with a developer journey, not a platform shopping list

Choose a real workflow and follow it from the developer’s point of view. DORA recommends mapping critical journeys to find friction before building a minimum viable platform. Useful candidates include starting a service, provisioning a dependency, deploying a change, or diagnosing a production problem.

  1. Observe the current path. Trace the steps developers take, including tools, approvals, handoffs, and support requests. Look for repeated waits, unclear ownership, and decisions that require specialist knowledge.
  2. Find the costly friction. Identify where the workflow stalls or creates avoidable cognitive load. Distinguish a repeated problem from an isolated complaint; the first platform capability should address a need shared by a meaningful group of teams.
  3. Pick one outcome to improve. Define what a better journey means—for example, completing a routine task without a manual handoff, or making failure states easier to diagnose. Establish how you will observe that outcome before implementation.
  4. Keep the first release narrow. Deliver just enough platform capability to improve the chosen workflow. Avoid trying to cover every team, tool, and exception in an initial launch.

Build a supported self-service path

A golden path is a supported, reusable workflow for common work—not a mandate that every team use an identical stack. Package the shared service or automation with instructions and the controls needed to complete the target task securely and reliably.

  • Make the task discoverable. Give developers a clear way to find the capability, whether through a portal or another interface that fits their work.
  • Make the result understandable. Confirm success visibly, and explain failures in actionable terms so a developer can decide what to do next instead of filing a vague support request.
  • Build in appropriate controls. Include the security and reliability requirements relevant to the workflow rather than leaving developers to discover them late in the process.
  • Provide extension points. Define clear interfaces for other teams to contribute specialized capabilities. Without extensibility, every exception can become a queue for the central platform team.

The right implementation depends on your organization’s stack, constraints, and existing systems. There is no universal architecture or vendor winner established by the cited material. Compare candidate approaches against journey coverage, genuine self-service, system fit, security and governance, extensibility, operating ownership, task feedback, and measurable user outcomes.

Develop the platform across five independent dimensions

The CNCF TAG App Delivery maturity model identifies five dimensions and emphasizes that they can progress on different timelines. Use them to find gaps and guide iteration, not as a one-size-fits-all maturity scorecard.

Dimension What to consider
Investment Whether the organization sustains the time and resources needed to develop the platform as a product.
Adoption Whether teams choose to use platform capabilities because they offer clear value.
Interfaces Whether developers can discover and use capabilities through interfaces suited to their work.
Operations Whether the platform is operated and maintained as a dependable service.
Measurement Whether quantitative signals and qualitative learning inform platform changes.

The framework cautions that platform design depends on the needs of a particular project, organization, and time and place. A team may be strong in one dimension and still need work in another; progress is iterative rather than a single launch milestone.

Operate it as an internal product

Assign clear product responsibility for the platform and its roadmap. That does not mean the platform team must build every capability itself: it means someone is accountable for understanding user needs, deciding what to improve, and ensuring the service remains useful and supportable.

  1. Maintain a roadmap around user needs. Prioritize recurring friction and shared workflows rather than accumulating features because they are technically available.
  2. Invite and act on feedback. Collect developer feedback about task outcomes, confusing steps, and unmet needs. Make it clear how teams can report problems and suggest improvements.
  3. Review operational ownership. Establish who maintains each capability and how failures or changes will be handled. A self-service interface is not useful if its underlying service is unsupported.
  4. Revisit the journey. As tools and team needs change, check whether the workflow still solves the original problem and adapt the platform accordingly.

Measure whether developers are better off

Adoption is a useful signal, but it is not proof of a good experience or a successful transformation. Pair usage with evidence about whether developers can complete tasks independently, how long common journeys take, where support requests recur, and what users say about the experience. Combine quantitative measures with qualitative feedback so you can learn both how often a path is used and why it succeeds or fails.

DORA’s current platform engineering page attributes two figures to its research: in 2025, 90% of organizations reported using an internal developer platform and 76% reported having dedicated platform teams. These are reported findings for 2025, not a forecast or expected outcome for an individual organization. The page also cites a 5% improvement in productivity at both team and individual levels associated with developer independence in DORA’s 2024 research; that association should not be treated as a guaranteed result of launching a platform.

Common ways platform efforts go off course

  • Building a portal before solving a workflow. An interface cannot compensate for missing or unreliable capabilities behind it. Begin with the task and the friction to remove.
  • Trying to standardize everything. Shared paths should make common work easier, while clear extension points allow teams to address legitimate differences.
  • Treating launch as completion. The platform needs ongoing investment, operations, adoption work, and measurement; its usefulness depends on how well it changes with user needs.
  • Counting usage alone. A high usage figure does not reveal whether developers finish tasks independently, encounter recurring problems, or find the experience helpful.
  • Centralizing every contribution. If only one team can extend the platform, it can become a bottleneck. Define interfaces that let other teams contribute specialized capabilities.
