Build a research budget from the work the project must do, then make explicit what changes if the award is smaller, later, or revised. Start with the current funder and institutional rules; cost each activity with a traceable calculation; explain the significant costs; and prepare practical alternatives without assuming that any expense or rebudgeting change is automatically allowed.
Start with the rules that control this budget
Before estimating costs, read the current funding opportunity and application instructions. For an existing award, also check its terms and conditions. Your institution’s costing policy matters too: the sponsor may set eligibility and format requirements, while the institution may determine salary rates, indirect-cost treatment, and internal approvals.
Make a short rules checklist before building the spreadsheet:
- Which costs are eligible, and which are excluded?
- What is the maximum award, and is it stated as direct cost, total cost, or another basis?
- How must indirect costs be calculated and presented?
- Are matching funds or cost sharing required?
- What are the budget periods and submission format?
- Which changes after award require prior approval?
NIH cautions that its general budgeting tips do not replace the instructions for a particular application: NIH: Develop Your Budget. Simon Fraser University likewise advises applicants to follow the funding opportunity’s guidance: SFU: Develop a Research Budget. Rules vary by sponsor, call, institution, and country, so do not reuse an old template without checking it against the active requirements.

Turn the research plan into costed work
Build the budget from the work plan rather than starting with a round total or a generic percentage. For each aim or work package, list the tasks, milestones, timing, and resources needed. Depending on the project, those resources may include staff effort, equipment, supplies, specialist services, travel, data access, or other project-specific costs.
Estimate quantities and rates that can be explained. For example, connect a staff request to the role, level of effort, and project period; connect a supply request to the planned activity and estimated quantity. If an existing institutional resource can meet a need, explain why an additional purchase is necessary when that justification is relevant to the application.
The budget and scope should tell the same story. If the available amount cannot support all proposed work, revise the work plan openly instead of relying on unsupported estimates or leaving a hidden shortfall. NIH’s guidance recommends keeping detailed calculations even when the application form does not require every calculation: NIH: Develop Your Budget.

Keep a full-cost model and a calculation trail
Distinguish direct costs—expenses specifically assignable to the project—from indirect costs, also called facilities-and-administration costs in some US settings. Calculate and present both according to the sponsor’s written instructions and your institution’s policy. Some sponsors or institutions may require indirect costs to appear separately; other permitted formats may embed them in line items. Follow the applicable rule rather than choosing a format for convenience.

Record assumptions such as staff effort, pay basis, inflation, VAT, exchange rates, procurement timing, and equipment delivery. Use current institutional rates where applicable and date the assumptions so they can be reviewed if costs or timing change. WHO/TDR describes pre-award finance support for cost factors including inflation, VAT, and exchange rates in its case studies: WHO/TDR: Five Keys to Improving Research Costing and Pricing.
A simplified submission form does not remove the value of a detailed internal model. It gives the research team and administrators a basis for checking the totals, explaining the request, and updating assumptions.

Do not mistake examples for portable rates
Published examples can illustrate how a calculation works, but they are not default rates for another award:
- SFU illustrates a 25% indirect-cost calculation on $201,000 in direct costs, producing $251,250 in total costs. That is an example on the university’s guidance page, not a recommended rate for other institutions or sponsors: SFU: Develop a Research Budget.
- Research Ireland’s 2026 interim policy allows up to 30% overhead in the absence of other guidance, subject to its defined eligible direct costs and exclusions. It applies to that policy context, not to grants generally: Research Ireland: Grant Budget Policy (Interim), 2026.
- NIH’s modular format uses $25,000 direct-cost modules and permits up to $250,000 in annual direct costs for specified applications. Eligibility depends on the activity code and opportunity; consult the current NIH guidance and the specific notice: NIH: Modular Research Grant Applications.
Cost each period and justify the request
Lay out costs by budget period, and by quarter where it helps reveal timing. A total that looks adequate across the full award may still be difficult to manage if staff, equipment, or contracted work must be paid before funds arrive. Make one-time purchases and recurring costs easy to distinguish, and show when major commitments are expected.
Write the justification alongside the figures. For each substantial item, explain its link to the research, who will perform the work and for how long, and how the quantity or amount was estimated. Keep justifications in the same order as the budget so a reviewer can match an explanation to a line item. Research Ireland’s policy advises this ordering and requests details on staff roles and substantial equipment requests: Research Ireland: Grant Budget Policy (Interim), 2026.

Plan what changes under different funding conditions
Scenario planning is a useful internal resilience tool, not a universal funder-mandated format. Where funding uncertainty is material, map the requested plan, a reduced-award plan, and a delayed-start or delayed-cash plan. For each, make the implications concrete:
- Protected work: Identify the essential aims, milestones, and minimum staffing needed to preserve a credible project.
- Separable or deferrable work: Identify activities that can be postponed, reduced, or removed without undermining the core work, along with their dependencies.
- Schedule consequences: Show which milestones move if recruitment, purchasing, or cash availability is delayed.
- Revised costs: Recalculate the changed scope and periods using eligible costs and the sponsor’s required format; do not simply cut every line by the same percentage.
Use these alternatives to make decisions and explain them, not to imply that a funder has approved a future change. Any revision to an awarded budget must meet that award’s terms and any required approval process.
Separate cost, cash timing, and permission
These are related but distinct questions: whether the project’s costs fit the award, whether cash will be available when bills fall due, and whether the team is permitted to move money between categories. WHO/TDR case studies discuss funding arrangements that include tranches or retrospective payment and describe regular category-level reporting to help prevent over- or underspending: WHO/TDR: Five Keys to Improving Research Costing and Pricing. Forecast cash needs as well as total costs, and check the award conditions before committing to a change.

Do not add a contingency reserve just because funding might change. A reserve is not automatically eligible, and the cited guidance does not establish a universal reserve percentage. Ask the funder or your research office whether a contingency is permitted and how it must be documented.
Monitor the award and revise with controls
After an award begins, compare spending and commitments with the approved budget by category and period. Forecast likely remaining costs and variances rather than waiting until the end of the project to notice a shortfall. Review the forecast with research-finance staff, especially before a major purchase, staffing change, or schedule shift.
Before reallocating funds or changing scope, check whether the sponsor or institution requires approval. A budget may appear flexible in a spreadsheet while remaining restricted by award conditions. NIH’s policy describes budget controls and award-specific requirements: NIH Grants Policy Statement, Section 5.4. Research Ireland’s policy is a further example of sponsor-specific budget rules: Research Ireland: Grant Budget Policy (Interim), 2026.
How should I draft the budget section in the proposal?
