Build a rising-cost budget from the money your household actually takes home and what it actually spends—not from old price assumptions or a one-size-fits-all percentage. Track several months of expenses, account for bills that arrive only once or a few times a year, update amounts using your own bills and receipts, then decide what can realistically change.

This guide uses U.S. data and resources. If you live elsewhere, apply the same method with your local currency, prices, and national statistics.

What rising prices mean for your budget

Prices do not move in lockstep across every category, and a national inflation figure is not a personal cost-of-living adjustment. As of October 4, 2026, the latest available U.S. CPI release was for August: the Bureau of Labor Statistics (BLS) reported that the CPI-U all-items index rose 3.4% from August 2025 to August 2026, not seasonally adjusted. Food rose 2.7% and food at home rose 2.2% over the same 12 months, also not seasonally adjusted. For the single month from July to August 2026, the seasonally adjusted all-items index rose 0.4%. These are U.S. national averages, not predictions of what your rent, groceries, or utility bill will do. September 2026 CPI was scheduled for release on October 14, 2026, so check the BLS CPI Home for a newer release if reading this after that date.

The CPI measures price changes for a representative basket of consumer goods and services. Your household’s mix of purchases, location, and specific bills can differ from that basket. Use the figures for context, then set your budget amounts from current statements, receipts, renewal notices, and local prices. A slower increase in prices does not mean prices have fallen; it means they are rising more slowly.

Build the budget from actual take-home pay and spending

1. Start with income after deductions

Use the money that reaches your household after payroll deductions, not gross salary. If income varies, choose a conservative estimate that makes sense for your circumstances and state the assumption you used; there is no single averaging method that fits everyone. BLS distinguishes nominal income—the amount received—from real income, which accounts for changes in purchasing power. A raise smaller than inflation can mean reduced purchasing power, but CPI alone cannot determine how your own pay or spending power has changed. See BLS: Income and the Consumer Price Index.

2. Reconstruct what you really spend

Review several months of checking-account and credit-card activity. Add cash purchases from receipts or a brief handwritten log. Categorize housing, utilities, food, transportation, health care, debt payments, childcare or dependent support, savings, and discretionary purchases as relevant to your household. Include every expense, even if the amount is inconvenient or varies. The CFPB advises: “Don’t edit your budget to reflect what you ‘could’ or ‘should’ be spending.” First record the as-is picture; decide what to change only after you can see it.

Choose a tracking method you can keep up with. Account-history review is convenient for card and bank payments, but it can miss cash. A spreadsheet or digital tracker can make categorizing easier; check privacy and data-sharing terms before connecting financial accounts. A notebook or budget planner works for recording cash purchases by hand. You can also use the CFPB’s free spending tracker and budgeting resources, along with saved receipts. No paid product is required.

3. Include bills that do not arrive monthly

List predictable irregular costs alongside ordinary bills. The CFPB specifically calls out insurance, medical costs, school expenses, family support, seasonal and recreation costs, gifts, charity, and vacations. It also recommends a miscellaneous category for costs that do not fit neatly elsewhere. For a predictable annual bill, dividing the expected total by 12 is a straightforward way to estimate its monthly share; keep the actual due date visible so you know when cash must be available.

The CFPB’s monthly household budget worksheet and teacher guide illustrate separating needs, savings, and wants. They were published as educational materials in Summer 2022; their sample prices are classroom examples, not current spending targets.

Update each category using your own costs

Compare current amounts against the last budget, bill by bill. Look at grocery receipts, utility statements, rent notices, fuel or transit spending, and insurance renewals. If a category has changed, use the amount actually charged or a realistic estimate supported by recent purchases—not the same inflation percentage applied across the whole budget. BLS publishes indexes for U.S. geographic areas, but neither a national nor local CPI index can tell you exactly what your household will pay.

  • Housing and utilities: Use the current rent or mortgage payment and recent utility bills; note any announced change separately.
  • Food: Compare several shopping trips or a month of receipts, since the mix of items matters as well as average prices.
  • Transportation and health: Check actual fuel, transit, prescription, appointment, and insurance costs, including less frequent payments.
  • Subscriptions and other recurring services: Verify the amount charged and whether the service is still useful to your household.

Prioritize, then balance the plan

Put essential needs and commitments first, then planned savings, then wants. This order helps reveal which expenses are necessary, which are adjustable, and which are optional without assuming that every household has the same priorities. The CFPB worksheet includes emergency savings and insurance among resources that can help protect future needs. Its framework is a way to organize decisions, not a fixed ratio that every income or household should follow.

Add the categories and compare planned outflow with take-home income. If the plan exceeds income, identify the size of the gap before making changes. Consider options you can genuinely control, such as changing a flexible purchase, comparing a recurring service, or checking eligibility for local assistance. Some households have little discretionary spending to reduce, so do not assume that an easy cut exists or that essential needs can always be lowered. If the gap remains, seek qualified local financial or benefits guidance rather than relying on a generic percentage rule.

Check the plan against the month that actually happened

At month’s end, compare the budget with account records and receipts. If the remaining balance differs from what you planned, look for cash spending you did not record, a missed irregular bill, or an estimate that no longer matches the amount charged. Update the next month’s figures. A budget is a working plan, not a promise that every month will have identical costs.
