Build an MVP to test one important assumption with a focused, usable experience—not to shrink your entire roadmap. Start with a specific user and problem, choose the smallest test that can produce evidence, and include only what that test and its users need.
What an MVP should—and should not—prove
A minimum viable product is a way to learn from a focused product experience. It is not a short version of a complete product plan, and it cannot prove every part of a business at once. The Google News Initiative’s Startups Playbook recommends starting with the simplest or most important user problem relevant to the experiment.
“Minimum” is relative to the learning goal; “viable” means the intended user can experience the core value in the conditions your test requires. A prototype can be rough or controlled and is usually for exploration. An MVP tests assumptions through a focused usable experience. A market-ready product generally needs broader functionality and polish to compete. These labels are not standardized, so the practical distinction is what the experience lets you learn and whether real users can complete the core journey.

The table reflects distinctions described in Microsoft for Startups’ MVP guide, not a universal industry standard. In particular, Microsoft’s framing of an MVP as revenue-ready is that source’s usage; an MVP need not be ready to generate revenue in every product or experiment.

How do you define the learning goal?
Write a testable statement before deciding what to build: “For [specific user] with [specific problem], we believe [proposed value]; we will learn whether this is true by observing [behavior or feedback] during [small test].” This is a practical planning formula, not an official standard.
Then identify the assumption most likely to undermine the idea. Microsoft for Startups advises teams to establish the product’s core value and the assumptions that could invalidate it before coding, then test those assumptions directly. Depending on the product, those assumptions might concern whether users have the problem, can use the proposed solution, will adopt it, or will pay for it. Test payment only if it is central to the business model; do not treat it as a required MVP feature.
- User and need: Is this a problem for the specific person or role you intend to serve?
- Usability: Can that person complete the essential task and understand the value?
- Adoption: Will they choose to try or return to the solution in the intended context?
- Feasibility: Can your team deliver and operate the experience reliably enough to run the test?
- Payment: If a purchase is part of the hypothesis, will the relevant buyer pay?
Do not assume the buyer and end user are the same person. In a Microsoft for Startups account, founder Lindsey Goodchild describes virtual customer-discovery sessions in which she shared feature screens and asked questions; the account also notes that a purchaser may differ from an end user. Treat this as an example of discovery, not proof that a screen-based session suits every product. See Microsoft’s account of moving from prototype to MVP.

Choose the smallest test that can answer the question
Do not build a functional product just because the idea is still unproven. Pick a test that gives credible evidence about the specific assumption while keeping the user experience appropriate to what you are testing.

- A clickable prototype can reveal whether users understand and can navigate a proposed flow. It does not establish that the underlying service works under real conditions.
- A manual or concierge service can test whether a user values an outcome before you automate the process. Plan for the human effort and operational constraints the test introduces.
- A limited functional release can test real use, repeat behavior, or demand when the hypothesis depends on an operating product. It requires enough reliability, privacy, security, and support for the intended users and context.
These approaches are options, not a mandatory sequence. A prototype is not an MVP merely because it is small: if the test requires real users to receive the core value through a working service, a controlled mockup cannot answer that question. The Google News Initiative’s guidance is to scope the MVP around the selected problem, not test every part of the business.
Map the core journey and make a feature cut list
Describe the shortest journey through which the target user receives the proposed value. For each step, list the capability that makes it possible, the evidence you need from that step, and any safety, privacy, accessibility, legal, or reliability requirement that applies. Keep a feature if it enables the core journey, the chosen test, or essential service operation.

For every other proposed feature, ask: “Which user need or hypothesis does this serve, and what evidence would change if we omitted it?” If the answer is unclear, defer it to a later backlog rather than adding it to the first release by default.
Generic account registration, a business-rules engine, or a content management system can inflate scope when the service does not need them. The South Australian Department of Treasury and Finance’s user-centred design toolkit uses these as examples of functionality that may be unnecessary—not features to ban. If users need an account, content must be managed, or rules are essential to the service, include the capability or a proportionate alternative.

Keep the implementation as simple as the test permits, but do not confuse simplicity with cutting safeguards or building something that cannot serve the intended users. Security, accessibility, privacy, legal duties, and dependable operation remain requirements where they apply. A test that exposes users to foreseeable harm or mishandles their data is not a sound shortcut.

Architecture also involves a trade-off. Microsoft for Startups notes that early architecture choices can affect complexity and later rework; its discussion contrasts the relative simplicity of a monolithic architecture with the coordination overhead of microservices. That is not a universal instruction to choose one architecture. Consider your team’s experience, expected growth, operational burden, and how costly it would be to change direction. Avoid designing for hypothetical scale before you have evidence that the product needs it.
Write down the choices you are making and why: what is intentionally absent, what limitation the test accepts, what safeguards are retained, and what evidence would justify investing further. This makes a small release an intentional experiment rather than an incomplete product with no clear learning plan.

Choose an observable outcome that matches the hypothesis before releasing the test. Microsoft for Startups gives activation, retention, and conversion as possible indicators of market demand; the Google News Initiative notes that the right measures depend on the experiment. None is a universal MVP score, and no general threshold establishes success across products.

- Activation: Do users reach the point where they experience the intended value?
- Retention: Do they return when the product’s use case gives them a reason to?
- Conversion: If payment or another commitment is part of the hypothesis, do users take that action?
- Task evidence: Can they complete the core task, where do they get stuck, and what workarounds do they use?
- Qualitative evidence: What do users say or do that helps explain the observed behavior?
Set a decision rule before results arrive. Depending on what you learn, continue with the focused solution, revise the assumption or experience, or stop the test. A weak result may indicate that the problem, audience, interaction, or proposed value needs rethinking; it does not automatically mean that adding more features will fix the issue. An MVP can support better decisions, but it does not guarantee product-market fit.
Iterate when the evidence changes
Use the outcome to update the product and the next question, rather than treating the first release as a fixed plan. The Government of Canada’s digital standard, “Iterate and improve frequently,” describes iteration as a way to respond to user needs, standards, and technology over a product’s lifecycle. Keep what the evidence supports, change what users struggle with, and revisit scope as the service and its obligations evolve.
The South Australian toolkit attributes this description to Eric Ries’s The Lean Startup (2011, p. 77): “a version of the product that enables a full turn of the Build-Measure-Learn loop with a minimum amount of effort and the least amount of development time”. The practical implication is to minimize effort in service of a complete learning loop—not to minimize the user’s ability to experience the value being tested.
