To scale customer service without sacrificing quality, build an operating model—not just a bigger support team or a new software stack. Set a clear service promise, measure demand and outcomes, remove avoidable contacts, define channel and escalation rules, equip agents with customer context, and expand automation only after a controlled pilot proves it works.

What a scalable customer service strategy includes

A strategy that scales lets more customers get the help they need while preserving reliable resolution, manageable workloads, and clear accountability. It combines policy, people, process, knowledge, data, and technology. Software can support the model, but it cannot supply a realistic service promise, accurate help content, trained staff, or sound judgment on its own.

Begin with customer and business outcomes, then design the service around the demand you actually see. Treat faster replies or lower handling time as useful only when they do not come at the expense of resolution, customer effort, or repeat contacts.

Build the strategy in eight steps

1. Define the service promise

Specify who the service supports and what customers should be able to accomplish. State which channels are available, when they are monitored, what response expectations apply, and how customers can reach a person when self-service or automation does not solve the issue. Account for accessibility and language needs, and identify cases that require human judgment or urgent escalation.

Keep the promise operationally realistic. A published promise should reflect actual coverage and capacity, not an aspirational response time. If service is intended to support retention or revenue, define how the organization will measure that relationship rather than assuming it.

2. Establish a baseline of demand and outcomes

Use a period that captures normal seasonality. Break demand down by channel, issue type, complexity, repeat contacts, backlog age, and peak periods where the data is available. This helps distinguish a true increase in demand from a temporary spike or a small number of unusually difficult cases.

Pair efficiency measures with resolution and customer outcomes:

  • Demand and capacity: incoming requests, backlog, backlog age, and volume by channel or issue.
  • Speed: first reply time and time to resolution.
  • Quality: resolution rate, repeat contact, escalation, and quality-review results.
  • Customer experience: satisfaction and customer effort.
  • Business outcomes: retention, revenue, or cost where the organization can reliably connect service activity to those results.

Zendesk’s customer-service benchmark displays measures such as CSAT, first reply time, request volume, help-center articles, and automation features. It draws on interactions from 99,000 companies using Zendesk, representing 5.5 billion tickets, 1.1 billion customers, 1.4 million agents, and 158 countries. The page reviewed October 4, 2026, does not state the underlying data period. This is a vendor customer dataset, not a universal target for your organization: Zendesk Customer Service Benchmark.

3. Find and fix avoidable demand

Review recurring contact reasons and follow them back to their cause: confusing policies, broken customer journeys, unclear product instructions, or missing help content. Address the underlying issue where possible instead of treating each resulting ticket as an isolated support task.

For questions that have a reliable, repeatable answer, publish concise, current self-service content. Give each article an owner and review date, make the help center easy to find, and check whether customers can complete the task after reading it. Keep a visible path to an agent for unresolved or complex cases. Self-service should remove friction, not create a barrier to human help.

Salesforce’s sixth-edition State of Service overview reports that high-performing organizations are more likely than underperformers to offer knowledge-powered help centers, self-service portals, and AI chatbots. That is an association reported by Salesforce, not evidence that adopting those tools alone causes stronger performance. 4. Set channel, ownership, and handoff rules

Choose channels according to customer need and your ability to monitor and staff them. Tell customers when each channel is available and how urgent matters are routed. A channel should not be offered as a service promise if no one owns its queue.

Define who owns a request at each stage, when it moves to another team, and what information must travel with it. When a customer moves from self-service to an agent or between channels, preserve the issue summary and relevant history so the customer does not have to start over. Zendesk’s 2024 announcement describes conversational, live, and immersive formats as trends; it is vendor trend research, not a reason every organization must add every channel: Zendesk, “AI ushers in era of intelligent CX, fuels massive industry transformation”.

5. Equip and develop the people doing the work

Document decision rights, escalation paths, onboarding, coaching, and quality review. Give agents current knowledge and the customer context needed to solve issues, and reduce unnecessary switching between systems. Clear ownership and usable tools help teams handle more work without turning every interaction into a handoff.

Workload is a service-design issue as well as a staffing issue. In Salesforce’s sixth-edition State of Service overview, 77% of surveyed agents and 74% of mobile workers said their workloads had increased and become more complex compared with a year earlier; over half said they had experienced burnout. Salesforce also reports that 69% of service decision makers viewed agent attrition as a major or moderate challenge. These are survey findings, not universal workforce prevalence estimates. 6. Choose systems after defining requirements

Write down the capabilities the operating model requires before comparing platforms. Depending on the organization, that may include case management, shared customer context, a knowledge base, reporting, integrations, permissions, privacy controls, and channel coverage. Compare total operating cost and implementation effort as well as features; a system that adds complexity or fragments customer history can undermine the strategy it was meant to support.

Shared context matters when service must coordinate with sales or marketing. Salesforce’s sixth-edition overview reports that 82% of high-performing organizations use the same CRM platform across service, sales, and marketing, up from 62% two years earlier. 7. Pilot automation with safeguards

Start with a frequent, low-risk task whose answer is well documented. Before deployment, specify the task boundaries, permitted data, owner of the underlying knowledge, success and failure thresholds, quality checks, human-review needs, and the route for customers to reach a person. Test with realistic examples, inspect errors, and monitor performance after launch; pause or narrow the use case if the results deteriorate.

Do not treat automation as a substitute for clean data or clear ownership. Restrict access to sensitive information and maintain an audit trail appropriate to the business. Salesforce’s sixth-edition overview reports that, among decision makers at organizations with AI, 95% said AI helped save time and costs and 92% said generative AI helped them deliver better customer service. 8. Review results and adapt capacity

Review leading indicators—such as demand, backlog, self-service completion, transfers, and escalations—alongside lagging outcomes such as resolution, repeat contact, satisfaction, effort, retention where measurable, and cost. Look for tradeoffs rather than relying on one headline metric: a faster first reply can coexist with poor resolution, and automation can reduce agent workload or generate repeat contacts.

Use what the measures show to change staffing, help content, workflows, or channel commitments. A benchmark may provide context, but it cannot determine the right staffing ratio, response-time promise, channel mix, or cost target for your business.

Use evidence as context, not as a target

Vendor reports can help identify practices and questions worth examining, but their surveys are not independent causal evaluations. Salesforce’s sixth-edition overview, Zendesk’s reports, and HubSpot’s State of Service page each reflect their publishers’ research and commercial context.

For example, HubSpot’s State of Service Report 2024 page, updated September 15, 2026, says 78% of customers prefer self-service when possible and 82% want issues solved immediately. These are HubSpot-reported findings; they should not be treated as a universal preference or a promise every support operation can meet: HubSpot State of Service Report 2024.

Zendesk’s 2024 CX Trends announcement says 70% of CX leaders are reimagining customer journeys using tools such as generative AI, and 83% of CX leaders using generative AI in CX report positive ROI. The announcement describes surveys of 2,818 consumers and 4,441 service leaders, agents, and technology buyers in 20 countries, conducted July–August 2023. It is vendor survey evidence, not a forecast of results for an individual company: Zendesk 2024 CX Trends announcement.

Zendesk’s CX Trends 2026 landing page reports that 74% of consumers expect customer service to be available 24/7 and 88% expect faster response times than a year earlier.
