Start by checking what is due, when it is due, and how much you can pay; then contact your utility before the due date to ask about payment options and assistance. If that still leaves a gap, use the official LIHEAP and state resources to check for help. For longer-term relief, qualifying households can explore the federal Weatherization Assistance Program (WAP).
Build a plan around the bill you actually received
A national forecast can flag a trend, but it cannot predict your household’s bill. Review your latest gas or heating bill and make a short-term cash plan using its specific balance and due date.
- Check the bill details. Note the amount due, due date, billing period, outstanding balance, and usage. If prior bills are available, compare usage across periods to see whether consumption changed; a higher charge may reflect usage, rates, or both.
- Estimate available cash. Work out how much you can put toward the bill before its due date after accounting for essential expenses. This is a planning step, not a formula that determines what a utility must accept.
- Call the utility promptly. Ask whether it currently offers payment arrangements, budget billing, hardship funds, or referrals to local programs. Availability and terms vary, and an arrangement may change payment timing without reducing the total charges.
- Check for assistance if a shortfall remains. Ask the utility about its application process and use the federal LIHEAP resource to find the agency for your state or territory.
Keep a note of whom you spoke with, any deadlines, and documents requested. Ask the utility or agency about processing time so you can understand what to expect before the bill is due.
Where to look for help with a heating bill
LIHEAP: help with bills or an energy crisis
The Low Income Home Energy Assistance Program (LIHEAP) may help eligible households pay heating bills or access emergency services. Eligibility rules and application routes are set by states and territories, so a national overview cannot confirm whether you qualify. Start with USAGov’s help-with-energy-bills page to find the relevant local agency. Ask that agency what eligibility rules apply, which documents to provide, how long processing may take, and whether crisis assistance is available. The federal LIHEAP program page also provides program information.

Utility and state programs
Contact your utility even if you are also applying for LIHEAP: its own payment or support options may be separate. ENERGY STAR’s financial-assistance listing includes some income-eligible programs by state and utility. The listing is not a complete directory; if your provider is not listed, ENERGY STAR advises contacting it directly.
Check shutoff protections where you live
Disconnection protections are not uniform across the United States. They can vary by state and provider and may depend on circumstances such as weather, age, or disability. Do not assume a protection applies automatically: check your state’s policy and contact the utility or applicable state agency. USAGov’s energy-bill assistance page is a starting point for finding local information.

Know what a national heating-cost forecast can—and cannot—tell you
In an outlook published December 16, 2025, the National Energy Assistance Directors’ Association (NEADA) projected average natural-gas-heated household heating costs of $704 for winter 2025–26, compared with $650 for winter 2024–25, an 8.4% increase. These are national seasonal projections, not actual bills, a forecast for every fuel type, or a personal price quote; your bill depends on your location, usage, utility, and circumstances. The outlook is hosted in a U.S. Department of Energy search result.
Separate immediate bill relief from home-efficiency work
| Option | What it may address | Who decides eligibility and how to start |
|---|---|---|
| LIHEAP | Heating-bill costs or an energy crisis for eligible households | State and territory rules apply. Find the local agency through USAGov. |
| Utility or local assistance | Possible payment arrangements, budget billing, hardship support, or referrals | Options differ by provider. Contact your utility; ENERGY STAR lists some income-eligible programs at its state and utility resource. |
| Weatherization Assistance Program (WAP) | Efficiency services intended to improve home energy performance over time | Local criteria and application steps vary. Follow DOE’s route to state administrators and local providers at How to Apply for Weatherization Assistance. |
These paths are not interchangeable: bill assistance may address an immediate cost, while weatherization is a longer-term home-efficiency route. Check eligibility and timing with the relevant agency or provider rather than assuming a program will pay a current bill or deliver savings by a particular date.

Explore weatherization before paying for upgrades
WAP is a federally funded program for qualifying households, administered through state agencies and local providers. DOE’s application guidance explains how to find the appropriate administrator or provider. Ask the local provider about eligibility, the application process, what work is offered, and whether there is a wait. Renters may need a landlord’s permission for work on the home.
What a WAP energy audit may involve
According to DOE’s WAP application guidance, an audit may review utility bills, test for air infiltration, and inspect heating equipment and areas of the home. The goal is to identify possible energy-efficiency improvements as well as health and safety issues. The exact assessment and services depend on the provider and home.

How to interpret reported savings
DOE reports that households whose homes were weatherized save an average of $372 or more annually, based on a national evaluation. That is a program-wide reported average, not a guarantee or estimate for an individual home; actual results vary. The figure appears on DOE’s Weatherization Assistance Program page.
