To boot Windows Server into recovery mode, start the server from installation media for the installed Windows Server version, select Next on Windows Setup, then choose Repair your computer. This opens Windows Recovery Environment (WinRE) without starting a new installation. If Windows can still start, an Advanced startup route may also be available; if boot components are damaged, external recovery media may be necessary.
What Windows Server recovery mode means
Windows Server recovery mode refers to Windows Recovery Environment (WinRE), a set of tools for diagnosing startup problems and performing recovery tasks. Microsoft says WinRE is included by default with Windows Server 2016 and later. Do not assume that availability for older Server releases without checking guidance for that specific version.
Entering WinRE does not itself repair or restore the server. The available screens and tools depend on the Server version, installation media, and the task you need to perform.
Boot into WinRE from Windows Server installation media
- Prepare installation media for the installed Server version. Microsoft provides guidance for creating bootable USB installation media. A USB drive alone is not recovery media; it must be prepared with the appropriate Windows Server files. Use the server or virtual machine’s documented firmware boot controls to select the media, since the boot key and process vary by system. - Start the server from the media. When Windows Setup appears, select Next.
- Select Repair your computer. This is the recovery route, rather than the ordinary installation flow.
- Choose the tool that matches the job. For startup troubleshooting, Microsoft documents selecting System Recovery Options, then Command Prompt. For a full image restore in its Active Directory forest recovery procedure, the path is Troubleshoot > System Image Recovery.
Screen labels can differ across versions and recovery tasks. The essential distinction is to choose Repair your computer from Windows Setup rather than proceeding with a new installation.

Try automatic recovery or Advanced startup when available
WinRE may launch automatically after Windows detects certain startup failures. If Windows starts far enough to reach its recovery options, an Advanced startup route may also be available. The exact entry point depends on the installed Server version and configuration; the cited Microsoft procedures do not establish one universal sequence of menus for every server.
Automatic recovery relies on boot components and recovery-partition metadata. Microsoft notes that a damaged boot manager, missing or corrupted Boot Configuration Data (BCD), or damaged recovery partition metadata can prevent automatic entry. If that happens, boot the server from installation or recovery media and choose Repair your computer.
Run offline startup checks from Command Prompt
In WinRE, the Windows installation may not use its usual drive letter. Before running offline commands, identify the installed Windows volume using Microsoft’s startup troubleshooting procedure:
- At Command Prompt, run
BCDEdit. - In the Windows Boot Loader section, find the
osdevicevalue and use that volume for the commands below. Microsoft’s example usesD:; verify your own result rather than assuming Windows is onC:. - Run the applicable checks, replacing
D:ifosdeviceshows a different volume:CHKDSK /f D:checks and attempts to repair the identified volume.SFC /scannow /offbootdir=D: /offwindir=D:windowschecks protected system files offline.DISM /image:D: /cleanup-image /restorehealthrepairs the offline image. Microsoft specifies that this DISM command applies to Windows Server 2012 and later.
These are examples from Microsoft’s procedure, not a universal fix for every startup failure. A command completing does not establish that the server is healthy; investigate further if a tool reports problems it cannot repair. Use System Image Recovery only when you intend to restore
A full image or bare-metal restore is different from entering WinRE to diagnose startup problems. Restoring an image can replace disk contents. In Microsoft’s Active Directory forest recovery procedure, the target must have the same number of drives as the backup, and each target drive must be at least as large as its corresponding backup drive. The documented entry path is Windows Setup media > Repair your computer > Troubleshoot > System Image Recovery.
That procedure applies to Windows Server 2016, 2019, 2022, and 2025 and includes additional Active Directory recovery steps after image restoration, including an authoritative SYSVOL restore. Do not use wbadmin start sysrecovery as a way merely to enter recovery mode. Microsoft documents it as a system recovery command to run from the Windows Recovery Console. Its -recreateDisks option recreates disk configuration and warns that it deletes data on volumes hosting operating system components and may also delete data volumes.
