Chrome does not have one universal “block downloads” switch. On a computer, Safe Browsing controls warnings about risky files, while a work or school administrator can impose a separate download restriction—including blocking every download. Keep Safe Browsing on; first identify whether you are changing a protection level, responding to a warning, or dealing with a managed browser.
Choose the right kind of download block
Chrome may stop a file because Safe Browsing considers it dangerous, suspicious, unverified, or insecure. That is different from an organization policy that blocks downloads. A file can also fail to download without any security warning, which calls for a different troubleshooting path.
- A warning appears for a particular file: review the warning and verify the file before deciding what to do.
- You want to change Chrome’s protection level: use the Safe Browsing setting in Chrome on a computer.
- The setting is unavailable or Chrome says it is managed: ask your work or school administrator whether a policy is controlling downloads.
- No security warning appears: use Google’s separate Fix file download errors guidance; the cause cannot be identified from the fact that a download failed alone.
Change Safe Browsing settings on a computer
In Chrome, go to More > Settings > Privacy and security > Security. Choose one of the available Safe Browsing levels: Enhanced protection, Standard protection, or No protection. Google lists Standard protection as on by default.
Safe Browsing is not a download-blocking switch. It helps protect against potentially dangerous sites, downloads, and extensions. Google explicitly says it does not recommend turning Safe Browsing off; without it, Chrome cannot provide those protections and download warnings. Leave it enabled and address a legitimate file problem at its source where possible.

Enhanced protection can warn about some potentially dangerous sites, downloads, and extensions that Google has not previously encountered. Google says this level may send URLs and page content to Safe Browsing for security checks. Consider that data-handling difference when choosing between Enhanced and Standard protection.
Understand and respond to a Chrome download warning
Chrome’s warning describes a particular risk, not just a generic download failure. Google says Chrome automatically blocks dangerous downloads to protect devices and accounts from malware or viruses. Other warnings may concern uncommon or suspicious files, unverified downloads, or an insecure connection used to deliver the file—even if the page that started the download used HTTPS. Take the warning seriously. Before keeping a file, confirm that you expected it and that it came from the genuine publisher or another source you trust. If you cannot verify it, do not override the warning.
Google documents a way to proceed with a warned file: open Chrome’s Downloads, locate the file, open its menu, and choose Download dangerous file. Google says this action is not recommended. Do not use it simply to get past a warning; proceed only after verifying the file through a trusted channel and accepting the risk.

If you do not need the blocked file, you do not have to take further action. You can remove the warning from download history; if you leave it there, Google says it is removed from history after one hour.
When work or school controls Chrome downloads
An administrator can configure Chrome policies to block dangerous or potentially dangerous downloads, block all downloads, or prevent users from bypassing Safe Browsing warnings. Depending on the policy, a warning may not be overridable. If Chrome is managed or you cannot change the relevant control, contact your organization’s administrator rather than looking for a local bypass. For administrators, Google documents that these restrictions cover downloads triggered by webpage links, including “Save link as.” They do not cover using Save page as to save a webpage or saving as PDF through print. These policy-scope exceptions are not recommended workarounds for someone whose organization has blocked a file.
