To recover after a data center failure, decide how much downtime and data loss each workload can tolerate, keep protected recovery copies and rebuild instructions outside the failed site, and practise restoring the service. A backup is useful only if you can recover the data and the systems that depend on it within your business’s needs.

Set recovery targets before choosing a backup plan

Start by agreeing on two targets for each important workload. Business owners should set them based on the impact of an outage or lost data; technical teams can then choose and test an architecture that aims to meet them.

  • Recovery time objective (RTO): the longest the service can be unavailable after an interruption before the impact becomes unacceptable.
  • Recovery point objective (RPO): the maximum acceptable amount of data loss, expressed as the time between the incident and the latest recovery point you can use.

For example, an RPO of one hour means the business has agreed it may have to recover to a point as much as an hour before the incident; it does not mean a recovery will necessarily finish within an hour. RTO and RPO are separate targets: a system may have a recent copy but take too long to restore, or restore quickly from a point that is too old. Set targets workload by workload, not just for the data center as a whole. Map dependencies such as identity services, networks, databases, application code, and external services; a business-critical application cannot return before the components it needs. Include staffing, operational constraints, and the cost of maintaining recovery capacity in the decision. AWS discusses these considerations in its disaster-recovery planning guidance.

Choose a recovery pattern that meets those targets

The four patterns below are ordered from simpler, lower-cost approaches to more continuously available, more complex ones. The timing ranges are illustrative examples in AWS guidance, not guarantees, industry averages, or promises for a particular system. Actual results depend on the workload, implementation, dependencies, and recovery procedure.

Pattern How it works Illustrative AWS RPO and RTO Main trade-off
Backup and restore Keep recovery copies, then deploy the infrastructure and application and restore data when needed. RPO in hours; RTO of 24 hours or less. Typically the least costly pattern to maintain, but rebuilding and restoring after the incident takes longer.
Pilot light Keep essential components ready in the recovery location; scale or deploy the remaining resources during recovery. RPO in minutes; RTO in tens of minutes. Faster than backup and restore, with more ongoing setup and operational work.
Warm standby Run a scaled-down but functional version of the workload in the recovery location and increase capacity during failover. RPO in seconds; RTO in minutes. Reduces recovery delay but requires maintaining a running environment and rehearsing the scale-up and failover process.
Multi-region active-active Run the workload in multiple locations and serve traffic from more than one location. Near-zero RPO; potentially zero RTO. Can offer the fastest recovery, but is the most complex and costly pattern in this comparison; data consistency and traffic management need careful design.

These examples and pattern descriptions are from AWS recovery-strategy guidance. Treat the timing as a starting point for design, then compare like-for-like architectures and verify results in tests. When assessing options, include expected RTO and RPO, maintenance cost, failover complexity, service dependencies, capacity at the recovery location, and whether recovery relies on a provider control plane that could itself be unavailable.

Keep everything needed to rebuild outside the failed site

Recovery is more than retrieving files. Maintain accessible copies of the data, application code, infrastructure configuration, and operational instructions needed to recreate the service in the recovery location. Include the access paths and credentials or procedures required by authorized operators, while ensuring they remain protected and usable during an incident.

A cloud recovery location can help by providing a separate region or environment in which to deploy infrastructure and code and restore backed-up data. It does not remove the need to plan dependencies, permissions, capacity, or recovery steps, and cloud capabilities, availability, and costs vary by service and region. Keep copies separate from the systems they are meant to recover. CISA recommends offline, encrypted backups of critical data and regular testing of their availability and integrity in a disaster-recovery scenario. An offline copy may use a suitable removable medium, including tape cartridges, but the choice should account for restore speed, retention, capacity, and compatibility with the systems used to read it. Do not confuse replication with backup

Replication can keep data synchronized between locations and support failover during a site outage. But synchronization can also carry deletion or corruption to the other copy. For suspected corruption or destructive activity, restoring the latest replica blindly may reproduce the problem. Keep a way to recover a known-good point in time as well as any replication used for availability; AWS notes that replication alone does not protect against corruption or destruction unless point-in-time recovery is available in its recovery-strategy guidance.

Distinguish the incident type before selecting a recovery point. A facility outage may leave data intact, while corruption or a destructive cyber incident may require a clean point from before the damage. If compromise is suspected, coordinate recovery with the people responsible for security and incident response so the restored environment does not reintroduce compromised systems or data.

Restore in a controlled sequence

Write a workload-specific runbook with named responsibilities, dependencies, and decision points. A general sequence is:

  1. Declare the incident and assess its scope. Identify affected facilities, systems, and data. Determine whether the issue is limited to infrastructure availability or may also involve data corruption or compromise.
  2. Select the recovery location and priority. Use the plan to choose the site or region and decide which workloads to restore first, accounting for their dependencies.
  3. Re-establish infrastructure and applications. Use maintained configuration, code, access procedures, and runbooks to build the required environment at the recovery location.
  4. Choose a known-good recovery point. Consider when the incident began and whether data may have been corrupted or destroyed. Do not assume the newest replica is safe.
  5. Restore data and dependencies in order. Follow the workload’s dependency sequence, validate data integrity, and bring services back only when required components are ready.
  6. Monitor and record the recovery. Check service health after restoration and record the actual time to restore and the point in time recovered.

NIST describes contingency planning as a coordinated strategy of plans, procedures, and technical measures for recovering information systems, operations, and data after disruption. Its contingency-planning page summarizes NIST SP 800-34 Rev. 1 and includes recovery at an alternate location among planning considerations.

Test the restore, not just the backup job

A successful backup report does not prove that a service can be rebuilt or that its data is usable. Run recovery exercises that use the actual copies, procedures, access paths, and recovery environment. Google Cloud recommends judging a recovery test against three criteria: data integrity, achieved RTO, and achieved RPO. Use those measures to compare the result with the targets set for the workload, then revise the runbook, architecture, or objectives if the test exposes a gap. Make testing part of ongoing operations rather than a one-off activity. For operational technology specifically, NIST’s 2026 OT Backup Quick Start Guide highlights integrating backups into change management, creating them regularly, testing them, and reviewing them during recovery exercises. OT environments have distinct requirements, so apply that guidance within its intended scope.

How the cloud fits into a recovery plan

Cloud services can provide a separate recovery location, backup storage, or infrastructure to rebuild a workload, but “in the cloud” does not by itself establish a recovery plan. Confirm that the chosen services support the workload and region, that the necessary data and configuration are available, and that the recovery process does not depend on an unavailable component. Compare providers and architectures against the same workload-specific RTO, RPO, restore workflow, dependencies, and cost assumptions.
