How to compare fares before booking
Start with the itinerary you will actually fly, not just the advertised base fare. Airlines can set different baggage, seating, and change rules by fare, route, ticket date, and traveler eligibility.
- Set the trip details: note the route, dates, passenger count, and operating airline for each flight.
- List what you need: personal item, carry-on, checked bags, advance seat selection, and the ability to change or cancel.
- Check each fare’s rules: confirm baggage allowances and limits, how seats are assigned, and what a voluntary change or cancellation would cost or return.
- Add the costs: compare the base fare plus the fees for the bags and seats you expect to use, and account for the value of any flexibility included.
- Check eligible benefits: look for applicable card, loyalty, military, or route-specific exceptions, and verify the terms for your traveler and ticket.
A bundle or higher fare can cost less than buying several add-ons separately, but the arithmetic depends on your itinerary and the services you will use. The U.S. Department of Transportation says discounted tickets such as basic economy generally have stricter rules, which may include baggage restrictions, nonrefundability, and no seat assignment.

Can you avoid checked-bag fees by packing in a carry-on?
Sometimes. Packing into an included personal item or carry-on can avoid checking a bag, but only if your fare allows that bag and it meets the airline’s rules. Some low-cost or basic fares restrict overhead-bin carry-ons or charge separately for them.

Verify the allowance before relying on it
- Check whether the fare includes a personal item, a carry-on for the overhead bin, or both.
- Confirm the permitted dimensions and any weight limit for each bag; allowances can vary by airline and fare.
- If you need a checked bag, check its size and weight limits and the fee for the specific route and ticket.
- For connecting flights or codeshares, confirm which airline operates each leg and which baggage rules apply.
Packing light helps only when the bag you plan to bring is included. A luggage scale can help you check weight at home, but it cannot confirm dimensions or guarantee that a bag meets every airline requirement.
Do you have to pay to choose a seat?
Not always. If advance seat selection costs extra, you can often skip it and accept a seat assigned by the airline. That means giving up control over your seat choice; do not assume that companions will be seated together unless the airline’s policy for your fare says so.

Check what happens if you do not pay: a seat may be assigned at check-in or another point in the process, and changing an assigned seat may carry a charge. For example, Air Canada announced that certain revised Basic fares receive an automatically generated seat at check-in, with a fee to change it. That is a policy example, not a rule that applies to all airlines or fares.
Can you change a flight without a fee?
It depends on the ticket and the airline’s current voluntary-change policy. Before buying, check whether changing your plans involves a change fee, a fare difference, a credit, or a refund, and whether the rule differs for cancellations. A nonrefundable ticket generally does not become refundable simply because you decide not to travel.

Do not confuse a voluntary change with a disruption caused by the airline. Under the U.S. Department of Transportation’s refund guidance, a traveler is entitled to a refund if the airline cancels a flight and the traveler declines travel or a credit. DOT also says a refund is due when an airline significantly changes or delays a flight and the traveler declines the offered alternative or credit. Its examples of significant changes include certain timing changes of three hours or more for domestic flights or six hours or more for international flights, an airport change, an added connection, or an involuntary downgrade.
A fee for a paid add-on may also be refundable if the service was unavailable through no fault of the traveler. DOT describes refunds for paid baggage that is lost or significantly delayed. These disruption and service-failure rights are distinct from the terms for changing your plans yourself.

Why check the airline’s current rules even after comparing fares?
Airline fee tables can have exceptions and cutoffs based on fare, route, ticketing or change date, and customer status. For example, Southwest’s current optional-charge table varies baggage charges by fare and by ticketing or change date, and lists exceptions for some loyalty members, cardmembers, and active-duty military. American’s schedule varies by region and ticket issue date. These examples are not a complete survey; check the operating airline’s current terms for your own itinerary.
U.S. disclosure rules have also changed. A Federal Register final rule dated July 2, 2026 describes removing the expanded fee-disclosure requirements adopted in a 2024 rule and restoring a prior standard. The document describes disclosure on the first fare-quotation screen that additional baggage fees may apply and where to find fee information, as well as homepage notices after baggage-fee or allowance changes. It removes the 2024 requirements for specific fee displays and seat-selection notices. The exact effective date is not established here, so use the airline’s current fare and baggage pages to verify your costs rather than relying on a general disclosure rule. The DOT’s consumer ticket page may still describe the earlier disclosure language.

What to save after booking
Keep the fare rules and baggage policy that applied when you bought the ticket, along with your confirmation and any record of a paid add-on. Before departure, check the operating airline’s current baggage allowance, fees, and seat or change terms again; schedules and fee policies can change.
