Automatically dismissing a cookie banner reliably means making an explicit consent decision—accept, reject, or configure preferences—then confirming that the consent-management platform (CMP) stored that choice. Start each run in an isolated browser context, wait for the banner to settle, identify the CMP or controls, activate the intended action using accessible selectors or CMP-aware rules, and verify both the UI and saved consent state.
What “dismiss” should mean
A banner disappearing is not, by itself, evidence of valid consent. Your automation should encode one policy:
- Accept: allow the purposes your test requires.
- Reject: refuse non-essential purposes when that is the required behavior.
- Custom preferences: choose categories explicitly, then save.
Do not treat hiding the banner with CSS, clicking the first button labelled “Accept,” or inserting an arbitrary cookie as equivalent to applying a documented preference. The correct action depends on the site, CMP, jurisdiction and test objective.
A reliable headless-browser workflow
- Create a clean, isolated context. A fresh context prevents a consent decision from an earlier test or another site from changing what your automation observes. Playwright’s non-persistent browser contexts provide this isolation, and its cookie APIs let you inspect, set and clear cookies.
- Navigate and wait for the page to settle. Wait for the banner, CMP iframe, or relevant page state rather than clicking immediately after navigation. Some consent interfaces appear only after scripts, localization or delayed network requests finish.
- Identify the banner and its controls. Prefer the CMP’s known integration or accessible roles and names. A banner may be in an iframe, use a shadow root, or expose different controls on mobile and desktop.
- Perform the declared choice. Click the specific accept, reject or preferences control that matches your policy. If you select categories, submit the preferences form rather than merely closing the dialog.
- Verify the result. Check that the banner is gone, inspect the relevant CMP cookie or storage entry, and test downstream behavior such as whether an analytics script is allowed or blocked.
- Record failures distinctly. A missing banner, a timeout, a bot check and an unverified consent state are different outcomes. Keeping them separate makes retries and compliance testing meaningful.

Three ways to implement consent handling
1. CMP-aware rules
DuckDuckGo Autoconsent supplies rules for common consent popups and can be used from a Chrome extension or a Playwright-orchestrated headless browser. Rules can identify a CMP, detect whether a popup is present, choose an opt-in or opt-out flow, and optionally test whether the choice applied. Coverage is limited to CMPs represented by its current rules, so inspect the rule set and test each target site. A Puppeteer integration is also documented by the project.
2. Custom Playwright or Puppeteer selectors
Custom selectors give you the most control over the exact policy and verification steps. Use accessible roles and names where possible, then add site-specific selectors for unusual markup, iframes or shadow DOM. This approach requires maintenance: consent variants, redesigns, localization and selector changes can break an otherwise working script. Puppeteer likewise provides browser-context and cookie-management primitives for isolated runs.
3. A hosted browser feature
Browserless documents a blockConsentModals=true option for BrowserQL sessions and for screenshot, PDF and other REST endpoints. Its documentation says the feature covers most major consent platforms, including OneTrust and Cookiebot, and recommends custom selectors for sites outside built-in coverage. Confirm the behavior for the exact Browserless workflow and target set; a hosted blocker is service-specific and does not remove the need to verify the resulting consent state.

Verification and privacy safeguards
- Check the chosen control, not only visibility: log whether the intended accept, reject or custom action was actually activated.
- Inspect stored state: read the CMP cookie or storage value and confirm it represents the expected categories and duration.
- Test behavior: verify that scripts or requests governed by the choice behave as expected.
- Keep contexts isolated: clear cookies between cases when comparing policies or sites.
- Handle native dialogs separately: Playwright’s dialog API concerns browser-native
alert,confirm,promptandbeforeunloaddialogs, not ordinary HTML cookie banners. Without a listener, Playwright automatically dismisses these JavaScript dialogs; with a listener, you must accept or dismiss them or the page can stall.
Why verification matters
Consent interfaces have produced documented compliance failures. In a 2020 study of IAB Europe Transparency and Consent Framework banners, researchers analyzed 22,949 European websites. They reported 141 sites recording positive consent without a user choice, 236 nudging users with preselected options, and 27 storing positive consent after an explicit opt-out. In extensive testing of 560 sites, 54% of the 560-site test set had at least one studied violation — research authors, 2020. These are historical, study-specific findings, not a current estimate for every website or CMP.
The navigator.consent proposal argues that a browser-level preference set before interaction with a specific controller cannot satisfy GDPR’s requirement for specific, informed consent by construction. That is the proposal authors’ position, not an adopted browser standard or legal advice. The proposal also emphasizes that consent depends on the controller, purpose and context.
