You can check passwords against common or known-compromised-password lists without showing them to auditors or sending them in plaintext. For new or changed passwords, compare the whole proposed password with an approved blocklist. For a retrospective check, use an authorized identity-system process: either match locally against an approved corpus or use Have I Been Pwned’s range lookup, which sends only a partial password hash. Neither approach makes every implementation risk-free.

Start with a safe audit boundary

Before checking anything, document which identity systems and accounts are in scope, who is authorized to run the check, what data the process may access, and whether policy permits an external query. Use an approved security process rather than asking employees to submit passwords or trying to recover credentials from a password database.

Well-designed verifiers store salted password hashes using a suitable password-hashing scheme, not passwords in readable form. That does not mean every retrospective audit is automatically possible: the method depends on the identity platform, its controls and the approved data flow. NIST’s password blocklist requirement applies when a password is established or changed; it does not prescribe one universal procedure for auditing existing workforce passwords. Choose where matching happens

There are two practical designs in the guidance: keep the corpus and comparison inside an approved environment, or use HIBP’s range lookup and do the final comparison locally. The right choice depends on organizational policy and risk tolerance.

Decision point Offline corpus HIBP range lookup
What leaves your environment No lookup prefix, if the corpus and matching are fully local. The first five hexadecimal characters of a locally computed SHA-1 or NTLM hash; HIBP returns matching suffixes. See the HIBP Scalar API reference and HIBP API documentation.
Where the candidate is matched Locally against the approved corpus. Locally against the suffixes returned for the prefix.
Operational dependency The organization must select, maintain and refresh the corpus and review the implementation. The organization must implement the documented hashing and range-query process and account for API availability.
Privacy consideration Fits a policy that disallows external lookup queries, provided the implementation remains local. The password and complete hash are not sent, but a partial hash prefix does leave the environment.

For HIBP, compute the supported hash locally, send only its first five hexadecimal characters, then compare the candidate’s remaining hash suffix with the returned matches locally. Never send the password or its complete hash. A partial-hash query is limited disclosure, not zero disclosure. If policy prohibits that disclosure, use a locally held corpus instead.

Compare the whole password against a focused blocklist

For password creation or change, compare the entire candidate password with the blocklist—not individual words or substrings within it. A long passphrase should not be rejected just because it contains a common word. NIST says lists can include previously breached passwords, dictionary words and context-specific values such as a service name or username and their derivatives. If a candidate is blocklisted, the verifier should require a different choice, explain why and offer helpful guidance. NIST SP 800-63B also cautions that an excessively large list adds little security benefit against online guessing and may frustrate users.

Keep the list targeted to passwords likely to be guessed. For an existing-account audit, establish how the chosen corpus was obtained and refreshed, and review its use and implementation before running checks. A larger corpus is not automatically a better control.

Run the audit without collecting readable passwords

  1. Get authorization and define scope. Record the systems, accounts, responsible operators, permitted data flows and handling rules for findings. Confirm whether an external prefix query is allowed.
  2. Select a matching design. Use an approved local corpus when queries must remain inside the environment. If policy allows HIBP range lookup, follow its documented process and keep the suffix comparison local.
  3. Use an identity-system integration designed for the check. Confirm that it can perform the comparison without exposing or exporting candidate plaintexts. Do not treat administrator access as permission to extract password databases or bypass controls; the available method depends on the platform and its approved capabilities.
  4. Limit retained data. Avoid creating reports, tickets or logs containing candidate passwords. Restrict access to findings to the people who need them and handle any query data under the organization’s security rules.
  5. Communicate privately and give a specific next step. Contact affected employees through an approved private channel. Explain whether the finding is a common-password match or a known-compromised-password match, and tell them what action is required.

Respond to findings without blanket password rotation

A common-password match indicates that a secret may be easier to guess; by itself, it does not show that the employee’s account was compromised. A known-compromised-password match warrants a targeted response appropriate to the evidence, including a password change and review of affected access where warranted.

NIST says verifiers should not require arbitrary periodic password changes, but should force a change when there is evidence the authenticator was compromised. Give employees clear replacement guidance and support unique passwords with an approved password manager and autofill. NIST says password managers can increase the likelihood that subscribers choose stronger passwords, particularly when they include password generators; see its password authenticator guidance.
