Before an AI-powered penetration test, establish which systems are reachable from the public internet, confirm who owns them, and decide which exposures are necessary. Then define the test’s authorized targets, limits, data rules, and stop conditions. AI-assisted testing may help organizations scale security testing, but current cited guidance does not establish that any particular product is effective or safe for every environment.
What an external attack surface includes
Your external attack surface is the set of internet-accessible systems and application components that could provide an entry point to your organization. That can include domains, IP addresses, cloud services, websites, APIs, remote-access services, and operational technology—not just the assets already listed in an inventory.
The UK National Cyber Security Centre (NCSC) describes external attack surface management (EASM) as identifying, monitoring, and reducing vulnerabilities in internet-accessible assets. It is an outside-in view that complements, rather than replaces, your internal asset records. An observation from outside does not by itself establish who owns an asset, whether it is vulnerable, or whether its exposure is required.
Assess the surface before authorizing a test
Use a repeatable sequence to reconcile what the organization knows internally with what can be seen externally. The UK Code of Practice for the Cyber Security of AI calls for a comprehensive asset inventory that includes interdependencies and connectivity; the steps below apply that principle to an internet-exposure assessment.

- Document authorization and boundaries. Record the organization and environments being assessed, along with the domains, IP ranges, cloud accounts or services, and applications in scope. Name excluded systems and third-party services. There is no single authorization template established by the cited sources; the aim is to make the permitted boundary explicit before discovery or testing.
- Build an internal inventory. Gather known internet-facing servers, domains, cloud services, applications, APIs, remote-access services, operational technology, and relevant service dependencies. Record an owner, business purpose, and criticality for each entry where known. Include connections between assets, not only a list of isolated components.
- Discover what is visible from outside. Compare internal records with external discovery and monitoring. NCSC describes automated discovery and an external viewpoint as common EASM capabilities. CISA’s 2024 joint advisory also identifies web-based discovery platforms and scanning services as ways to gain visibility. Treat every result as a lead to validate—not proof of ownership, exposure necessity, or a vulnerability.
- Map application entry points. For each relevant application, identify user interfaces, authentication and administration paths, APIs, file and data-entry flows, databases, integrations, and operational interfaces. OWASP recommends grouping attack points by risk, purpose, implementation, design, and technology, and prioritizing components reachable from an external attack source. Account for cloud-native components behind proxies, load balancers, and ingress controllers, which may scale or change dynamically.
- Confirm ownership and exposure need. Ask the responsible owner to confirm the asset, its business purpose, dependencies, and whether public access is necessary. CISA recommends removing or restricting unnecessary internet access and reviewing dependencies before making changes so essential services are not disrupted.
- Reduce risk on necessary exposures. For services that must remain reachable, CISA recommends measures including changing default passwords, patching supported systems, using monitored jump hosts, and implementing multifactor authentication where possible. Select controls appropriate to the service and its operational requirements.
- Repeat the assessment. Services are deployed, retired, and reconfigured, so a one-time scan is not a permanent inventory. CISA’s 2025 Internet Exposure Reduction Guidance says to establish routine assessments and regularly review and monitor internet-accessible assets. NCSC likewise describes EASM as ongoing monitoring. Track coverage, ownership, changes, and remediation over time.
- Define the AI-assisted test only after the boundary is understood. Specify authorized targets, the test window, excluded systems, permitted methods, rate limits, data handling, escalation contacts, and stop conditions. Ensure findings and remediation decisions can be reviewed by accountable people.
What to evaluate in an EASM approach
If the assessment reveals that you lack continuing outside-in visibility, compare EASM products or services against the work your team needs to do. No vendor ranking or endorsed provider is established by the cited guidance.
- Discovery coverage: Which domains, IP addresses, cloud services, certificates, applications, and internet-facing technologies can it identify?
- Ownership validation: How does it help distinguish your assets from false positives, third-party services, and assets whose ownership is unclear?
- Monitoring and history: How often does discovery refresh? Can the team see newly exposed or changed assets and audit those changes?
- Finding context: Does the service help prioritize risk, explain vulnerability context, and support remediation? NCSC notes that threat intelligence and CISA’s Known Exploited Vulnerabilities catalog can be relevant considerations.
- Workflow fit: Can findings move into existing asset, vulnerability, ticketing, and security-operations workflows through reporting or integrations such as APIs?
- Operational fit: Can the team investigate and act on the results with its available expertise and processes?
CISA’s advisory names Shodan, Censys, Thingful, and Shadowserver as examples of discovery platforms. CISA expressly says that inclusion does not imply endorsement. NCSC provides buyer guidance but does not rank vendors in the cited material.

What current guidance establishes about AI-assisted penetration testing
NIST’s IR 8596 initial preliminary draft, dated December 2025, says organizations may consider AI-assisted penetration-testing and red-teaming tools to help maintain pace and scale when performing security tests. That is a high-level consideration in a draft, not a binding rule, certification, product evaluation, or finding that a tool can act safely without oversight.
The cited sources provide no comparative accuracy, safety, or return-on-investment results for commercial AI penetration-testing products. The UK AI Code does, however, call for secure management of AI assets, protection of sensitive data, and secure access controls for APIs, models, and processing pipelines. Apply those concerns when deciding what a testing tool may access and how its outputs and inputs are handled.
