Assess an application portfolio in stages: agree on business outcomes, build and verify an inventory, measure the running estate, map dependencies and risks, then prioritize workloads and assign provisional paths. The result should be a current, evidence-backed view of what to address first—not an assumption that every application should move or be rebuilt.

1. Set the outcomes, scope, and decision owners

Start by agreeing what modernization is meant to achieve. Common goals include business transformation, lower costs, greater agility, resilience, or compliance. The goal affects what information matters and how decisions should be judged. AWS describes portfolio assessment as an input to business cases and migration plans, and as work that continues during a long-running program: AWS Prescriptive Guidance on portfolio assessment.

  • Define which business units, applications, environments, and infrastructure are in scope.
  • Name the people who can make portfolio decisions, along with business and technology owners who can validate individual workloads.
  • Identify available records—such as configuration databases, architecture diagrams, cost records, and operational data—and note gaps or reliability concerns.
  • Agree how decisions will be recorded and when unresolved issues should be escalated.

Without explicit ownership and scope, inventory work tends to produce a list without enough context to support decisions.

2. Build an inventory that connects applications to the business

Record each in-scope application and the infrastructure that supports it. AWS recommends mapping applications to business capabilities and enriching metadata in collaboration with owners: AWS portfolio assessment guidance.

Useful fields include:

  • Business context: purpose, supported business capability, business owner, criticality, lifecycle, and expected future role.
  • Technology context: technical owner, architecture, runtime and infrastructure, operating-system and database versions, hosting location, and licensing.
  • Risk and obligations: data sensitivity, compliance requirements, security needs, recovery objectives, and service-level expectations.
  • Operational and financial context: dependencies, support model, estimated costs, and known maintenance or reliability concerns.

Track where each fact came from and how confident the team is in it. An unverified entry should not be treated as equivalent to a current record confirmed by the owner.

3. Measure the estate in operation

Static configuration describes what is installed; operating data helps show what the workload actually needs. Where available, collect representative CPU, memory, storage, network, concurrency, response-time, throughput, and service-level measurements. Record when and under what conditions the measurements were taken, including whether they capture normal periods, peak demand, or a business-critical cycle.

Use those observations alongside configuration, scaling behavior, software versions, licensing, and security requirements to assess capacity, compatibility, likely target architecture, and cost. Avoid treating a short or atypical measurement window as a complete picture of demand. 4. Discover dependencies, then validate them with owners

Automated discovery can reveal infrastructure components and runtime connections, but it is a starting point rather than a definitive map. Microsoft advises validating automated findings with subject-matter experts; owner review can expose undocumented connections that tools do not observe: Microsoft Learn assessment guidance.

Check for dependencies across:

  • Applications, APIs, external services, and shared databases.
  • Identity, messaging, batch jobs, and data pipelines.
  • Shared infrastructure, operational processes, and teams that provide support.

Store the validated map centrally so teams can use it to judge whether a workload can move independently or needs to be coordinated with other applications. Dependency groups are also a practical basis for planning migration waves.

5. Record risks, constraints, and readiness gaps

Assess more than technical compatibility. Review end-of-support exposure, security, compliance, operational readiness, recovery objectives, performance needs, vendor integration, database relationships, and available skills. Microsoft recommends a risk register that records mitigations, owners, and when issues are expected to be resolved: Microsoft Learn: prepare for application modernization.

Keep risks specific and actionable. For example, record which version is unsupported, what requirement is unmet, who owns the mitigation, and whether it blocks a decision or can be resolved during planning. The modernization preparation page reports an update date of August 1, 2025; verify current product support and requirements before acting on version-specific findings.

6. Prioritize using business value, technical risk, and urgency

Microsoft’s guidance frames prioritization around both business value and technical risk. Value can reflect revenue or mission-critical work, customer experience, compliance, or broad internal dependency. Risk can include technical debt, outdated technology, high maintenance, poor reliability, and limited scalability: Microsoft Learn modernization preparation guidance.

Then account for triggers that can change the order: a support deadline, compliance requirement, business event, recovery shortfall, dependency bottleneck, or prerequisite platform change. A technical-health score alone cannot represent these competing factors.

7. Assign a provisional strategy to each workload

Once the evidence is sufficient to make an initial judgment, label the likely path. AWS uses seven migration strategy labels: retain, retire, rehost, re-platform, repurchase, refactor, and relocate. The label can apply to an application or, where useful, to individual components.

Treat the assignment as a hypothesis, not a commitment. Consider the application’s business purpose and lifecycle, dependencies, compatibility, cost and licensing, compliance and security needs, and fit with the target architecture. Revise the path as inventory completeness and assessment confidence improve. A portfolio label helps organize decisions; it does not replace application-level design for work approaching execution.

8. Turn the assessment into waves and keep it current

Sequence work by combining strategy assignments with dependency groups, migration complexity, business criticality, and readiness. Check whether shared databases, services, security prerequisites, or business cycles make a proposed wave impractical. Keep a directional business case for the portfolio, then develop more detailed designs for near-term candidates.

AWS describes four stages: discovery and initial planning; prioritized application assessment; portfolio analysis and migration planning; and continuous assessment and improvement. Its example week ranges are indicative, not a schedule that applies to every program. The key operational point is to continue updating the inventory and dependency view during migration and after workloads move, when optimization and further modernization opportunities may emerge: AWS portfolio assessment guidance.

How to judge whether the assessment is decision-ready

Before using the portfolio to commit to a sequence, check that it supports the decisions leaders need to make:

  • Applications are tied to business purposes, capabilities, and accountable owners—not just server names.
  • Material infrastructure, usage, cost, risk, and dependency facts are recorded with their sources and confidence.
  • Automated discovery findings have been reviewed by workload owners and relevant subject-matter experts.
  • Priorities account for business value, technical risk, urgency, and dependencies.
  • Each workload has a provisional path and a clear reason for it, with open questions and risks visible.
  • Wave groupings reflect dependencies and readiness, and the assessment has an owner and update cadence.

The central discipline is to make decisions proportionate to evidence: maintain a broad portfolio view for sequencing, and deepen the assessment as individual workloads approach implementation.
