Apply through the Delhi Development Authority’s online e-conversion service in the IDLI System. Use DDA’s current Conversion page to open the live application and its user manual, then follow the portal’s current document checklist and property-specific charge calculation. DDA may accept an application while dues are pending, but it will not allow conversion until applicable dues are cleared.

Before applying: confirm that the conversion route fits your property

DDA’s online route is for eligible DDA properties in Delhi, including residential flats and residential built-up plots described on its conversion pages. The precise eligibility, documents and charge depend on the property record and allotment category. Review the current circulars and user manual linked from DDA’s Conversion service page before starting.

  • DDA’s IDLI FAQ says conversion is not allowed while the matter is sub judice or where there is encroachment on government land.
  • Applicable DDA dues must be paid before conversion is allowed.
  • DDA’s General FAQs state that no policy is presently in operation for conversion of properties whose leases have expired. Confirm the current position with DDA for your specific lease and allotment before relying on the general online route.

This DDA conversion service is separate from PM-UDAY, which concerns ownership recognition in unauthorized colonies.

How to submit the online application

  1. Open DDA’s current Conversion page. Go to dda.gov.in/conversion and follow its e-conversion link to the IDLI System. DDA’s General FAQs also direct plot applicants to apply online through IDLI; DDA describes conversion of allotted residential flats as voluntary and completely online.
  2. Review the live checklist. In IDLI, consult the “Guidelines for Registration” tab for the documents required for your application. The list may vary by service and property, so do not treat a generic or older checklist as exhaustive.
  3. Prepare files and contact details. The IDLI FAQ specifies required documents in PDF format, up to 5 MB each. The applicant photograph must be JPG and up to 40 KB. A mobile number and email address are mandatory; DDA sends communications and updates to the registered email.
  4. Enter property details and upload the requested documents. Check the property type, locality and area carefully; those details are used in the portal’s provisional conversion-charge calculation.
  5. Review and submit. Check every entry and attachment before final submission. DDA says a submitted application cannot be edited. Keep a copy of the application and uploaded documents; a hard copy normally is not required unless DDA asks for one.

How DDA calculates charges and handles payment

After you enter the property type, locality and area and upload the required documents, IDLI calculates provisional conversion charges. DDA says charges are fixed for each financial year and may vary from year to year, so use the amount and demand shown for your property in the live portal rather than a figure from an old brochure or a prior year. DDA’s conversion information says the date the charge or first installment is deposited is the relevant date for charge calculation under the scheme described there.

Make payment only through IDLI after logging in with the registered mobile number. The IDLI FAQ lists credit or debit card, net banking, RTGS/NEFT and UPI as supported options and says payment from other sources is not accepted.

What if you have outstanding dues?

You may apply while dues are pending, but DDA will not allow conversion until all applicable dues are paid. DDA’s examples include misuse, damages, sub-letting, unearned increase where applicable, ground rent, and service or maintenance charges.

The concerned Accounts Branch raises a dues demand through IDLI and sends an alert to your registered email. You can also use the portal’s “Check Dues” function. Pay the demand through the instructions provided in IDLI and monitor the portal for updates.

Track the application and respond to deficiencies

Log in to IDLI with the registered mobile number to check conversion status. If DDA identifies a deficiency, the system-generated email and the portal will show what needs attention; respond through the portal. If DDA rejects the online application, the IDLI FAQ describes a “Re-apply” option using the existing request ID and registered mobile number.

After approval: verify the conveyance deed

After approval, the Assistant Director of the concerned branch generates an online draft conveyance deed and forwards it to you. Follow the deed-specific instructions in IDLI:

  1. Log in using the registered mobile number and review the draft conveyance deed carefully.
  2. If the draft needs correction, submit a request using “Modify.” If it is correct, choose “Verify.”
  3. Print three copies, upload a scan of the stamp-duty proof and submit as directed by the portal.
  4. Follow DDA’s current communication for execution and registration of the deed. The exact timing and any further local instructions should be taken from your case-specific directions.

DDA’s older 2014 brochure describes offline-era steps; the current online FAQ confirms draft-deed verification and stamp-duty proof upload. Use the live portal and current DDA instructions for the steps that follow.

Where to check official instructions

The most useful starting point is DDA’s Conversion service page, which links to conversion circulars, a user manual and the e-conversion application. The IDLI FAQ, updated 03/10/2026, is the primary source for portal steps and file limits. DDA’s General FAQs, updated 01/10/2026, cover online plot applications and the expired-lease policy. DDA’s conversion pages were marked updated 03/10/2026; recheck the live portal for financial-year charges and any changed instructions.
