If you mean a toolbar inside an Office app, you can add commands to that app’s Quick Access Toolbar. These are different features: one appears on the desktop taskbar, while the other appears within an app.
What “toolbar” means in Windows 11
Older Windows versions offered taskbar toolbars such as Desktop, Links, and Address. Windows 11 does not document a built-in way to add that kind of separate taskbar toolbar. Its supported taskbar customization includes app pins, taskbar items, system-tray icons, alignment, and behavior settings.
For quick access to a program, pin the app to the taskbar. For commands inside an Office app, use that app’s Quick Access Toolbar.
Pin an app to the taskbar
- Type the app’s name in Windows Search.
- Right-click the app result and select Pin to taskbar.
- If the app is already open, right-click its taskbar icon and select Pin to taskbar.
- Drag a pinned app’s icon to change its position.
- To remove it, right-click the icon and select Unpin from taskbar.
Customize supported taskbar items
To review the available Windows taskbar options, right-click an empty area of the taskbar and select Taskbar settings. Depending on your Windows configuration, settings include controls for items such as Search, Widgets, and Task view; system-tray icons; alignment; and taskbar behaviors.

Open folder shortcuts from Start
If you want quick access to common folders, Windows lets you show selected folder shortcuts beside the Start menu’s Power button. These are Start menu shortcuts, not a taskbar toolbar.

- Turn on the folders you want displayed beside the Start menu’s Power button.
Add a command to an Office Quick Access Toolbar
The Quick Access Toolbar is inside an Office app; it is not part of the Windows taskbar. In the Office app, display the command on the ribbon, right-click it, and select Add to Quick Access Toolbar.
To change its position, open the toolbar’s customization menu and choose Show Below the Ribbon or Show Above the Ribbon. The exact interface can vary by Office app.
