Keep invoice creation in Flask and treat Peppol network exchange as a separate integration. Your app can model invoice data, generate UBL, validate it against the applicable Peppol rules, and manage its workflow and records. To send or receive documents over the network, connect to an access-point provider or operate a service-provider stack that meets Peppol’s technical and onboarding requirements.
Before implementation, decide which countries the app will serve. EN 16931-based validation does not, by itself, establish compliance with every country’s tax rules or national requirements.
What does “adding Peppol” involve?
Peppol e-invoicing has two distinct parts: preparing a compliant invoice document and exchanging it through the Peppol network. A Flask application can own most of the first part. Network exchange involves separate eDelivery specifications and operational responsibilities; it is not accomplished simply by exposing an invoice-upload or send endpoint in Flask.
Peppol BIS Billing 3.0 is a Core Invoice Usage Specification (CIUS) of EN 16931. OpenPeppol states that instances compliant with the specification are compliant with the European Standard. For an implementation, that makes the applicable Peppol BIS rules and their current release a practical target, rather than EN 16931 in isolation.

Choose who will operate the network connection
The main architecture decision is whether to integrate with an existing access-point provider or operate the transport and service-provider components yourself. Either way, keep the Flask business workflow separated from the network boundary.
| Approach | What your team operates | What to verify |
|---|---|---|
| Connect to an access-point provider | The Flask application, invoice model, UBL generation, validation, business workflow, and provider integration. The provider arrangement handles network exchange and the associated transport and discovery responsibilities. | Supported jurisdictions and document types, onboarding and conformance evidence, certificates and discovery responsibilities, data handling, reliability, incident support, and commercial terms. Verify current details with the provider; a listing in OpenPeppol’s software directory is not proof of accreditation. |
| Operate a service-provider stack | The application plus the network-facing components and their operation, including relevant discovery, transport, certificate, monitoring, and support responsibilities. | Current eDelivery specifications, service-provider requirements, certificate requirements, conformance testing, production onboarding, operational readiness, and ongoing maintenance. |
OpenPeppol’s software summary includes open-source AS4 implementations such as Domibus, Holodeck B2B, Oxalis, and phase4, as well as hosted or closed-source options. The directory explicitly describes itself as informational, not an accreditation list. Check the current capability, service status, jurisdiction coverage, support, and terms for any option you evaluate.
For an operator planning to provide network services, OpenPeppol’s eDelivery index lists specifications for SML, SMP, AS4, and SBDH. Its support guidance describes a central testbed for conformance assessment and self-assessment, and says service providers must pass accreditation tests to obtain a production PKI certificate. Treat this as a separate provider-operation project, not as a small extension to a Flask route.

Do not make UBL XML the application’s only invoice representation. Store a business-level invoice model, then serialize that model into the required UBL document. This separation makes it easier to test business logic, support other output formats, update serialization rules, and explain validation failures without asking users to edit XML.
At a minimum, model the information the invoice process needs:
- Seller and buyer details, including the relevant Peppol endpoint identifiers.
- Invoice number, issue date, due date, and currency.
- Invoice lines, descriptions, quantities, unit prices, VAT categories, and applicable allowances or charges.
- Payment details and relevant order, contract, delivery, or preceding-invoice references.
- Document type and the intended Peppol process or profile.
These fields serve more than document formatting. The BIS describes invoice functions such as accounting, verification, VAT reporting, auditing, and payment, and includes rules for line descriptions, references, prices, allowances, charges, and VAT information. Use decimal arithmetic for monetary calculations, handle XML with namespace-aware tools, and represent codes and identifiers explicitly. Avoid assembling XML by concatenating strings.
Generate the right UBL document and profile identifiers
The current Peppol BIS Billing documentation specifies UBL 2.1 for both Invoice and CreditNote. The document type determines its namespace:
- Invoice:
urn:oasis:names:specification:ubl:schema:xsd:Invoice-2 - CreditNote:
urn:oasis:names:specification:ubl:schema:xsd:CreditNote-2
For basic Billing Profile 01, the specification lists these values:
CustomizationID:urn:cen.eu:en16931:2017#compliant#urn:fdc:peppol.eu:2017:poacc:billing:3.0ProfileID:urn:fdc:peppol.eu:2017:poacc:billing:01:1.0
Billing with response uses a different ProfileID. Select that process only if your application supports the collaboration it describes: the buyer can send a structured invoice response to the seller. Do not choose a profile merely because the application may want acknowledgements; implement the corresponding response handling as well.

Validate the whole payload before sending it
A document that parses as XML is not necessarily a valid Peppol invoice. Validation is layered, from the UBL document’s structure and value types through EN 16931 and general CIUS rules to any country-qualified constraints. Run validation before transmission and make errors actionable for the user or operator.
- Check XML and UBL structure. Confirm well-formed XML, correct tags and attributes, required elements, element order, and allowed value types.
- Apply EN 16931 checks. Check requirements such as valid currency, country, and tax codes; required standard terms; and logical relationships and calculations.
- Apply general Peppol CIUS rules. For example, the BIS describes a rule requiring a buyer reference or an order reference.
- Apply country-qualified rules. Some checks are triggered by a seller’s country; the BIS gives seller registration-number checks as an example.
- Record the result and release used. Keep a useful validation outcome with the invoice and the release of the validation artefacts used, so an operator can investigate or reproduce a result.
Pin validation artefacts to a known release, monitor the official release index, and update your test corpus when rules change. OpenPeppol’s Billing documentation page inspected for this article identifies version 3.0.21. Its post-award release index lists the May 2026 Peppol BIS Billing 3.0 release, with 17 August 2026 as the mandatory-date version for EU invoices and credit notes. Since that mandatory date has passed, verify the current official release and applicable requirements when deploying; do not assume a package or validation result remains current indefinitely. The official material cited here does not endorse a particular Python package or Flask extension.
Keep the application and transport boundary explicit
A practical flow is:
Flask routes and business workflow → invoice model → UBL generation → validation → access-point API or connector → Peppol network
Best Value
The first four stages can be application-owned. Put provider-specific calls behind a connector or service boundary, so business logic does not depend on one provider’s API. Define how the integration reports submission status and errors to your workflow, and retain the invoice document and relevant processing records according to your own operational and legal requirements.
Whether the provider is external or operated by your organization, the connector is where network exchange, discovery, certificates, and transport behavior are handled under the selected arrangement. Avoid implying that a successful local XML validation means a document has been transmitted or accepted by a recipient: those are separate events in the workflow.

Which countries will the app serve? That question must be answered as a deployment configuration decision, not left implicit in a generic EN 16931 validator. Peppol BIS includes country-qualified rules, and OpenPeppol publishes country-specific validation policy material. The applicable national rules and tax obligations depend on the deployment’s scope; no country was specified here, so a particular country extension or legal requirement cannot be named.

Quick Recap
Turn the design into an implementation sequence
- Set the deployment scope. Identify seller and buyer countries, invoice and credit-note use cases, and whether structured invoice responses are required.
- Choose the transport model. Select an access-point integration or plan the provider conformance, onboarding, certificate, and operating work for a self-operated service.
- Define a business invoice model. Capture parties, endpoint identifiers, dates, lines, VAT, references, payment details, and any other fields needed by the selected use case.
- Implement UBL serialization. Generate UBL 2.1 Invoice or CreditNote documents with the appropriate namespace, identifiers, profile, data types, and code lists.
- Build layered validation. Validate document structure, EN 16931 rules, general CIUS rules, and the country-qualified rules for the chosen markets.
- Test the full workflow. Include valid and invalid examples, invoices and credit notes if both are supported, calculation and VAT cases, and any response process the app claims to handle.
- Integrate and operate. Connect validated documents to the provider or self-operated transport boundary, surface useful failures, monitor release changes, and keep the chosen compliance scope current.
